1.0. PURPOSE.
The purpose of this acquisition is to replace all alarm sensors within the 18 Munitions Storage Area site to ensure proper life cycle management is conducted and security standards are met in correlation of AFI 31-101.
1.1. Scope of Work.
The scope of work includes the replacement and installation of 349 alarms which includes 166 passive infrared sensors, 118 balance magnetic switches, 54 keypads, 63 fixed duress buttons, 1 wireless duress receiver, 3 wireless duress transmitters, 6 DSL modems, 4 cameras, 3 field panels devices, 55 housing seals for field panels, 55 twelve-volt batteries, all required hard wired and optical fiber work, replacement of conduit and field panel housings as required, and programming of the field devices. This includes tasks such as: Contractor management; system design; purchase of Commercial Off-the-Shelf (COTS) and ancillary equipment and necessary supporting infrastructure; installation of all Contractor provided equipment and infrastructure; systems integration of Contractor provided equipment/infrastructure with existing system components and infrastructure and Government Furnished Property/Equipment (GFP/GFE), if applicable; support of GFP/GFE, if applicable, and existing equipment and infrastructure; Contractor Verification Testing (CVT); Contractor production qualification and acceptance testing of non-approved IDS Equipment List (IDSEL) equipment and support of Government operational testing of non-IDSEL equipment when such equipment is proposed by the contractor; Contractor training of site personnel; site support; and Contractor support of Government acceptance testing. Interim Contractor Support (ICS) of the installed and integrated system is also included if ordered by the Government. The contractor will at a minimum install and program all items listed on Appendix B. All network equipment must have proper licensing, functionality, and approvals for Windows 10 operating system. All termination and programming of IDS will be completed by US nationals with appropriate clearance and certifications to install and repair specified equipment.
1.1.1. All equipment purchased and installed must be on the Non-Nuclear Intrusion Detection System (IDS) Equipment Approval Memo 13 May 23 or approved by appropriate authorities at all levels. Equipment Approval Memo may be issued to all parties for solicitation purposes.
Services must be performed by certified technicians. All equipment must be configured for operation on the current Integrated base defense security system.
1.1.2. The certification of the technician on devices and equipment is required due to the systems currently installed on Kadena AB, which could be compromised and rendered nonfunctional if the work is not performed by certified technicians.
1.1.3. Procure, install, and program 349 alarms which includes 166 passive infrared sensors, 118 balance magnetic switches, 54 keypads, 63 fixed duress buttons, 1 wireless duress receiver, 3 wireless duress transmitters, 6 DSL modems, 4 cameras, 3 field panels devices, 55 housing seals for field panels, 55 twelve-volt batteries, all required hard wired and optical fiber work, replacement of conduit and field panel housings as required, and programming of the field devices. 1.1.4. Contractor will perform all required hard wired and optical fiber work and programming of field devices.
1.1.5. The contractor will be responsible for loading and transporting all debris generated from the installation of security system and associated work to and from Kadena AB. The contractor will dispose of it in any way they see fit in accordance with local laws and regulations.
1.1.6. The contractor will provide 1-year warranty on parts and labor.
1.1.7. The contractor will provide contact service information and warranty forms.
1.1.8. The contractor will do a full functional test to ensure all installed equipment communicates properly.
1.1.9 The contractor will complete all required work within a 6-month performance period after the contract has be awarded.
1.1.10 The contractor may conduct a site visit during the specified time set by 18 Cons.
1.1.10.1 The POCs for the site visit will be Mr. Sandeep Chhugani at DSN: 634-1292 or via email at sandeep.chhugani.jp@us.af.mil or Mr. Odini Nikolai Ramos at DSN: 634-4789 or via email at odini.ramos@us.af.mil. There is no set site visit date. All interested offerors who wish to conduct site visit must complete the attachment 5 and send it to the POCs no later than 2 days before the desired site visit date. The US Government will make all every effort to entertain all site visits if mission allows. However, all site visit requests are not guaranteed.
1.2. CLEANING AND PROTECTION
1.2.1. Maintain Walk Through - The contractor must maintain common walk-through areas to allow proper evacuation of the building in the case of emergencies.
1.2.2. Remove Rubbish - The contractor must remove rubbish, wrapping paper, salvages and scrap. The contractor must not leave waste material inside or outside of the facility overnight, or mailto:sandeep.chhugani.jp@us.af.mil mailto:odini.ramos@us.af.mil for a prolonged period of time, when work is not done. Remove and dispose of waste materials only at authorized off base locations, daily.
1.2.3. Vacuum Carpets - The contractor will vacuum the government area that they were working at the end of each day.
1.2.4. Final Cleaning - The contractor must remove packing material, boxes, broken items, spots, smears, and other foreign matter.

While every effort has been made to ensure the completeness of this list, the Contractor will meet all specified requirements in this SOW whether they are listed in this section. Where not specifically cited below, the Contractor is responsible for compliance with applicable host nation, federal, state, and local laws and base codes and regulations as well as applicable base and industry architectural and construction standards during performance of orders.

