EVALUATION CRITERIA

CENTRALIZED INFORMATION TECHNOLOGY SYSTEM FOR THE NIH BLUEPRINT NEUROTHERAPEUTICS

NETWORK

The proposal will be evaluated against the evaluation factors identified below. The factors are listed in the order of relative importance. Offerors must submit information sufficient to evaluate their proposal based on the detailed evaluation factors.

Evaluation factors other than cost or price, when combined, are significantly more important than, cost or price. The factors are as follows, in descending order of importance:

Technical Evaluation Factors 1-3 will be evaluated using an adjectival rating scale. The Government intends to use the tradeoff source selection process. The procedures of FAR Part 13 apply to this solicitation. The Government intends to award a contract or contracts resulting from this solicitation to the responsible offeror(s) whose proposal(s) represents the best value, as defined in FAR 2.101, after evaluation in accordance with the factors and subfactors in the solicitation.

Factor 1 Confirmation of Compliance with Federal Security and Disability Requirements.

Demonstrated ability to meet all requirements in this RFQ in accordance with information security and/or physical access security requirements and Section 508 Requirements.

Factor 2 Technical Approach

The proposed technical approach and associated information technology system shall be evaluated on the extent to which the approach and system meet each of the requirements specified in this solicitation. Specifically, the proposal shall detail database features and processes in relation to the Statement of Work requirements. In particular, the proposal will be evaluated for demonstrated ability to meet the following requirements:

a. System Requirements (Pages 2, 3, and 4 of SOW).

b. Chemistry-related requirements (Page 4 of SOW).

c. Biology-related requirements (Pages 4 and 5 of SOW).

The extent to which the quoted system is user friendly and has an intuitive interface will be subjectively evaluated by the technical reviewers. If applicable, the Quoter’s data transfer plan will be evaluated for whether it will result in the successful transfer of data and seamless transition for active users. It will

Factor 3: Staffing & Customer Service

The offeror shall propose a combined staffing and customer service plan for the implementation and maintenance of the proposed IT system which will be evaluated for the following:

1. Response for Technical Support

The plan shall be evaluated for the response time for technical support and the efficiency and effectiveness of proposed methods for quality technical support and addressing of overall project requirements.

2. Contract Management

The plan shall be evaluated for efficiency and effectiveness of proposed methods for communicating with the Government, problem resolution, and completing invoicing in accordance with the Government provided instructions.

COST/PRICE EVALUATION

Offerors will be evaluated based upon cost/price completeness and accuracy to determine the validity of the price, and cost/price reasonableness. Total estimated ceiling price to accomplish the requirement and all its options will be utilized as a basis for evaluating price.

EVALUATION OF OPTIONS

It is anticipated the award from this solicitation will contain option provision(s) and period(s). In accordance with FAR Clause 52.217-5, Evaluation of Options, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement, except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests. Evaluation of options will not obligate the Government to exercise the option(s).
