The OEM COC shall be signed by an authorized official of the approved source and shall specify the nomenclature, manufacturer's part number and date of manufacture. These forms shall be packaged with each Rotor Blade and copies shall be included with the invoice. The Government considers Rotor Blades
Ready For Issue (RFI) upon acceptance. Rotor Blades determined to be Not Ready For Issue (NRFI) upon installation may be returned to the Contractor with a Product Quality Deficiency Report (PQDR) for rework/evaluation/investigation as mutually agreed upon. The Contractor shall report all findings of the evaluation/investigation to the KO within thirty (30) calendar days after receipt of the Rotor Blade identified as having a quality deficiency. Failure to submit the appropriate certificates shall constitute an improper invoice and will result in nonpayment.
Inspection and Acceptance will be performed by the Defense Contract Management Agency (DCMA) and documented on the DD Form 250, Material Inspection Receiving Report. Rotor Blades will be examined at destination for quantity, damage in transit, and verification that all required documentation has been provided.