2.2.3. Order of Precedence.
In the event of a conflict between this document and the references cited herein, the more stringent requirement will take precedence, unless directed otherwise by the Contracting Officer.
3.0. SUMMARY REQUIREMENTS
The Contractor will procure, replace, install, and test all the requested items listed in appendix B. At a minimum the contractor will supply, install, and program: 349 alarms which includes 166 passive infrared sensors, 118 balance magnetic switches, 54 keypads, 63 fixed duress buttons, 1 wireless duress receiver, 3 wireless duress transmitters, 6 DSL modems, 4 cameras, 3 field panels devices, 55 housing seals for field panels, 55 twelve-volt batteries, all required hard http://www.e-publishing.af.mil/ https://www.tinker.af.mil/Portals/106/Documents/Technical%20Orders/AFD-082216-00-35D-54.pdf https://www.tinker.af.mil/Portals/106/Documents/Technical%20Orders/AFD-082216-00-35D-54.pdf wired and optical fiber work, replacement of conduit and field panel housings as required, and programming of the field devices. The Contractor will provide all necessary infrastructure and infrastructure upgrades to support system operations and will integrate required existing equipment and infrastructure and approved Government Furnished Property/Equipment (GFP/GFE), as defined in section 3.1. of this Delivery Order, into the system. The Contractor will manage the effort to ensure delivery of an IDS that meets specified requirements. The Contractor will also provide ancillary equipment, materials and/or supplies needed for the installation and associated infrastructure. The Contractor will perform Contractor Verification Testing of the system and subsystems, including Cybersecurity verification, and stability testing; validate Contractor supplements to commercial technical manuals, and support all phases of Government acceptance testing and provide site-specific training. The Contractor will also provide Interim Contractor Support (ICS) if ordered by the Government. The contractor will at a minimum install and program all items listed on Appendix B.
The contractor will ensure that the system delivered under this contract consists of either already proven (qualified) commercial off-the-shelf (COTS) equipment from the Non-Nuclear Intrusion Detection System (IDS) Equipment List (hereafter referred to as the “IDSEL”) installed in the approved and tested configuration or non-IDSEL COTS IDS equipment (if proposed by the contractor) qualified and accepted (approved) by the Government as satisfying system requirements. The Contractor will provide equipment production qualification test and acceptance testing, support Government operational evaluation for non-IDSEL equipment (when such equipment is proposed by the contractor) in accordance with SOW requirements. Non-IDSEL COTS equipment may have to be proposed due to the unique issues associated with the age of the current IDBSS equipment and the requirements of this SOW. All termination and programming of IDS equipment will be completed by US nationals with appropriate clearance and certifications to install and repair specified equipment.
The contractor will do all programming on network and server for installation to meet all specified standards and, in a manner, to ensure proper operation with existing equipment.
3.1. Specific Requirements
3.1.1. Existing Equipment
The contractor will upgrade the sensor field equipment and backup power located at all IDS MSA facilities and program the newly installed equipment in the existing placements. The contractor will program all sensor points into the IDBSS server.
3.1.2. Government Furnished Property/Equipment (GFP/GFE)
The contractor may utilize the existing infrastructure to support the installation of new sensors.
4.0. GOVERNMENT-FURNISHED PROPERTY AND SERVICES
4.1. Utilities. The government will provide water and electricity, when available.
4.2. Conservation of Utilities. The contractor will instruct employees in utilities conservation practices. The contractor will be responsible for operating under conditions, which prelude the waste of utilities, which will include:
4.3. Lights will be used only in areas where and when work is being performed.
4.4. Water faucets or valves must be turned off after the required usage has been accomplished.
4.5. Government telephones will not be used for personal reasons or for any toll or long-distance calls.
5.0 GENERAL INFORMATION.
5.1. HOURS OF OPERATION.
The contractor must perform the on- site services required under this contract during the following hours: 0800 - 1700, Monday through Friday, except on U.S. holidays specified in section 3.2. of this SOW and PACAF Family days. No on-site work will be scheduled or performed on holidays unless previously approved or directed by the Contracting Officer and Project Manager. If the contractor desires to work on non-scheduled workdays, he must submit a written request to the POCs for approval.
5.2. Holidays - The contractor is not required to provide service, except as noted on the following days:

If holiday falls on a Saturday, it will be observed on the preceding Friday. If it falls on a Sunday, it will be observed on the following Monday.
5.3. SECURITY REQUIREMENTS - The contractor must be responsible for safeguarding all contractor-controlled government property at the close of each work period.
5.3.1. Pass and ID - The contractor must obtain and ensure employees have the necessary identification and gate passes in accordance with U.S. military installation regulations prior to the start of this contract. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver’s license, current vehicle registration, and valid vehicle insurance certificate to obtain a vehicle pass.
5.3.2. Safety and Fire - The contractor must comply with applicable government published safety requirements and regulations which will be available upon request by the contractor.
5.3.3. Contractor will abide with all 18th Wing security requirements which will be available to the contractor for review.
6.0. CONTRACTOR PERSONNEL REQUIREMENTS.
6.0.1. Contract Manager - The contractor must provide a contract manager who will be responsible for the performance of the work. The name of this person, and an alternate(s), who will act for the contractor when the contract manager is absent, must be designated in writing to the CO 5 working days prior to start of projects. The contract manager or alternate will have full authority to act for the contractor on all contract matter relating to the daily operation of this contract. The contract manager or alternate will be available during normal duty hours with sixty
(60) minutes to meet on the installation with the government personnel (designated by the Contracting Officer) to discuss problem areas. After normal duty hours, the manager or alternate must be available within two (2) hours. The contract manager or alternate(s) must be able to read, write, speak, and understand English.
6.0.2. Contractor Personnel - Contractor personnel must present a neat appearance and be easily recognized as contractor employees. This will be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contains the company and employee name in English. Contractor personnel must use protective clothing whenever they are performing tasks that could cause harm to the employees or damage to property.
6.0.3. The contractor must not employ persons to work on this contract if such person is identified to the contractor by the Government as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population.
6.0.4. Smoking – Smoking is not permitted in any government building or work area.
6.0.5. Employees – The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt of these personnel could adversely affect the contractor’s ability to perform.
Their absence at any time will not constitute an excuse for nonperformance under this contract.

Minimum Purchase List
Installation of all above listed equipment and hardware must be certified in each respective field.
Additionally, the list above are the minimum requirements. All additional hardware required to complete the installation will be provided by the contractor at no additional cost to the USG (see section 1.1).
