About this file

This document details the hardware, software, and data processing procedures for a Forest Inventory and Analysis (FIA) data collection contract for the USDA Forest Service. The government will provide up to 5 Trimble Ranger 7 Personal Data Recorders (PDRs) and up to 5 JAVAD TRIUMPH-2 (L2+GLONASS) submeter GNSS units for contractor use. If contractors choose to use their own equipment, specific alternative models are permitted with varying levels of government technical support.

Contractors must provide a personal computer with Microsoft Windows 10, Java Version 8 Update 121 or later, Microsoft Office 2013, and Adobe Reader 2019. Data processing requires using government-provided software to enter and edit data, download historical files from the MIDAS website, resolve errors, and upload plot data. Contractors must collect raw GNSS files for each subplot, transfer them to specified directories, and package plot files for loading into the MIDAS web system. The government will handle post-processing of GNSS data, and contractors must update software and PDRs as required during the field season.

HARDWARE, SOFTWARE, AND DATA PROCESSING PROCEDURES

PERSONAL DATA RECORDER:

The Government will provide up to 5 Trimble Ranger 7 Personal Data Recorders (PDR) for Contractor use in completion of this contract per the terms contained within Government Furnished Equipment. A PDR is required which can support the Mobile Integrated Data Acquisition System (MIDAS) for FIA Data Collection. Other makes or models may not perform as intended.

Should the Contractor prefer to furnish their own Personal Data Recorders, the following criteria must be met:

• Technical support by the Government: Trimble Ranger 7

• No technical support by the Government: Juniper Systems Allegro

MX/Allegro 2 minimum of 128MB RAM/8GB flash storage; Juniper Systems Allegro CE/CX minimum of 128MB RAM/512MB flash storage.

• It is anticipated over the life of this contract some changes in data editing software may be made. As such changes are required, software upgrades will be provided by the Government via the MIDAS website ().

PERSONAL COMPUTER/LAPTOP:

The Contractor shall provide a personal computer with the following specifications and software:

• Microsoft Windows 10 operating system,

• Java Version 8 Update 121 or later

• Microsoft Office 2013

• Adobe Reader 2019 version or later

Installation programs for MIDAS, supporting software will be distributed via the MIDAS website. Updates to the system will be distributed through the Midas website with a username and password login for each contractor. The website will be used to retrieve plot files and to submit completed plots, including EPF files.

SUBMETER GNSS

The Government will provide up to 5 JAVAD TRIUMPH-2 (L2+GLONASS) submeter GNSS unit(s) for Contractor use to collect submeter precision coordinates on all subplots based on the specifications provided by the Government. Should the Contractor prefer to furnish their own submeter GNSS unit(s), the units must be JAVAD TRIUMPH-2 (L2+GLONASS). No other high precision GNSS units are acceptable.

See the GPS Operating Guide Appendix in the Field Instructions for specific instructions on operating the units. Recordings may be collected by connecting the device to either a smart phone or Trimble Ranger 7 via bluetooth (SUBSECTION M.2.3), or by manually using TRIUMPH-2 buttons on the device (SUBSECTION M.2.4). The contractor shall collect 1 Raw file (.jps) for each measurable, accessible subplot (4 per plot), transfer the files through either MIDAS Tablet (SUBSECTION M.2.6) or to a computer using JAVAD Netview and Modem Software (SUBSECTION M.2.9),and upload the .jps file(s) via the MIDAS website

(SUBSECTION R.11.2).

Optional, if using this method: Install NetView & Modem on the computer to download .jps files, and the appropriate driver to allow the computer to communicate with the computer.

Post processing will be completed by the Government therefore the contractor is not responsible for the purchase of JAVAD Post-processing software.

DATA PROCESSING & SUBMISSION PROCEDURES:

1. Data Recorder Software - The contractor shall use the Government-provided data recorder software to enter and edit the data. The Contractor shall download the latest version of historical data files from MIDAS website and EPF from BOX Drive, or a more simple method (specified by the COR) before starting the plot.

The Contractor shall resolve all errors/critical warnings and provide a detailed explanation for all critical warnings before uploading the plot and its required EPF formatted files to the MIDAS website. Explanations are entered in a text box associated with each warning or critical warning in the MIDAS application.

2. Software Updates - The software may be updated during the course of the field season. Contractors shall login to the MIDAS website and receive updates before editing, processing, and uploading the plots to MIDAS for completion/payment.

PDRs shall be updated at these times.

3. Plot Editing Tools- The contractor shall use the latest MIDASMobile or MIDAS Control Panel software to edit each plot.

4. Submeter GNSS - A JAVAD TRIUMPH-2 (L2+GLONASS) will be used to collect submeter coordinates. For each subplot a raw file (.jps) must be downloaded by connecting the unit to a computer and moving each .jps file to C:\Midas\PlotPackets\PNWRS\GPS, OR by copying and transferring files using Midas Tablet to C:\Midas\MIDASGPS\Work\pnwrs)

5. Loading Plot Data- All files associated with each plot will now be "packaged" and zipped prior to loading in Midas (this replaces the Upload EPF Files in MIDAS Utilities). Completed plot data files need to be error free and all EPFs must be present in the correct folders for the Plot Packager to zip the files together. Once all plot files have been packaged, they can be loaded into Midas Web.
