About this file

This document is a Use of a Single Source Below the Simplified Acquisition Threshold (SAT) justification for a brand name procurement of Skydio X10D drone systems. The Air Force is acquiring 1 Skydio X10D + 3D Scan Starter Solution, 1 Skydio Nightsense with IR Attachment, 1 Skydio X10D Nightsense Kit, and 21 Skydio Batteries for the 21st Air Task Force and Joint Base Charleston Fire Department. The procurement is specifically for the Skydio X10D, which is one of only 21 Blue UAS approved Unmanned Aircraft Systems, to support advanced training, aerial reconnaissance, emergency response, and interagency operations.

The requirement will be solicited as a 100% small business set-aside on SAM.gov, with market research identifying three small business vendors (MIG Gov, LLC; ADS, Inc.; and Skydio, Inc.) that have provided similar drones to the federal government. The justification emphasizes that JB Charleston is already using the Skydio platform, and changing drone systems would result in duplicate training costs and potential exercise delays. The contracting office (7 CONS/PKB) plans to conduct ongoing market research and monitor emerging compliant platforms for future procurements, with the goal of considering competitive alternatives if they become available.

Use of a Single Source Below the Simplified Acquisition Threshold (SAT)

Section A: General Contract Information

Section B: Description of the Supplies/Services Required

Section C: Rationale for Soliciting from a Single Source or Brand Name

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 7 CONS/PKB Project/Program Name: 21st ATF - JB CHS Skydio Acquistion Purchase Request / Local ID Number: N/A Estimated Contract Cost (including Options):

QTY 1 - SKYDIO X10D + 3D SCAN STARTER SOLUTION - DR4DSBN3ILA2000NA

QTY 1 - SKYDIO NIGHTSENSE WITH IR ATTACHMENT - DR4ATTSWNAIR

QTY 1 - SKYDIO X10D NIGHTSENSE KIT - VT300-Z - DR4DSBN3IZA3000NA

QTY 21 - SKYDIO BATTERY (150W) FOR X10 - DR4ACCBAT

The Skydio X10D with VT300L and VT300Z sensors and Nightsense Kit will be utilized by the 21st Air Task Force to support advanced training operations and enhance aerial reconnaissance capabilities. Additionally, this platform will be jointly employed by the Joint Base Charleston Fire Department for emergency response operations, including nighttime incident response, wildfire monitoring, and post-disaster assessment.

The capability to integrate this drone system across multiple mission-critical units provides a force-multiplying solution that increases operational efficiency, supports interagency collaboration, and significantly enhances situational awareness in both routine and emergency environments.

This requirement will be solicited as a Brand Name Only requirement, IAW FAR 13.106-1(b)(1), based on the following rationale:

The Skydio XD10 is one of only twenty-one Blue UAS approved Unmanned Aircraft Systems (UAS). The Blue UAS program was set up by the Defense Innovation Unit (DUI) to rapidly vet and scale commercial UAS technology for the Department of Defense. The current Blue UAS approved list is attached to this Justification. Additionally, Skydio XD10 has an approved USAF Exception to Policy - attached, ensuring full DoD & USAF procurement compliance.

This requirement is for exercises and operations being conducted in partnership with JB Charleston. JB Charleston is currently utilizing the Skydio drone platform and has already received training on the platform and procured several Skydio X10D Drones. Changing drone platforms now would result in duplication of training/certification costs and could result in potential delays that negatively impact the exercise, which is currently scheduled for end of July 2025.

Use of a Single Source Below the Simplified Acquisition Threshold (SAT)

Section D: Efforts to Obtain Competition

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Section F: Contracting Officer's Determination

Market research was conducted through SAM.gov and online searches. Three small business vendors were found via SAM.gov that had provided the same or similar Skydio Drones to the Federal Government within the past three years: MIG Gov, LLC; ADS, Inc.; and Skydio, Inc. Additionally, Skydio provided a list of five authorized resellers for DoD on their website: Aquila International; ADS, Inc; Berry Aviation, Inc; Lyme Technology Solutions;

and Seneca Nation Group. All vendors listed are small businesses under the NAICS 336411. Based on this information and IAW the MRR, the requirement will be solicited on SAM. gov as a 100% small business set-aside.

For future procurements, 7 CONS will:

• Conduct ongoing internet searches and supplier outreach,

• Monitor updates to the Blue UAS list and SAM.gov,

• Engage in cross-agency collaboration to identify emerging compliant platforms.

If a competitive and compliant alternative becomes available, future procurements will consider those options accordingly.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
