About this file

This is a Brand Name Justification memorandum from the Department of the Air Force, Air Education and Training Command, dated July 1, 2025. The 366 Training Squadron (TRS), Detachment 6, is requesting approval to purchase specific Lincoln Precision welding equipment on a sole-source basis: 3 units of Lincoln Precision TIG 275 Ready-Pak K2618-1 and 3 units of Lincoln Precision Mig 262 MIG Welder K5706-1. These welding machines are required to support training courses JCABP3E331 OOAD and JCAZP3E351 02AB for airman career field education.

The justification cites several factors supporting the brand name requirement: the Career Field Education and Training Plan mandates Lincoln Precision equipment for these specific courses, the welding labs are configured with wall cut-outs designed for Lincoln machines, all existing equipment and repair parts are Lincoln brand, and changing brands would result in additional costs to the government. The unit conducted market research confirming multiple vendors can supply the Lincoln equipment, indicating competitive availability. The memorandum includes endorsements from Contracting Officer Kiana E. Perry and Section Chief Carri K. Dulaney, with the final approval/disapproval authority resting with the Section Chief. The requesting unit commits to continuing market research for additional sources of the same or equivalent brand name items to enhance future competition.
