Section C: Justification for Soliciting from a Single Source or Brand Name
All unmanned aircraft system (UAS) for DOD use must meet FY20 NDAA Section 848 requirements. FY 2020 NDAA Section 848 requirements are as follows: Are manufactured in a covered foreign country (means the People's Republic of China) or by an entity domiciled in a covered foreign country; Contain critical components, as defined in this document, manufactured in a covered foreign country or by an entity domiciled in a covered foreign country; Use a ground control system or operating software developed in a covered foreign country or by an entity domiciled in a covered foreign country; or Use network connectivity or data storage located in or administered by an entity domiciled in a covered foreign country.
Per the DAF Chief Information Security Officer instruction attached this the only approved system for use in Aviano, AB. It's currently the only product that is compatible with Information System requirement to be connected to the AF network, complies with local Italian regulation, and has a 360 degree collision avoidance/autonomous flight modes which allow for increased mission capability and safety.
Section D: Efforts to Obtain Competition
An RFQ will be posted on GPE (SAM). Extensive market research was also conducted to find other distributors for the product in question. Only 2 vendors capable of providing the product were found.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The contracting office will consider all DAF-approved sources for similar future requirements. We will also continue to post the opportunity to the market in an effort to encourage competition.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
