The MESC will be a hybrid baseline IDIQ multi-award contract providing management and mission support services, NASA Aircraft Management Information System maintenance, and advanced research and development technology support. Key details include:

  • The Baseline A contract provides maintenance and operations support for the NASA Aircraft Management Information System. Baseline B involves FOD mission enabling services. The IDIQ component covers management and mission support services as well as advanced research and development technology support.

  • Interested parties should submit no more than 10-page capability statements by March 18, 2021 addressing technical capabilities, potential small business opportunities, desired documents for the technical library, and company-specific information. NASA intends for the MESC to have small business participation and set-aside components.

  • The MESC will support NASA flight operations at the Johnson Space Center. The incumbent JOIST contract provides similar services for aircraft management, mission support, and advanced technology development. NASA aims to gain efficiency through the new consolidated MESC vehicle.

• Baseline A – Full and Open

• Baseline B – Small Business Set Aside

• IDIQ – Small business set aside

Baseline A Edited/aligned scope where necessary to follow the current contract structure and use Baseline A Updated scope to include additional application as used under Baseline A today

Baseline B Changed name from "FOD IT and Planning, Integration and Control" to now "FOD Mission Enabling Services"

Baseline B Made sure to highlight the fact that while it looks like there is the possible duplication of services, that really the scope in MESC is only for content above and beyond the current scope of NEST or other Center Contracts

Baseline B CCP and other organizational enhanced user support will be ordered under IDIQ (instead of Baseline B).

Baseline B Edited/aligned scope where necessary to follow the current contract structure and use Baseline B Removed Mobile IT Asset Management - that scope has been moved to the NEST contract Baseline B Removed take home software scope - scope is on NEST contract Baseline B Updated user services to add GFE where necessary to make sure to avoid confusion of duplication Baseline B Removed 2.11 Technical Integration Services - Scope is not used or supported in another SOW area

IDIQ
