About this file
This is Amendment 0005 to Solicitation SPE2DH-25-R-0001, clarifying requirements and updating pricing instructions for a federal procurement.
The amendment reduces the Price Evaluation List (PEL) from 75 items to 72 items by removing three lines: Line 49 (POLO CUSTOM PPRODUCTS, NSN 6530-01-577-1091), Line 71 (CREATIVE LOGISTICS LTD, NSN 6530-01-464-5951), and Line 74 (DRAEGER SAFETY, NSN 6630-01-482-4377). All references throughout the solicitation to "75 PEL items" are hereby changed to "72 PEL items." Offerors must submit a price for all 72 remaining items to be eligible for award. Line 1 (Star Poly Bag, Downeast Logistics, NSN 6530-01-304-9762) quantities have been revised to reflect packages rather than individual units. For Trade Agreement Act (TAA) compliance evaluation of kits and systems, compliance will be assessed based on the country of origin identified in the PEL and certifications provided per DFARS 252.225-7020. If an offeror determines an item is unprocurable after due diligence, they must propose a technically equivalent alternate product using the mandatory procedure outlined in the solicitation (page 39, Bullet 6.d.), complete with technical documentation demonstrating form, fit, and function equivalency. The Government will evaluate proposed alternates during technical review, and if deemed unacceptable, the offer will be considered as having failed to price that line item, potentially rendering the entire proposal technically unacceptable. The official pricing submission document is Attachment 1 - Price Evaluation Book (Amendment 0005).xlsx, with offerors required to use the "PEL AMENDMENT 0005" worksheet tab for all price submissions; the original "Price Evaluation List (PEL)" tab is for reference only.

Attachment 5- SPE2DH-25-R-0001 Amendment 0005
This attachment is organized into two primary sections:
Section I: Clarifications – Provides clarifications based on vendor questions regarding TAA compliance, alternate item submissions, and details the specific items removed from the Price Evaluation List (PEL).
Section II: Instructions for Price Submission –Contains updated pricing instructions and introduces the newly revised pricing spreadsheet: Attachment 1 - Price Evaluation Book (Amendment 0005).xlsx.
Section I. Clarifications
1. Trade Agreement Act (TAA) Compliance Evaluation for Kits and Systems – TAA compliance will be assessed based upon the country of origin identified in the PEL and the certification provided by the offerors in accordance with DFARS 252.225-7020.
2. Alternate Item Consideration – Per Solicitation SPE2DH-25-R-0001 and its amendments, offerors must submit a price for all 72 Price Evaluation List (PEL) items to be eligible for award.
Should an offeror determine an item on this revised list is unprocurable after due diligence, they shall not leave the price field blank but instead propose a technically equivalent alternate product by adhering to the mandatory procedure on page 39, Bullet 6.d. (Alternative Items), using Attachment 4 from Amendment 0003, the Alternative Items Price Book, for submission.
Additionally, vendors must include complete technical documentation (e.g., specification sheets, part numbers, manufacturer information) to demonstrate that the proposed alternate meets or exceeds the form, fit, and function requirements of the original NSN. The Government will evaluate these proposed alternates as part of the technical acceptability review, and if, at its sole discretion, it determines the alternate product does not meet the NSN requirements, the offer will be considered to have failed to price that line item. Failing to price any line item may, at the Government’s discretion, lead to the entire proposal being deemed technically unacceptable and ineligible for award if an acceptable offer is not provided for all 72 PEL items.
3. Removed Items – DLA has reviewed the PEL and identified additional lines that impact proposal submission. The following three (3) items/lines are hereby removed from the requirement and are no longer part of the total evaluated price:
• Line 49, POLO CUSTOM PPRODUCTS (6530-01-577-1091), is hereby removed from the requirement and is no longer a part of the total evaluated price.
• Line 71, CREATIVE LOGISTICS LTD (6530-01-464-5951), is hereby removed from the requirement and is no longer a part of the total evaluated price.
• Line 74, DRAEGER SAFETY (6630-01-482-4377), is hereby removed from the requirement and is no longer a part of the total evaluated price.
4. Quantity Update – Line 1, Star Poly Bag, Downeast Logistics (6530-01-304-9762), the Unit of Issue remains 'PG' (Package). Please note that the reflected quantities have been revised to accurately represent the number of packages required, rather than individual units/each.

Section II. Instructions for Price Submission:
1. The official pricing submission document is hereby replaced and provided as Attachment 1 - Price Evaluation Book (Amendment 0005).xlsx.
2. Within this attachment, Offerors shall use the worksheet tab titled "PEL AMENDMENT 0005" for all price submissions. The original "Price Evaluation List (PEL)" tab is for reference only and shall not be used.
3. Each offeror must submit a price for all 72 items on the revised PEL, unless an acceptable alternative item has been provided in accordance with the mandatory procedure on page 39, Bullet 6.d. (Alternative Items) of the Solicitation. Failure to meet this minimum requirement will render a proposal technically unacceptable and therefore ineligible for award.
4. All references to '75 PEL items' (previously amended from 85 items via Amendment 0003) throughout the Solicitation are hereby changed to read '72 PEL items.
