About this file
This document is a Limited Source/Brand Name Justification for the procurement of a Dell ME5084 Storage Array under a simplified acquisition. The United States Forest Service (USDA FS) is seeking to purchase this brand name hardware to support the CIO Fire-IT National Enterprise Support Service (NESS) and the Wildland Fire Decision Support Service (WFDSS) application. The justification cites the need to maintain continuity and compatibility with the existing Dell server infrastructure within the NESS VMware ESXI hypervisor cluster environment. Market research was conducted, and the recommended source is an authorized Dell reseller offering the most advantageous pricing. The estimated price is provided. The related federal contract opportunity is a small business set-aside Request for Quote (RFQ) for the Dell ME5084 Storage Array, a firm-fixed-price purchase order under NAICS code 541519.

United States Department of Agriculture Limited Source/Brand Name Justification
FAR 13.106-1(b)(1) – Simplified Acquisitions
1. Identification of the agency and the contracting activity.
The requisitioning activity for the requirement is the United States Department of Agriculture (USDA), United States Forest Service (FS) Chief Information Office (CIO) and the Contracting Activity is the United States Forest Service, Procurement & Property Services (PPS) National Procurement Operations, Information Technology Contracting Branch (ITCB).
2. Description of supply or service required to meet the agency’s needs.
This requirement is for the award of a firm fixed price purchase order for the brand name: Dell ME5084 Storage Array. The purchase of Dell ME5084 Storage Array hardware is to support the CIO Fire-IT National Enterprise Support Service (NESS). NESS currently has 55 Dell systems in the network enterprise supporting Fire Application and All Hazards nationwide from two Hosting Data centers.
The Dell ME5084 Storage Array Hardware will be supporting the Wildland Fire Decision Support Service (WFDSS) fire application at the Earth Resource Observation Science Center (EROS) and Digital Infrastructure Services Center (DISC).
3. The rationale or circumstances for limiting competition.
Dell EM5840 Storage Array Hardware is an addition to the current Dell series servers supporting the National Enterprise Support Service (NESS) VMware ESXI hypervisor Clustered environment.
Introducing an outside brand to intermix into the cluster may result in compatibility issues as all these servers will be clustered together. This could render the network unusable and unable to support the large virtual environment, delaying support of fire operations and putting life and property at risk. It is necessary to keep continuity of the same product line to added new equipment for compatibility with the NESS Network and the ESXI Environment. Further, it is industry standard, and VMware recommended that the ESXI Clustered systems be the same make and model.
4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.
Market research was conducted via open market sources, GSA and NASA SEWP. There are several authorized Dell resellers available. The quote provided from open market sources was determined to have the most advantageous pricing to the Government.
5. Estimated price, including all options, if applicable.
6. Recommended source(s).
