About this file

This file is a cost summary spreadsheet template for federal contract proposals pertaining to Solicitation Number 15BBNF26Q20300003 for the project "Replace FIRE PUMP."

The template comprises three primary cost breakdown documents: one for prime contractor costs (work performed with the prime's own forces without subcontractors), one for subcontractor costs (completed separately for each subcontractor), and a final cost summary consolidating all charges from the prime and all subcontractors. Each cost document requires detailed line-item entries including description, unit of measure, quantity, labor rates per hour, equipment costs per unit, and material costs per unit, with calculated line item totals. Proposers must include overhead percentages and profit percentages in designated lower sections, with the note that profit may only be claimed by the entity performing the work with its own forces—meaning the prime contractor includes profit only on work it performs directly, and subcontractors include profit only on work they perform without lower-tier subcontractors. The final cost summary aggregates subcontractor totals (up to three subcontractors), adds the prime contractor subtotal, and applies insurance and bond percentages to arrive at a grand total. Additionally, proposers must complete a collective cost analysis summary breaking down total costs by material, labor, equipment, indirect expenses for prime and subcontractors, subtotal cost, and general and administrative expenses (bond and insurance) to reach a net total. All monetary figures across documents must reconcile precisely.

COST SUMMARY SPREADSHEETS

In accordance with Federal Acquisition Regulation (FAR) 15.4 the objective of proposal analysis is to ensure the final agreed to price is fair and reasonable. The complexity and magnitude of each acquisition determines the level of analysis required, thus cost analysis may be used to evaluate cost realism and the reasonableness of individual cost elements.

Your proposal must be accompanied by the attached documents as applicable:

A. The first document is for your firm as the prime contractor. This breakdown is only for the work the prime will perform with its own forces (i.e., without subcontractors).

B. The second document is for subcontractor work only. This document should be completed for each subcontractor.

C. The third document is the Final Cost Summary. This will include all charges from you as the prime and all subcontractors. All numbers must coincide with the previous documents monetarily.

A few notes:

*You may add additional lines if needed.

*Ensure you include your proposed percentages (%) in the lower blocks

Please fill out all necessary spaces and be as detailed as possible
