STATEMENT OF WORK

GENERAL ARCHITECT-ENGINEER SERVICES

FOR

SLOVAKIA

U.S. ARMY CORPS OF ENGINEERS, EUROPE DISTRICT

1. GENERAL INFORMATION: The Architect-Engineer (A-E), as an independent contractor and not as an agent of the Government, shall, in accordance with the terms and conditions set forth below, furnish all labor, management, facilities, supplies, equipment and material (other than those to be furnished by the Government as hereinafter provided in individual task orders), and provide all the services necessary for the performance of the work as required under the contract. The A-E shall furnish personnel, equipment, instruments, and transportation, as necessary to accomplish the required services and furnish to the Government reports and other data together with supporting material developed during the period of service. During prosecution of the work, the A-E shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness, and timely progress of the work.

2. LOCATION OF THE PROJECT: A-E services are required for projects in Slovakia, as specified in the individual task orders.

3. GENERAL SCOPE OF WORK: This Statement of Work (SOW) sets forth the general requirements for the performance of various services required under the contract.

Design work includes major and minor new construction, and alteration, repair or rehabilitation of various structures such as: airfields, railways, bulk fuel storage and petroleum, oil and lubricant (POL) facilities, munitions/ammunition and explosives storage, barracks, multi-family and single-family housing units, utility systems, medical facilities, administrative buildings, vehicle maintenance facilities, operation facilities and training complexes, operations/intelligence centers, military ranges, and other U.S. military facilities.

Support may include planning services such as comprehensive master plans, installation real property master planning, infrastructure assessments, planning and design Charrettes, CAD/GIS mapping, systems analysis of existing facilities and infrastructure and cost estimates. Additional support may include environmental documentation, permits, special studies and other environmental activities as required by US and Host Nation laws, and regulations; feasibility studies, other special studies, geotechnical investigations and topographical mapping services, programmatic support services, as-built drawing preparation and engineering and design during construction.

Architect-engineer services may be required for developing design documents for a design/bid/build project, or Request-For-Proposal packages for design/build projects. Projects may involve security upgrades, feasibility studies (to include cost estimating, energy conservation, fire protection, environmental assessments, etc.), safety coordination and construction supervision and inspection. Projects may also involve sustainable design using an integrated design approach and emphasizing environmental stewardship, especially energy and water conservation and efficiency; use of recovered and recycled materials; waste reduction; reduction or elimination of toxic and harmful substances in facilities construction and operation; efficiency in resource and materials utilization; and development of healthful, safe and productive work environments.

Additional A-E services may include:

· Environmental documentation, permits, special studies and other environmental activities as required by US and Host Nation laws, and regulations

· Site investigations and technical assessments of existing systems, facilities and infrastructure

· Asbestos surveys and abatement design

· Anti-terrorism/force protection (ATFP) assessments and design

· Feasibility studies

· Geotechnical investigation, soil sampling & testing

· Structural analysis and testing

· Systems Commissioning during design

· Energy conservation

· Value Engineering studies

· Technical review of designs and cost proposals, bid-ability, constructability, operability and environmental compliance reviews

· Construction inspection; quality assurance; safety inspections; materials and equipment testing including systems commissioning; and other general engineering and design services during construction.

· As-built drawing preparation and engineering and design during construction

· Other general engineering and design services

· Professional Engineering approvals, certifications, etc. as required by Host Nation laws and country agreements.

All support and design services shall include associated travel and necessary subsistence, reproduction, compliance with US and local (where work/project is to be performed) laws, regulations, construction practices, and procedures. A quality assurance/quality control plan will be required for each individual task order.

a. The A-E shall perform all or part of the following services as more specifically identified in task orders:

1) General services include design of various repair or rehabilitation, maintenance and minor construction projects involving architecture, civil engineering, structural engineering, mechanical engineering, electrical engineering and other related disciplines (e.g. sustainable design, fire protection; communications; topographic surveys; structural investigation, analysis and testing).

a) Many projects will include anti-terrorism measures include resistance to progressive collapse, blast resistant exterior doors and windows, exterior video and security lighting system, protective landscaping, and barrier protection. Also included is adequate protective stand-off for parking and access, and aesthetic landscaping measures to meet antiterrorism requirements.

