About this file
This is a Master Specifications document for federal construction work on the Minneapolis VA Medical Center EHRM Installation of DDPO2 Project (618-26-702). The specifications outline general construction requirements, project scheduling, shop drawings, and submittal procedures for the installation of Data Drops and Power Outlets (DDPO 2.0), mounting of Integrated Over-Current Elements, tracking boards, and wall mounts across multiple buildings at the facility.
Key construction requirements include: contractor responsibility for all labor, materials, equipment, and supervision; mandatory compliance with federal, state, and local codes; strict security protocols including badging, key control, document confidentiality, and vehicle authorization; phased work coordination to maintain 24/7 Medical Center operations in occupied buildings (49, 49SV, and 70); protection of existing utilities, vegetation, and structures; comprehensive as-built and coordination drawings for all trades; and detailed operations and maintenance manuals upon completion. The project schedule must be developed using Network Analysis System (NAS) with cost-loaded activities, submitted within 7 calendar days of Notice to Proceed, and maintained through monthly updates using Oracle Primavera P6 Professional or Microsoft Project Professional. All submittals, including shop drawings, product data, samples, and test reports, must be pre-approved before material acquisition or work performance, with incomplete submittals returned without review. The contract period is 95 calendar days, and the contractor must coordinate work to minimize disruption to ongoing patient care and medical center operations while maintaining existing utility services at all times.

I. Phasing:
The Medical Center must maintain its operation 24 hours a day 7 days a week. Therefore, any interruption in service
01 00 00 -7 must be scheduled and coordinated with the COR to ensure that no lapses in operation occur. It is the
CONTRACTOR'S responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the interim life safety measure to be used during the work, and a schedule defining the duration of the work with milestone subtasks. 01 00 00 -8 hindered. Contractor shall permit access to Department of
Veterans Affairs personnel and patients through other construction areas which serve as routes of access to such affected areas and equipment. These routes whether access or egress shall be isolated from the construction area by temporary partitions and have walking surfaces, lighting etc. to facilitate patient and staff access.
Coordinate alteration work in areas occupied by
Department of Veterans Affairs so that Medical Center operations will continue during the construction period.
3. Immediate areas of alterations not mentioned in preceding
Subparagraph 1 will be temporarily vacated while alterations are performed.

B. Subsurface conditions have been developed by core borings and test pits. Logs of subsurface exploration are shown diagrammatically on drawings.
C. A copy of the soil report will be made available for inspection by bidders upon request to the Engineering
Officer at the VA Medical Center and shall be considered part of the contract documents.
D. Government does not guarantee that other materials will not be encountered nor that proportions, conditions or character of several materials will not vary from those indicated by explorations. Bidders are expected to examine site of work and logs of borings; and, after investigation, decide for themselves character of materials and make their bids accordingly. Upon proper application to Department of
Veterans Affairs, bidders will be permitted to make subsurface explorations of their own at site.
1.12 PROFESSIONAL SURVEYING SERVICES – NOT USED
