This system will be equipped with four objectives, adaptive focus control, and a spectral range spanning ultraviolet to far-red wavelengths, enabling versatile and high-resolution imaging across a broad range of experimental needs. Critically, the Airyscan 2 detector provides enhanced resolution in all three dimensions, surpassing the limitations of traditional confocal microscopy, while simultaneously improving signal-to-noise for exceptional image clarity. The Zeiss LSM 980 with Airyscan 2 offers a unique combination of sensitivity, scanning speed, and cost-effectiveness, making it the ideal system to meet the diverse and demanding imaging requirements of the LCBG Microscopy Core Facility.
Sensitivity and Linear Unmixing:
For research requiring exceptional sensitivity and precision, such as live-cell imaging, only Carl Zeiss offers the unique 4+2-Channel Quasar Detection unit. This system incorporates exclusive 4-channel GaAsP detectors, an advanced grating for precise spectral data, and software-controlled laser power modulation to protect delicate samples. These features combine to deliver high-quality, low-noise images even in challenging imaging conditions, enabling researchers to study live cells and delicate structures without causing damage.
This level of sensitivity and flexibility is unmatched by any other vendor, making Carl Zeiss the sole provider capable of meeting these specific research needs.
Speed of image acquisition without compromising resolution:
High-speed image acquisition without compromising resolution is crucial for maximizing research output, and only Carl Zeiss offers this capability through its proprietary OSCiscan technology and bidirectional scanning. Their expertise in these technologies ensures rapid image acquisition without sacrificing resolution, enabling LCBG Core researchers to effectively study dynamic cellular processes. This unique proficiency with Zeiss-specific technologies is essential for maximizing the system's performance and achieving the LCBG Core's research objectives.
Airyscan 2 Super Resolution detection:
The Zeiss LSM 980 is equipped with the unique Airyscan 2 system, a groundbreaking technology featuring a 32-channel GaAsP area detector and a microlens array, enabling researchers to surpass the limitations of traditional confocal microscopy and achieve exceptional image resolution and clarity at the nanoscale. This level of advanced super-resolution capability is unparalleled in the field, making the LSM 980 with Airyscan 2 an exceptional tool for high-impact biological research.
Cost effectiveness and decreased user training time:
The Zeiss LSM 980 with Airyscan 2 offers significant cost advantages for the LCBG Core, particularly through its unique compatibility features. Only Carl Zeiss can provide a seamless transition for existing users and infrastructure, minimizing disruption and maximizing previous investments. This is achieved through software compatibility with existing microscopes, drastically reducing the training burden for over 200 annual users. Additionally, the integration of over $50,000 worth of existing components from the obsolete LSM 780, including environmental control units and optics, significantly reduces the overall acquisition cost. These reused components will be eligible for replacement or repair under a new maintenance agreement, ensuring both optimal performance and long-term cost savings.
6. Description of the efforts made to ensure that offers are solicited from as many potential sources as practicable. Indicate whether a SAM.gov notice was or will be publicized as required by FAR Subpart 5.2 and, if not, which exception under FAR 5.202 applies.
A Sources Sought Notice #75N91024SS6802213, was posted to SAM.gov on 12/05/2023 through 12/12/2023. This source sought notice yielded zero (0) responses.
As required by FAR Subpart 5.2, a SAM.gov combined synopsis solicitation will be publicized and cited as a commercial item purchase (as stated FAR Part 12) with the authority to use simplified procedures of commercial items as authorized in FAR 13.106-1 (b)(1)(ii). In accordance with FAR 5.102(a)(6), this brand name justification is being published with the solicitation.
7. Determination by the Contracting Officer that the anticipated cost/price to the Government will be fair and reasonable.
Prior to award the Contracting Officer (CO) will make a determination that the price is fair and reasonable. It is anticipated that determination will be made utilizing the IGE and historical data; however, the CO reserves the right to utilize any other means deemed appropriate in accordance with FAR 13.106-3 (a)(2).
8. Description of the market research conducted (see FAR Part 10) and the results, or a statement of the reasons market research was not conducted.
Market research was conducted by both the Contracting Officer and Program Manager for the requiring Core Facilities. Market research relied heavily on the requiring programs intimate knowledge of the requirement and industry, as well as a thorough review of historical data pertaining to past NCI and other Government procurements for similar equipment. Market research also took into consideration current pricing data that was able to be obtained from informal quotes, publicly available pricing information, standard industry terms and conditions, and product literature.
A comprehensive market analysis was conducted by the requiring program office, comparing the Zeiss LSM 980 with Airyscan 2 to alternative systems from Nikon and Leica. As a result, only the Zeiss system was identified as meeting the offices requirements for 90nm super-resolution imaging, advanced 32-channel GaAsP PMT array detection, an efficient Sample Navigator module, and compatibility with pre-existing systems and staff’s research procedures.
In addition to the market research noted above, a review of required and recommended sources in accordance with FAR Part 8 was conducted. The results of this search indicated that some parts of the LSM 980 with Airyscan 2 confocal microscope system were available from GSA; however, the entire solution was not available from this source, with the majority of components being open market items.
While the NCI identified ten authorized distributors of Carl Zeiss products, the availability of the specific LSM 980 with Airyscan 2 confocal microscope system from each vendor could not be confirmed.
Furthermore, to ensure there were no alternative sources, or products that could better meet the Government’s needs a Sources Sought Notice (75N91024SS6802213) was posted to SAM.gov. This sources sought notice yielded zero (0) responses.
9. Any other facts supporting the use of other than full and open competition.
The highly specialized nature of the Zeiss LSM 980 with Airyscan 2, coupled with the critical need to maintain seamless integration with existing LCBG Core infrastructure and minimize training burdens necessitates a Brand Name Justification. No other commercially available confocal microscope offers the same level of super-resolution imaging, advanced detection capabilities, and software compatibility essential for the LCBG's cutting-edge cancer research.
10. Listing of sources, if any, that expressed, in writing, an interest in the acquisition.
The NCI identified ten authorized distributors for the Carl Zeiss LSM 980 with Airyscan 2 confocal microscope system. Of those ten, two distributors confirmed they were unable to supply the system, indicating it is solely available through the manufacturer. The NCI did not receive confirmation of availability from the remaining eight distributors. No other sources expressed written interest in fulfilling this acquisition.
11. Statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the required supplies or services
NCI LCBG anticipates the needs to be met successfully in the fulfillment of this requirement. In the event that additional equipment is required, the NCI program office and the contracting officer will conduct market research to determine if the current state of technology has advanced and to determine if there are others sources available that can provide the necessary equipment. This market research will include the SAM.gov announcement, if required. An award will only be made, if during negotiations, it is shown that the anticipated cost to the Government is fair and reasonable.