2) All necessary permits, licenses and approvals shall be obtained from local, state and federal authorities as necessary for the performance of the A-E services. Should it become necessary in the performance of the work and services for the A-E to secure the right of ingress and egress to perform any of the work on properties not owned or controlled by the Government, the A-E shall secure the consent of the owner, his representatives, or agent, prior to effecting entry on such property. In the event the owner requires the payment of any fee for a license to enter upon and/or use such property, the A-E, when so directed by the Government Project Manager, shall pay such fee and obtain a receipt therefore. The expenditures covering such fees shall constitute a reimbursable item under this contract, and the A-E, upon presentation of a voucher therefore, duly supported by proper receipts attached thereto, shall be reimbursed for the full amount hereof.

b. Actual work to be performed by the A-E will be requested under individual task orders. A project-specific SOW will accompany each individual task order to meet the special site and problem requirements of the Army or other federal agency covered by that particular task order.

4. TASK ORDER EXECUTION

1. Task Order Request Notification. In determining which A-E firm awarded an IDC will be selected for a task order, representative(s) from the CENAU A-E Engineering Division (selection board), in consultation with the Contracting Officer, will first develop a Task Order Request Notification (TORN) to send out all A-E firms within the multiple-award IDC pool. The TORN shall include a short summary of the scope of work, selection criteria, and a Request for Supplemental Information tailored to the specific task order requirement. The selection board, in consultation with the Contracting Officer, will convene to evaluate the A-E’s based on their qualifications as submitted as part of their SF330 (submitted with IDC award) and TORN response to determine the most highly qualified firm for the specific task order requirement.

1. Task Order Request For Proposal. The most highly qualified firm as determined from the above TORN process will be notified by a Request for Proposal (RFP) letter. Each RFP letter will include a Statement of Work (SOW).

c. Task Order Statement of Work. RFPs under this contract will include a site or project specific SOW. SOWs will vary in detail and clarity but will provide an adequate description of the actual services required. Typically the individual task orders will provide the A-E the start of work, location, description of work, and performance schedule. Additional specific requirements will be identified with the RFP and the related site specific SOW. Some of the more common requirements are discussed below.

d. The A-E shall be required to commence work required by a task order at the time specified in that task order. The A-E shall execute the work, and complete the entire project not later than the completion time specified in the task order.

e. As required under the task order, the A-E must receive approval from the Contracting Officer or the Contracting Officer's Authorized Representative on all site specific plans (i.e., Health and Safety Plan (HASP), Work Plans, QA/QC Plans, etc.) prior to initiating any on-site activity.

f. The A-E will be notified of the authorized Point of Contact for each task order at award of that task order.

g. All submissions shall be in English unless otherwise indicated in the task order.

h. As attachments to the SOW the Government will provide, as necessary, applicable project background information.

i. Notifications. The A-E is reminded that neither they nor any of their sub-contractors are to accept direction or to proceed with any activity they feel is outside of the scope of any particular task order without the written authority of the Contracting Officer. Any discrepancy in interpretation of the SOW for that task order shall be brought to the attention of the Government Project Manager for resolution. In the event of conflict, the issue will be decided by the Contracting Officer. Upon completion of a task order, the A-E shall notify the Contracting Officer or authorized representative.

j. Task orders may cover the entire range of general A-E services.

5. GENERAL REQUIREMENTS. The A-E in each task order must adhere to the following general requirements:

a. Release and Use of Information. The A-E shall refer all inquiries concerning the contract to the Contracting Officer or Government Project Manager. Under no circumstances shall any statement be released to the news media directly by the A-E or any of the employees of the A-E. The information developed, gathered and assembled in fulfillment of the contract requirements, as defined in or related to the SOW shall not be released by the A-E, his consultants, his subcontractors or their associates without prior coordination and approval by the Contracting Officer or his designee. The said information upon completion of work will become the complete property of the Government and shall not be used by the A- E for any purpose without the written consent of the Contracting Officer. The A-E shall be aware of and take such precautionary measures as necessary to maintain the confidential nature of all work prepared under this contract. The obligation to maintain the confidentiality of this information shall extend beyond the completion of a task order.

