This combined synopsis and solicitation requests proposals for Plankton, Aerosol, Cloud, ocean Ecosystem (PACE) Spacecraft Processing Facility Service. The National Aeronautics and Space Administration Kennedy Space Center is seeking offers to provide facility services for processing the PACE spacecraft prior to launch. Proposals are due by November 10, 2022 at 3:00pm EST and shall be submitted electronically to joshua.m.klein@nasa.gov. The services required include use of a Payload Processing Facility and associated cleanroom, airlock, and control room areas for final assembly, testing, operations and integration of the PACE spacecraft prior to mate with the launch vehicle. The contractor will also be responsible for transportation of spacecraft hardware and personnel to and from the facility by the specified facility departure date. Evaluation of proposals will consider technical capability and price, with award made to the offeror representing the best value to the government.

Definitions
Airlock: An area, with a controlled environment, designed to accept the payload and its transporter. The airlock provides isolation from both the outside and cleanroom environment, and allows stabilization of temperature, humidity, and minimization of contamination.
Anomaly: Any unexpected event. This may be a communications problem, an excursion outside of facility cleanliness specifications, or other unwanted occurrence.
Baseline LSSP: The LSSP is an agreement between the NASA LSIM, the spacecraft customer representative, and the LSC as to the NASA-provided products and services necessary for successful, cost-effective spacecraft launch site processing at VAFB. The Baseline LSSP contains the final spacecraft launch site requirement and the LSP and Supplier commitments to satisfy those requirements.
Cleanroom: An environmentally controlled area for processing spacecraft. A facility or area where contamination such as hydrocarbons, non-volatile residue, and particulate are limited to predefined levels based on the class of the cleanroom. Monitoring of contamination levels is mandatory to ensure they stay within specified limits.
Control Room: An area which houses Spacecraft provided electrical GSE and personnel during payload testing and launch operations.
Delay: A Government or Contractor delay of either IFO date or the LD. A Delay will commence when the delaying party provides written notice specifying the duration of the delay.
Facility Departure Date:
The date that all spacecraft hardware and personnel vacate the facility as specified in Article 20, Milestone Performance and Payment.
Grace Period: An allowable period of time for delays of the LD (if notification of delay is made after initial facility occupancy date.) During the grace period, delay damages are waived. The total cumulative grace period used for any one mission cannot exceed 1 week.
Initial Facility Occupancy (IFO) Date:
The initial facility occupancy date as specified in Article 20, Milestone Performance and Payment. This date reflects the initial arrival of spacecraft personnel or mission-related personnel, hardware, equipment, or supplies at the facility. This does not include early access to the facility prior to IFO to accommodate communications installation and checks. This communications installation access is limited to two weeks, and will not count against the Occupancy Period.
Launch Date (LD): The launch date as specified in Article 20, Milestone Performance and Payment.
Occupancy Period: The period of time from the IFO date to the Facility Departure Date, plus any applicable grace period.
Launch Service Contractor (LSC):
Contractor providing Launch Vehicle services and responsible for processing Launch Vehicle hardware (e.g. Payload Adapter) in the
PPF.
Mission: The overall flow or processing and launch of the Spacecraft and Launch vehicle.
NASA LSP: The Government customer responsible for ensuring safe and successful integration of the spacecraft onto the launch vehicle, and all corresponding operations.
NISN: NASA Integrated Science Network. The NASA communications infrastructure used to provide connectivity between geographically dispersed locations for voice, video and data.
Payload: Any of a class of satellite or probe that is ultimately to be placed into space. It may also be referred to as a Spacecraft, Satellite or an Observatory.
Payload Processing Facility (PPF):
A facility used for spacecraft final assembly, testing, operations and integration at the launch site prior to mate to the launch vehicle.
Preliminary LSSP: The LSSP is an agreement between the NASA LSIM, the spacecraft customer representative, and the LSC as to the NASA-provided products and services necessary for successful, cost-effective spacecraft launch site processing at VAFB. The Preliminary LSSP is signed only by the LSIM, and contains the spacecraft requirements as complete as possible at that time, but it does not contain the final commitments to show how LSP and its sub-suppliers will satisfy those customer requirements.
Propellant: Any of a class of solid, liquid, or gaseous substances used to produce thrust. Propellants may be toxic, corrosive, or capable of producing severe injury due to cold.
Range: The Government or Government agency responsible for controlling Government resources on VAFB.
Spacecraft: Any of a class of satellite or probe that is ultimately to be placed into space. It may also be referred to as a Payload, Satellite or an Observatory.
Spacecraft Customer: The Government or Contractor organization responsible for processing a Spacecraft in the PPF.
Target Launch: The Launch date, for a specific mission, as specified in the Contract.
It may also be referred to as the Initial Launch Capability (ILC).
