About this file

This is a Statement of Work for a sewer line repair project at the USDA Moscow Forestry Sciences Laboratory located in Moscow.

The project scope requires the contractor to hydro-jet approximately 150 linear feet of affected sewer lines to remove roots and sediment, perform camera inspection to verify pipe cleanliness and locate damaged sections, excavate minimally as needed to access the pipes, and repair all damaged pipes in compliance with the most recent International Plumbing Code requirements. The sewer line issues stem from leaking pipes originating from the East Greenhouse with multiple blockages caused by debris and root intrusion. The contractor must contact local utility companies to locate and prevent damage to surrounding utilities, properly dispose of all waste materials, and restore excavated areas to their pre-excavation condition to the extent reasonable. The contractor is responsible for supplying all labor, materials, equipment, miscellaneous items, freight, delivery, and all necessary valid licenses. Key personnel requirements specify that the contractor or any subcontractor must hold a current plumber's license. The contractor must submit a proposed project plan during the bidding process that includes timeline, risks, responsibilities, and milestone objectives. Any planned power, water, or sewer outages require Contracting Officer Representative (COR) approval 48 hours in advance. The government will provide access to onsite restrooms and existing utilities. The facility is a secure government location requiring coordination with local personnel for building access.

Project Moscow Forestry Sciences Sewer Line Repair

General Information

1.0 Scope of Work

This project includes assessing current site conditions to find the best possible solutions for the following: hydro-jet sewer lines (approx. 150 ft.), camera inspection of line, excavation to expose sewer pipes, repair broken sewer pipe or pipes.

2.0 Background

Moscow Forestry Sciences Laboratory has begun to have sewer line issues. After an initial assessment it was found that the sewer line coming from the East Greenhouse was leaking and the run-off was coming out of the retaining wall below it. An attempt was made to camera the line but was unsuccessful in providing a complete picture of the sewer pipe as the line was found to have multiple bellies and at least one section where roots had grown into the pipe. The pipe had multiple clogs and was found to be backed up with debris.