b. Laws and Regulations. The A-E shall perform all studies and/or design efforts in full compliance with applicable Host Nation laws and/or the country's specific Final Governing Standards. The A-E shall also comply with all the Occupational Safety and Health Administration, Environmental Protection Agency, Corps of Engineers and Host Nation federal and local safety requirements. In case of conflict between these regulations, the most protective standard will prevail. The A-E shall be responsible for insuring that his agents, employees and sub-contractors perform the work in a safe manner. The A-E shall ensure that all personnel involved in the sampling of soil and groundwater are trained in the appropriate field and first aid procedures. The A-E, sub-contractors, employees and his agents shall all have the required certifications and licenses for performance of the work. Regardless of the lack or omission of information within a specific task order, the A-E is still responsible for meeting the requirements of all applicable U.S and Host Nation regulations. Specific regulations to reference consist of the Final Governing Standards, AR 200-1, UR 200-1, DODI 4715-8 and EUCOM Directive 80-2.

c. A-E Responsibilities. For investigations, whenever possible, the US Government will furnish maps showing the location of the proposed work. When borings are required, the US Government will provide some assistance in obtaining utility clearances. The amount of assistance will vary from location to location and will be negotiated as part of the individual task order. All other aspects of the contract are the A-E's responsibility. The A-E understands that all offers of assistance or work directives (verbal or written) by US Government personnel other than the Contracting Officer or authorized representative are unauthorized and that the A-E shall not accept any such offers, other than that which is directed by the Contracting Officer or the Contracting Officer's Authorized Representative.

d. Passes/Identification. Installation passes may be required for A-E personnel before the A-E may be able to proceed with any fieldwork. The A-E may be required to provide names of sub-contractor personnel to be added to the access roster for the facility to be visited. Each task order will state whether passes are required and provide instructions on obtaining these passes. The A-E shall be responsible for furnishing identification to each employee and for each employee on the work site to display such identification as directed by the Contracting Officer or authorized representative. The A-E shall submit personnel lists and vehicle lists to the Contracting Officer or Government authorized Point of Contact prior to the commencement of work and with reasonable notice to allow for processing of the information which for inclusion in the Facility Access Roster shall be at a minimum two weeks.

e. Documented Information. The A-E shall provide a record of all meetings, conferences, discussions, or verbal directives that are participated in by the A-E or its representatives. These records shall be dated and shall identify participating personnel, subjects discussed and conclusions reached. The A-E shall forward to the Authorized Government Point of Contact a copy of the memorandum of the meetings within ten (10) calendar days of the occurrence.

f. Annotated Review Comments. The A-E shall provide written responses to all review comments by the Government. The responses shall clearly reference the comment made and the specific paragraph referenced. The A-E shall also indicate what type of action they will be taking as a result of the comment. This may consist of acceptance of the comment and incorporation of the recommended change or need to further discuss to resolve differences.

g. Quality Control. The A-E is responsible for the completeness and accuracy of all work performed under this contract, and for compliance with all parts of the contract, task order, and with properly identifying the correct design and/or study conclusions requirements under all laws and regulations. The Government will rely upon the professional quality of the work that the A-E will perform. The A-E’s quality assurance/quality control plan (QA/QC) shall be prepared in accordance with ER 1110-1-12 Quality Management. A corporate level QA/QC plan shall be submitted for review and acceptance by the Government prior to award of any task orders.

h. Deliverables. Any CADD files prepared and delivered as part of any task order under this contract shall meet the most current standards at the CAD BIM Technology Center at https://cadbimcenter.erdc.dren.mil/. There you can download:

· ERDC/ITL TR-12-6 A/E/C CAD Standard Release 6.0;

· ERDC/ITL TR-12-1 A/E/C Graphics Standard Release R2.0; and

· A/E/C Work Structure

A/E/C Work Structure is a common environment that can be used across agencies and engineering applications. This environment contains folder structures, tools, and resource files that implement the A/E/C CAD Standard and the A/E/C Graphics Standard documents. By utilizing one environment across agencies and applications it will give greater consistency when delivering A/E/C Standards-compliant deliverables.

i. AT-OPSEC Requirements

AT Level I Training. All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities, controlled access areas, or require network access, shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Upon request, the contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer (if a COR is not assigned), within 5 calendar days after completion of training by all employees and subcontractor personnel. AT Level I awareness training is available at the following website: http://jko.jten.mil/courses/atl1/launch.html; or it can be provided by the RA ATO in presentation form which will be documented via memorandum.

