2020-08-20T14:14:48 Acquisition Plan Action ID: 36C259-20-AP-3070
1. Contracting Activity: Organizational Activity:
Department of Veterans Affairs Department of Veterans Affairs
Network Contracting Office 19 (NCO 19) Oklahoma City VA Medical Center 6162 S. Willow Dr., Suite 300 921 NE 13th Street Greenwood Village, CO 80111 Oklahoma City, OK 73104
2. Brief Description of Supplies/Services required and the intended use/Estimated Amount: Twelve
(12) Prime Stryker Zoom Electric Stretchers are required with the following features: 700 lbs.
Weight Capacity, Chaperone Stretcher Exit Alarm (Includes Scale), Dual End Side rail Release, Foot end Nursing Controls, 2 Stage IV Pole - Head End Left, ISOFLEX SE FIRE BARRIER, 30IN, 2 Sided Hydraulic Controls, Integrated Transfer Board, No IV Pole Foot End, 1125-E, DPM LABEL, with two
(2) Year, Parts, Labor & Travel, Gray ID Bumpers, Domestic Zoom Label - English, Domestic 120V Litter Components (DOMESTIC REPS ONLY), and Standard Retractable Cord. The beds are required for patient care. A firm fixed price type contract is intended.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This requirement includes additional beds which are a follow-on requirement to a previous contract, V797D40291 36C25920N0318, which was awarded to Stryker Corporation, on 04/13/2020. This contract was awarded in response to the declared state of emergency involving the Oklahoma City VA Medical Center’s requirement to order and replace facility beds in support of the COVID 19 pandemic. For consistency in patient care and safety, the same type of bed is requested to be ordered and utilized throughout the facility to complete the current requirement for twelve additional beds. The same type of bed allows for the implementation of the Safe Patient Handling and Mobility Program in response to the VHA Directive 1611 and Oklahoma City VAMC CM 118-20. Staff is at greater risk for injuries related to lifting in excess of the Directive and CM established 35-pound weight limit. Having multiple brands and models of beds increases the risk of error and thus endangers patient safety. The VA requires the same brand of bed to ensure the standard of care, training, and safety is upheld throughout the hospital. Maintaining equipment is also considered in this request for the Stryker Zoom bed as it allows for easier troubleshooting and there are parts are in stock at the medical center for this bed.
4. Description of market research conducted and results or statement why it was not conducted:
Resulting from market research, searching www.vip.vetbiz.va.gov, there were 28 SDVOSBs/VOSBs found, which offer beds. A letter from the manufacturer, Stryker, identified three (3) SDVOSBs which are authorized to distribute the Stryker Zoom Electric Stretchers. The NAICS 339113, PSC 7195, Hospital Beds, are included on the Non-Manufacturer Rule (NMR) Class Waiver List. Based on the market research conducted, the requirement for additional beds can be a SDVOSB set-aside with quotes requested from the three (3) authorized SDVOSBs.
