About this file

This document is Section 9.0 of a Statement of Work (SOW) outlining General and Administrative Requirements for a Department of the Air Force (DAF) contract.

The section establishes several key administrative and compliance obligations for the contractor. An Ombudsman, Col(s) Paul W. Tinker, Deputy Director of Acquisition Excellence & Program Execution Directorate at Wright-Patterson AFB, Ohio, has been appointed to facilitate resolution of concerns from offerors and contractors, though contractors must address issues with the Contracting Officer first. The contractor must immediately notify the Contracting Officer and local Information Protection Office/Security Manager if any Government security activity affects contract performance or if any security incident occurs. Regarding Organizational Conflicts of Interest (OCI), the contractor must maintain operations free from actual or potential conflicts and immediately notify the Contracting Officer in writing of any discovered conflicts, including a proposed mitigation plan, which must be strictly followed once Government-approved. The contractor must comply with all local, state, and federal health and safety regulations while working on DAF installations and immediately report accidents, injuries, or safety hazards to the Contracting Officer and local Safety Office. All contractor and subcontractor personnel must comply with installation access control procedures detailed in Section 6.0, including vetting requirements, passes, and vehicle registration. Common Access Cards (CAC) may only be issued to personnel requiring logical access to Department of Defense computer networks or unescorted physical access, processed through the Trusted Associate Sponsorship System (TASS), with lost or stolen cards immediately reported and all cards returned within five days of employee departure or contract termination.

9.6 Common Access Cards (CAC) for Contractor Personnel

The Contractor shall ensure that Common Access Cards (CAC) are requested and issued only to personnel who require logical access to Department of Defense (DoD) computer networks or unescorted physical access to the installation to perform the requirements of this SOW. The Contractor shall utilize the Trusted Associate Sponsorship System (TASS) to process CAC requests. The Contractor shall immediately report any lost or stolen CACs to the Contracting OƯicer and the issuing security oƯice.