Access and General Protection/Security Policy and Procedures. All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks or background investigation and to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.

For contractors who do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

Suspicious Activity Reporting Training (e.g. iWATCH, CorpsWatch, or See Something, Say Something). The contractor and all associated sub-contractors shall receive a brief/training (provided by the RA) on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after the completion of the training.

OPSEC Level I Training. All new contractor employees will complete Level I OPSEC Training within 30 calendar days of their reporting for duty. Additionally, all contractor employees must complete annual OPSEC awareness training. The contractor shall submit certificates of completion for each affected contractor and subcontractor employee, to the COR or to the contracting officer (if a COR is not assigned), within 5 calendar days after completion of training. OPSEC awareness training is available at the following websites: https://www.iad.gov/ioss/ or http://www.cdse.edu/catalog/operations-security.html; or it can be provided by the RA OPSEC Officer in presentation form which will be documented via memorandum.

ii. AT-OPSEC Requirements for Access to Government Information Systems: These Clauses will only apply to Contracts Awarded That Require Access to Government Information Systems:

For contractors requiring Common Access Card (CAC). The Contractor and all sub-contractors employees will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DoD facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures; or (3) Physical access to multiple DoD facilities or multiple non-DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an interim CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personnel Management.

Contractor Employees Who Require Access to Government Information Systems. All contractor employees with access to a government info system must be registered in the Army Training Certification Tracking System (ATCTS) at commencement of services, and must successfully complete the DOD Information Assurance Awareness prior to access to the information systems and then annually thereafter in accordance with personnel security standards listed in AR 25-2 (Information Assurance), an appropriate background investigation will be conducted prior to accessing the government information systems.

Information assurance (IA)/information technology (IT) training. All contractor employees and associated sub-contractor employees must complete the DoD IA awareness training before issuance of network access and annually thereafter. All contractor employees working IA/IT functions must comply with DoD and Army training requirements in DoDD 8570.01, DoD 8570.01-M and AR 25-2 within six months of employment.

6. A-E SERVICES. The A-E under each task order shall perform all work required to accomplish the intent of the task order, and unless otherwise specifically provided therein, in accordance with the following requirements.

a. Studies and Reports.

1) Investigations. All field and office work as required to accomplish specific studies shall be performed.

2) Drawings and Sketches. Drawings and sketches shall be prepared as required to present the details and results of the study. Drawings and sketches shall be prepared at approved scales using the approved CADD format, and folded if requested. All drawings should be prepared in both the English and the host-nation language as indicated in the individual task order.

3) Cost Estimates. Required estimates of cost shall be prepared for any indicated components or features of the project and for the project as a whole. Estimates shall be broken down into items of construction as approved by the Government Project Manager, shall be based upon current material and labor costs, and shall be in sufficient detail as will permit analysis of the adequacy of the estimates. Estimates shall not contain lump sums that cannot be broken down.

4) Reports. Reports shall present the following:

a) Discussion of the study and investigation.

b) Description of all plans and schemes considered for obtaining the desired end result of the study.

c) All drawings and sketches required to present and illustrate the details and results of the study.

d) Required estimates of construction costs, including comparative costs for indicated alternate plans and schemes.

e) Results, conclusions and recommendations.

b. Preliminary Design

1) General

a) Prepare preliminary designs based upon the project criteria and instructions. Preliminary designs are required for all features of the project, including a site layout of facilities, except as noted in subparagraph c) below.

b) Preliminary designs shall be submitted as scale line drawings prepared at contract plan scale as required in the task order SOW and in sufficient detail to show adequacy of design, the use of the item involved, and conformance of the design with the intent of the project as set forth in the instructions.

c) For facilities involving site adaptation of available plans, preliminary designs are not required for any construction feature that will be incorporated in the project without change from the design shown on the basic plans. Hence, if the plans can be site adapted without changes in the superstructure, preliminary designs are required for the modifications only.

