Factor 3- Past Performance

Factor 4- Price

Evaluation Method

Factor 4- Price

Technical acceptability, delivery, and past performance when combined are significantly more important than price. Award will be made to the offeror whose quote represents the best value to the government.

Factor 1 – Technical Acceptability

Technical Acceptability will be evaluated to determine a rating of “Good,” “Satisfactory,” “Marginal,” or

“Unsatisfactory.” Technical Acceptability will be evaluated on the ability of the offeror to manufacture the items listed in Attachment 1 –Schedule – 70Z03821QJ0000194 if the Contractor has previously manufactured the items for the United States Coast Guard (USCG) MH60T or if the Contractor has not previously manufactured the items Attachment 2 – Schedule with First Articles – 70Z03821QJ0000194 will be applicable.

Once the signed NDA is provided, the ALC MRR Engineering approved drawings will be provided to the offeror, or access to the approved drawings will be granted to the offeror by ALC MRR

Engineering.

Technical Acceptability will be evaluated on the following criteria:

1. Offeror’s ability to provide new manufactured commercial items in accordance with (IAW) the MRR

Engineering approved drawings made available once a signed NDA has been submitted and approved by the Contracting Officer/Contract Specialist listed in the solicitation. Only the items requested in the solicitation will be considered for award. Contractors shall be registered in the Defense Logistics Agency’s (DLA) Joint Certification

Program (JCP). Offeror’s shall provide proof of active JCP Certification with their quote.

Earlier deliveries may be considered more favorable.

Factor 3 – Past Performance

The evaluation will consider the offeror’s demonstrated record of relevant performance in performing the required services and will consider areas of quality, meeting delivery schedules, compliance with contractual requirements, and customer satisfaction. Relevant performance may include performance that is similar in size, scope, or for similar items in relation to the items listed in the solicitation.

The Government intends to use information available from past contracts/purchase orders with the USCG, delivery information found in the USCG’s Asset Maintenance Management Information System (AMMIS) system, and any information found using sources such as Federal Government sources, Past Performance

Information Retrieval System (PPIRS)/Contractor Performance Assessment Reporting System (CPARS).

If an offeror does not have a record of past performance or past performance information is either unavailable or so sparse that no meaningful rating can be reasonably assigned, the offeror will receive a Neutral Confidence rating.

Factor 4 - Price

Price quotations shall be evaluated for the following:

• Evaluation for Completeness – The Contract Specialist will review the quotation to verify pricing was provided for the base and all subsequent option periods.

• Fair and Reasonableness – It is expected that adequate price competition will be obtained. Prices will be determined fair and reasonable based on competition and comparison to the Independent Government Estimate.

The contractor shall provide pricing as requested for the contract line items in attachment 1 titled “Schedule of

Supplies – 70Z03821QJ0000194” (applicable if the Contractor has previously manufactured the items for the

USCG) or attachment 2 titled “Schedule with First Articles – 70Z03821QJ0000194.” (if the Contractor has never manufactured the items for the USCG). Any quantity price discounts and discounts for prompt payment should be included in this section. The offeror’s quotation will be evaluated using one or more of the techniques defined in FAR 13.106-2, in order to determine if it is fair and reasonable.

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Price will not be assigned an adjectival rating, rather it will be evaluated for completeness as well as fair and reasonableness.

Government that might result from making more than one award (multiple awards). It is assumed, for the purpose of evaluating bids, that $500 would be the administrative cost to the Government for issuing and administering each contract awarded under this solicitation, and individual awards will be for the items or combinations of items that result in the lowest aggregate cost to the Government, including the assumed administrative costs.
