About this file

This is a Critical Safety Item (CSI) List for KC-130J propeller components, approved by the U.S. Air Force as of December 18, 2025. The document identifies and catalogs parts designated as critical to aircraft safety within the R391 propeller system, which is a six-bladed, constant-speed, variable-pitch propeller used on KC-130J aircraft. The list contains approximately 100+ individual parts and assemblies, all classified as CSI with a criticality type designation and organized by Engineering Group 61 (Propellers). Each entry includes the part number, NIIN, NSN when available, nomenclature, determination status, and detailed technical justification explaining why the component is critical. All items retain the USAF recommendation to "Retain" their CSI status, with comments noting that certain parts lack NSN/NIIN designations.

The CSI designations cover essential propeller components including de-iced blade assemblies, bearing assemblies (inner and outer races), counterweight assemblies, the cylinder assembly, crosshead assemblies, hub assemblies, seals and O-rings, control mechanisms (Beta Tube Assembly, Overspeed Governor, Auxiliary Feather Pump), and various fasteners and structural elements. Critical failure modes identified include loss of hydraulic pressure control, blade binding at undesired angles, inability to feather, leakage of pitch control hydraulic oil, corrosion pitting, and structural degradation. The justifications emphasize that failures could result in unpredictable blade angle changes, loss of pitch control authority, asymmetric drag conditions, diminished flight control authority, or catastrophic propeller and aircraft failure. This list serves as a baseline for quality control, supplier compliance, and configuration management requirements related to KC-130J propeller sustainment and acquisition activities under the Joint Propeller Sustainment Solution (JPSS) program.

The Lee Jet Plug is integral to the Piston in the Cylinder Assembly of the Propeller. High pressure oil is supplied to the Cylinder that causes the Piston/Crosshead to move and transmit the force to rotate the De-Iced Blade Assemblies. The Lee Jet Plug is used to seal the drilled passageway in the Piston Assembly. If the Plug fails, fine pitch oil can leak into the coarse pitch side and vice versa leading to unpredictable Blade angles. The Propeller can be moved to feather in this scenario and the Blade that has lost control will be driven to feather by the Counterweight. 12/18/2025 6:04:00 PM : USAF Comment: No NSN / NIIN USAF Review: Retain

This is a critical safety feature as it allows the crew to put the propeller in a minimal drag configuration to mitigate potential controllability issues and ensure safe aircraft operation. In the event of failure, the propeller blades will be unable to completely reach the fully feathered position on counterweights alone, potentially resulting in an asymmetric drag condition. This could cause diminished flight control authority and aircraft range, posing significant risk to aircrew during flight.12/18/2025 6:03:55 PM : USAF Review: Retain

The Beta Tube is primarily comprised of two concentric tubes fitted together. Its function is to supply coarse pitch pressure, through the inner tube, and fine pitch pressure, through the outer tube, to the forward and aft sides of the piston, respectively. The primary failure mode would be leakage or failure of the o-ring seals on the outer tube, losing fine pitch control authority. The worst case scenario would be a tube failure that causes complete loss of pitch control authority until emergency feather/blade counterweight mitigation occurs. Loss of blade angle control can impact aircraft safety, so this item is considered a Critical Safety Item (CSI) with a hazard severity of CAT I.12/18/2025 6:03:55 PM : USAF Review: Retain

459697052004014978307OVERSPEED GOVERNOR,Approved as CSICSI61 PROPELLERSKC-130J12/18/2025 6:03:55 PM12/18/2025The Overspeed Governor (OSG), P/N 697052004, of the R391 propeller protects the system from an overspeed condition in the event that the servo valve were to become stuck in the fine pitch position. This is accomplished by isolating high pressure oil flow from the servo valve when an overspeed condition is detected, thus allowing the propeller blade counterweights to begin to drive the blades in the increase pitch direction. High pressure flow is then modulated by the OSG to maintain mechanical blade angle governing between the stuck servo valve fine pitch flow and the counterweight forces until normal operation of the servo valve resumes or the propeller is feathered during an engine shut down.
In the event of an OSG failure, a stuck servo valve condition could result in a considerable overspeed event, potentially driving damage to prop and engine components and/or causing aircraft controllability issues. Additionally, since the OSG operational checkout is only performed every 400 flight hours, a failure may not become evident until a condition requiring its engagement arises. While a failure of the OSG would not impact the ability to safely shut down the engine and feather the propeller, the potential for unanticipated aircraft controllability issues makes this a critical safety item.12/18/2025 6:03:55 PM : USAF Recommendation: Retain

The Guard functions to protect the Blade Assembly from damage originating from the leading edge, typically from impact. Failure modes of the Guard include disbonding, cracking, eroding, and distorting. Failure of the Guard can compromise the underlying structure of the De-Iced Blade Assembly. An unprotected blade can result in a catastrophic failure if impacted, making the Guard a CSI part.12/18/2025 6:03:55 PM : USAF Review: Retain

The Counterweight Assembly is attached to the outer sleeve of each De-Iced Blade Assembly by six Bolts and Washers. The Bolts are safetied with lockwire. The Counterweight Assembly has a heavy metal Counterweight which attaches to a Counterweight Arm with three Bolts and Washers. The Counterweight is designed such that the centrifugal force on the Counterweight exerts a twisting moment about the blade pitch change axis to overcome blade loads that would drive the blades to fine pitch (reverse) in the event of a hydraulic failure. Combined with a hidden failure that causes a hydraulic failure, a Counterweight failure could result in a catastrophic end effect, classifying it as CSI. 12/18/2025 6:03:55 PM : USAF Recommendation: Retain 12/18/2025 6:03:55 PM : USAF Comment: No NSN / NIIN

There are six De-Iced Blade Assemblies for each Propeller. The Blades are made from a composite skin with a mixture of glass and carbon fiber. A carbon spar on each blade face gives primary strength. The blades have a polyurethane foam core and cuff. A polyurethane spraycoat gives protection to the blade surface. A lightning conductor braid moulded alnong the ful length of each de-iced blade assembly attaches to the outer sleeve. Lead wool is installed as necessary for balancing. Two Taper Roller Bearing Assemblies are used to change pitch. Multiple failure modes exist for the De-Iced Blade Assemblies, which could potentially degrade feathering and pitch change operations making the Assembly CSI. 12/18/2025 6:03:55 PM : USAF Comment: No NSN / NIIN USAF Review: Retain

Stage 3 is the root end of the Blade Assembly and is a sub-component to the De-Iced Blade Assembly. The Blade De-Icer is bonded to the Stage 3 Blade Assembly using PR1440-B2 sealing compound. The Operating Pin is joined to Stage 3 with a joining compound. Because the Stage 3 Assembly contains the Operating Pin Assembly, which is critical to Blade rotation, this Assembly is a CSI component. 12/18/2025 6:03:55 PM : USAF Comment: No NSN / NIIN USAF Review: Retain

The Piston installs on the end of the Crosshead Shaft. It moves in the Cylinder between the internal face of the Cylinder and the abutment face of the Hub Assembly. A PTFE Cap Seal makes a seal against the internal diameter of the Cylinder. A nut holds the Piston against a shoulder on the Crosshead Shaft.
