About this file

This document contains DAFFARS Supplemental Clauses for a federal contract opportunity (FA255024Q0005), specifically highlighting three key clauses:

  1. USSF Ombudsman Clause (5352.201-9101): Establishes an ombudsman process for addressing concerns from potential offerors, with clear guidelines that the ombudsman maintains confidentiality, cannot render binding decisions, and does not participate in proposal evaluations. Interested parties must first contact the contracting officer and can escalate unresolved issues to specific Air Force and Space Force contracting leadership contact points.

  2. Elimination of Use of Class I Ozone Depleting Substances (5352.223-9000): Prohibits contractors from providing services or products that require or can only be met by using specific Class I Ozone Depleting Substances (ODSs), including various Halons, Chlorofluorocarbons (CFCs), Carbon Tetrachloride, Methyl Chloroform, and Methyl Bromide. The clause specifies that materials using these substances as minor constituents are not considered Class I ODSs.

  3. Health and Safety on Government Installations (5352.223-9001): Requires contractors performing work on government installations to take reasonable precautions to prevent accidents and preserve health and safety of contractor and government personnel. The contracting officer can direct specific safety standards, and violations may result in contract termination.
