About this file

This is a Single Source Justification (Simplified Acquisition) document for the procurement of Skydio X2D Starter Kits (Drones) and In-person training for the 737 TRG under contracting activity 502 CONS/JBKAE. The requirement includes one Skydio X2D 1.8GHz vehicle with dual streaming Color/Thermal payload, NDAA compliance, ground control capabilities, and necessary accessories, along with a three-day in-person training program for up to eight students.

The justification establishes that Atlantic Diving Supply (ADS), Inc. is the only vendor capable of providing both X2D drone kits and in-person training on GSA schedule. The equipment will support training of 35K trainees annually for Air/Space Force Basic Training in the PACER FORGE training area. While there are five authorized resellers (Rising Tide Technology Group, Attollo LLC, StrikeTheBox, Warfighter Concepts, and Skydio, Inc.), the requirement is being processed as a 100% Small Business Set-Aside. The document is signed by Contracting Officer Amanda H. Mateo on December 9, 2024, confirming that only a single source is reasonably available per FAR 13.106-1(b)(1).

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Drones require approval authority from DIU Blue UAS Cleared List and IAW AFMAN 11-502. This particulardrone was listed on the "blue" purchase list and subsequently was approved with the new approval program run by AFSOC. Skydio, Inc was contacted, and the company stated they work with many distributors such as ADS, Nobel, Darly Defense, etc., but all Skydio systems are designed and manufactured in the United States by Skydio, Inc. Atlantic Diving Supply (ADS), Inc currently has a GSA schedule for Skydio X2Ddrone kits and in-person training. ADS, Inc. is the only vendor capable to provide X2D drone kits and in-person training on GSA. There are five (5) companies authorized resellers, whom are also authorized to conduct the in-person training based on the Small Unmanned System Manager (SUASMAN) website, those companies are as follows: Rising Tide Technology Group (SDVOSB), Attollo LLC (SDVOSB), StrikeTheBox (SB), Warfighter Concepts (not in SAM), and Skydio, Inc (SB). Currently, the manufacturer is training other licensed distributors for their product, so those vendors can not only obtain the drones, but conduct the in-person training.

Section F: Contracting Officer's Determination
