STATEMENT OF WORK
For
Replace/Upgrade Automatic Liquid Sampling Stations
At
WRIGHT-PATTERSON AIR FORCE BASE, OHIO
11 January 2021
1.0 INTRODUCTION
Wright-Patterson Air Force Base (WPAFB) is undertaking the full replacement, maintenance, and rehab of permitted outfall Automatic Sampler Stations. Wright-Patterson AFB currently has seven permitted industrial sites across the installation that require monthly sampling to maintain compliance with National Pollutant Discharge Elimination System (NPDES) Individual Permit.
In order to help maintain compliance with State stormwater compliance regulations, it is necessary to have fully functional and maintained sampling equipment. These sampling stations are located in areas that provide safer access to permitted sites and save government employee time. These automatic stormwater sampler stations are critical to ensure the base remains in-compliance with the NPDES permit and avoid notices of violation and potential fines for non-compliance with State regulatory agencies, including the Ohio Environmental Protection Agency (OEPA). While not all sampler equipment may need maintenance or replacement parts annually, some are located in highly vegetated areas where rodents and weeds can damage key parts of the equipment.
There are 23 permitted outfalls, seven of which currently have monitoring requirements.
Automatic storm water samplers are only used and maintained at the seven outfalls that have monitoring requirements. Samples are collected analyzed, and submitted to Ohio EPA in accordance with the NPDES Permit requirements. Individual NPDES Permit 1IO00001 regulates measures and controls to reduce pollutants in storm water discharges associated with industrial sources at WPAFB. Industrial activities at WPAFB include flightline operations, various research facilities, and a metal scrap yard.
2.0 LOCATION
Wright-Patterson Air Force Base (WPAFB) is located in southwestern Ohio, between the cities of Dayton and Fairborn. It is situated approximately 60 miles north of Cincinnati, Ohio and 50 miles west of Columbus, Ohio and occupies portions of Greene and Montgomery counties. The base is comprised of two areas, known as Areas A and B. Storage tanks containing petroleum products are located throughout the installation in both areas.
3.0 SAMPLING STATION SERVICE
The objective of this work is to replace, upgrade, refurbish, and perform routine maintenance of liquid automatic sampling stations at the outfalls where sampling is required by WPAFB’s Individual NPDES Permit 1IO00001 as well as routine maintenance of the each sampler. This BPA includes performing the following tasks:
3.1 SPECs for Auto Samplers.
Power Options: 12VDC (Integral or External) / 110 / 220 / 230VAC/50hz
Sample Collection Vessel compatibility: Single or Multiple Container Options Removable Intake Hose length: 10m / Ambient working temperature range: -10°C to 50°C Cellular Service capabilities with accompanying hardware
3.2 Sample Station Replacement. Replace existing sampling stations, data loggers, and housing with state of the art vacuum samplers, dataloggers, and housing (insulated shelter) to include cost of equipment/parts, shipping, labor, and installation.
3.3 Sample Station Routine Maintenance. Routine maintenance of samplers to include parts replacement and repair of sampling stations, dataloggers, and housing as needed per recommendation by Water Quality Program Manager at WPAFB
4.0 GENERAL CONTRACTOR REQUIREMENTS
The Contractor shall furnish all labor, materials, equipment, and supplies necessary to complete the requirements of this SOW within the schedule specified below. All costs incurred in completion of this SOW will be borne by the Contractor.
4.1. GOVERNMENT PROPERTY. All documents, photographs, maps, graphics, mailing lists, computer files and the like developed by the Contractor in completing the requirements of this SOW are Government property and will be delivered to the 88 CEG/CEIEA point of contact (POC) upon completion of the task. All contractors taking photographs must be escorted and use a digital camera. The pictures must be reviewed and approved by the WPAFB CE OPSEC Manager before the Contractor leaves the base.
4.2. DATA SECURITY. The Contractor shall not release any data, reports, or materials collected or developed while completing this project without the expressed written consent of the 88 CEG/CEIEA POC.
4.3. DELIVERABLES. Documentation of work performed will be submitted to the
88 CEG /CEIEA Technical Representative under separate cover letter containing the Contractor’s company name, address, and contact information. All cover letters will contain a description of the work performed, the date and location where the work was performed, and names of personnel involved. The results of work performed will be attached to the cover letter.
4.4. CONTRACTOR QUALIFICATIONS. All work under this scope must be performed by an experienced individual(s) with demonstrated knowledge of Automatic Liquid Sampling Stations and Data Loggers or supervised by an individual with current certification as a Campbell Partner.
4.5. GENERAL PROVISIONS. All reports, maps, photographs, notes and other work developed in the performance of this contract shall be and remain the sole properties of the Government and may be used by the Government on any other work without additional compensation to the contractor. The contractor agrees not to assert any rights and not to establish any claim with respect thereto. The contractor agrees to furnish all retained materials on the request of the contracting officer. The contractor shall be responsible for the accuracy and validity of the material presented in their reports.
4.6. SCHEDULING. The Technical Representative(s) will notify the contractor in advance of the work to be accomplished. The Contractor shall schedule all work to be performed in advance with the Technical Representative. The Contractor will obtain approval from the Technical Representative for all schedules of work to be performed.
5.0 GENERAL INSTRUCTIONS TO THE CONTRACTOR. The following conditions shall be observed by the Contractor:
5.1. The contractor must familiarize himself with the hours of gates that impact access to each work area, and coordinate access to all work areas through the 88 CEG/CEIEA POC.
5.2. The contractor must abide by applicable state traffic laws.
5.3. Before starting any work whereby traffic would be impeded or hindered, especially fire trucks and police vehicles, notify the Base Fire Department at 257-6933 and Security Forces at 257-6959 or 257-6516 at least 72 hours prior to placing any barricades. The site work hours are Monday through Friday, daylight hours, however notify the program manager if planning to work past 5:00 p.m. Work may be accomplished on Saturdays, Sundays, or government holidays with written concurrence from the program manager or contract administrator.
5.4. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields of the Contractor Manpower Reporting Application (CMRA) at http://www.ecmra.mil.
Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.
Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
