Attachment 4 – Personnel Qualifications
A. Personnel Qualifications
Table 1 sets forth the Government’s minimum labor-level equivalency matrix including: labor level (I, II, III or IV), educational degree and years of relevant experience. Table 2 sets forth the Government’s minimum required qualifications for key personnel including: education, experience, certifications (if required) and security clearances. Table 3 sets forth the Government’s desired qualifications for non-key personnel including: education, experience, certifications (if required), and security clearances. The Contractor should be capable of providing the personnel according to the requirements in the labor categories listed in Table 2 and Table 3.
B. Key Personnel
Table 2 states the Government’s minimum qualification levels for key personnel. Personnel designated as “Key” in Table 2 shall be available for work efforts on the first day after contract award. Key personnel should possess the indicated clearance at the time of contract award and are subject to the provisions listed in Section H-1 of the solicitation. All proposed personnel, requiring a clearance, should be available with favorably adjudicated investigations and final DoD granted personnel security clearances required for the performance of the contract.
In conjunction with Table 1, Offerors may only move ‘upward’ from the Government’s stated minimum qualification levels. For example, if the minimum qualifications require a Bachelor’s Degree and 10 years of experience for a Level IV – Senior position, Offerors may only substitute personnel with a Master’s Degree and eight years of experience or a PhD and five years of experience. An Offeror would not be able to substitute personnel with High School Diploma/General Equivalency Diploma (GED) and 15 years of experience in this example.
C. Non-Key Personnel
Table 3 states the Government’s minimum desired qualification levels for non-key personnel. The Government expects the Contractor will make a good faith effort to assign non-key personnel to this effort that meet the minimum desired qualifications. The Government does not require resumes for non-key personnel. Therefore, resumes should not be provided. The desired qualifications are provided to assist the Contractor from a cost-estimating standpoint.
