About this file

This document is Section 9.0 of a Statement of Work (SOW) outlining General and Administrative Requirements for a Department of the Air Force (DAF) contract at Wright-Patterson Air Force Base, Ohio.

The section establishes mandatory administrative and operational compliance requirements for contractor performance. An Ombudsman, Col(s) Paul W. Tinker (Deputy Director, Acquisition Excellence & Program Execution Directorate, AFLCMC/AQ_AZ), has been designated to receive and facilitate resolution of contractor concerns, though contractors must first address issues with the Contracting Officer. Contractors must immediately notify the Contracting Officer and local Information Protection Office/Security Manager of any government security activities affecting performance or security incidents. Contractors must maintain operations free from actual or potential Organizational Conflicts of Interest (OCI), with immediate written notification to the Contracting Officer required if conflicts are discovered, including a proposed mitigation plan. All contractor personnel performing work on DAF installations must comply with local, state, and federal health and safety regulations and installation-specific policies, with immediate reporting of accidents, injuries, or hazards to the Contracting Officer and local Safety Office. Contractors must comply with all installation access control procedures detailed in Section 6.0, including vetting requirements, pass acquisition, and commercial vehicle registration. Common Access Cards (CAC) may be requested only for personnel requiring logical access to Department of Defense computer networks or unescorted physical installation access, processed through the Trusted Associate Sponsorship System (TASS). Lost or stolen CACs must be immediately reported, and all CACs must be collected and returned to the issuing office within five (5) days of employee departure, contract termination, or when no longer required for performance.
