About this file
This document is a Quality Assurance Surveillance Plan (QASP) Attachment 1 for the VA Community Care Network (CCN) Next Generation Medical Network East contract. The performance requirement summary details 16 specific performance objectives across three primary pillars: Customer Service, Claims/Invoicing, and Access. Key performance metrics include:
Customer Service objectives focus on contact center operations, measuring metrics such as call blockage rates (≤5%), call abandonment rates (≤5%), average speed of answer (≤2 minutes), and VA-provided ticketing tool performance. Claims/Invoicing objectives track claims processing timeliness (≥98% adjudicated within 30 days), claims referral accuracy (≥95%), and out-of-network provider usage (institutional <1%, professional <3%). Access objectives assess veteran drive times across 13 catchment areas with pass rates ranging from 80-88%, appointment timeliness (≥90%), and provider data accuracy (≥97%). The surveillance methods include monthly or quarterly 100% inspections, sampling, and annual minimum reviews, with performance evaluated by the Department of Veterans Affairs.
