About this file

This document is a Justification and Approval for Other Than Full and Open Competition (J&A) submitted by the Department of Homeland Security's U.S. Immigration and Customs Enforcement (ICE) for a single-source procurement from Celebrite, Inc.

ICE's Office of Acquisition Management (OAQ) seeks to procure Celebrite Inseystes and training services on a brand-name basis to support forensic investigative operations conducted by the Homeland Security Investigations (HSI) Cyber Crime Centers (C3). The contract is structured as a Firm-Fixed-Price (FFP) new action funded through FY26 annual appropriations, with solicitation number 191226VHQ4CCC0014. The justification for sole-source procurement is based on 41 U.S.C. 3304(a)(1), citing "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" under RFO Subpart 6.103-1. The requirement calls for digital forensic analysis and evidence extraction technology capable of performing logical, file system, physical, and password data extraction from mobile electronic devices, including encrypted and legacy devices, while maintaining chain-of-custody documentation and producing legally defensible court reports.

The justification asserts that Celebrite is the sole vendor capable of meeting HSI's critical requirements due to its Universal Forensic Extraction Devices (UFED) system's comprehensive device compatibility, extraction depth, and update frequency, which competitors including other named forensic tools cannot match. OAQ posted a solicitation notice on SAM.gov in March 2026 and conducted market research via RFI to NASA SEWP V vendors on February 4, 2026, receiving five complete estimates from six vendors expressing interest. A DHS Strategic Sourcing Vehicle exemption was approved on February 10, 2026, supporting lower cost savings justification. The agency committed to posting the redacted justification with the solicitation and will continue market research to identify emerging forensic technologies or vendors for future acquisitions.
