About this file
This is a federal contracting provision template establishing the Buy American—Balance of Payments Program Certificate requirements for defense contracts, effective February 2024. The provision, referenced as DFARS 252.225-7000, prescribes certification and country-of-origin identification procedures for offerors responding to solicitations that include Buy American and Balance of Payments Program restrictions. Offerors must certify the status of all line items as domestic end products, qualifying country end products, or other foreign end products, with specific requirements varying by product classification.
Key certification requirements include: offerors must identify each end product's classification and country of origin; for non-COTS end products not consisting wholly or predominantly of iron or steel, offerors must indicate whether foreign end products exceed 55 percent domestic content (or select "no" if unknown); components of unknown origin are presumed to be foreign-sourced; and domestic end products containing critical components or critical items must be separately listed by line item number. The Government will evaluate offers according to Defense Federal Acquisition Regulation Supplement Part 225 policies and will evaluate qualifying country end products without regard to Buy American statute or Balance of Payments Program restrictions. The provision provides blank tables for offerors to complete and submit with their proposals, identifying line item numbers and corresponding country-of-origin information for qualifying country end products and other foreign end products.