2) Site Plans

a) General. Prepare and submit site plans showing the location of each proposed building and facility, critical grades, contours, drainage and relation of buildings and facilities to existing buildings, facilities, street systems, above and underground utilities, entrances and finished grades. Present grades shall be indicated. Cultural features shall be indicated. At locations where survey control (coordinate systems or base lines) has been established, buildings and facilities shall be tied-in to such control as directed by the Government Project Manager. Site plans shall be prepared in a scale as required as required in the task order SOW, with all necessary details.

b) Submission. At the earliest practicable date, and in no case later than the limiting dates established in a task order, the A-E shall submit for preliminary approval, prints of the site plans developed to the extent necessary to show the siting of each building or facility involved in relation with adjacent buildings, facilities and street systems.

3) Buildings and Structures. Preliminary designs shall be two-line drawings showing floor plans, elevations and locations of principal items of installed equipment in accordance with the following:

a) All required controlling dimensions shall be clearly indicated.

b) Floor plans with dimensions and functional arrangement of all areas; including corridors, exits, stairs and utility spaces properly related to exterior access, roads, parking and service areas, etc. Individual treatment shall be given any items involving special design and/or deviations from accepted standards and of complex design. Floor and roof framing and loading shall be indicated. Built-in, installed and specialized portable equipment shall be indicated to scale. Pertinent information regarding fire prevention and safety requirements shall be shown. Design live and wind loads shall be shown.

c) Elevations shall include story heights, fenestration and adaptation to finished grades at the site.

d) Sections of structures, including framing, partitions, suspended ceilings, (if any), ducts, etc., shall be shown.

e) Typical wall sections shall be shown at a sufficiently large scale. Sections shall include material and thickness, methods of attachment, and type of windows, with relation thereof to supporting structural columns or walls.

f) For heating, air conditioning, mechanical ventilation and plumbing, and special mechanical features such as elevators, hoists, kitchen equipment, flight simulators, etc., indicate the location, capacity and space requirements of all major items of mechanical equipment. Single line indication and riser diagrams of ducts, pipes and equipment and their approximate location shall also be shown. Indication shall be made as to whether piping and ductwork is exposed or concealed. Functional areas where pipes are exposed shall be delineated. Approximate operating range or capacity for heating, ventilation, air conditioning and refrigeration equipment shall be clearly stated.

g) For electrical systems, indicate typical lighting arrangements, types of fixtures proposed, general light intensities, special electrical requirements of the using services, including communications and electronic facilities where applicable, light and power service entrance and distribution arrangement. Conduits, including those to be wired by others, shall be shown together with indication as to whether conduits are exposed. Functional areas having exposed conduits shall be delineated. Riser diagrams, showing service equipment, feeders, and panels, other than branch circuits shall be shown. Cable sizes, current demand factors and the switch and panelboard descriptions are not required. Location, capacity and space requirements of all major items of equipment shall be shown including interior substations service equipment and panels. Power, communication and electronic features will be indicated in sufficient detail to identify requirements clearly and to indicate the means of satisfying the requirements.

h) Separate lists of all contractor-furnished equipment, all Government-furnished equipment to be installed by the contractor, and equipment furnished and installed by the Government.

4) Utilities, Site Improvements and Similar Construction. Preliminary designs shall be drawings showing the layouts and respective design stage of all facilities and appurtenances and the location of all facilities served. General layouts for this type of construction shall be shown on site plans described in subparagraph 2) above. Designs shall be prepared as separate drawings showing the following:

a) All required controlling dimensions, clearly indicated.

b) Layouts sufficiently detailed to show the system and design proposed. Details shall include necessary plans, elevations and sections of special features. Capacities or sizes, subject to later revision, of major features and items of equipment shall be indicated. Types of materials shall be indicated.

c) Grading and typical sections of all project areas.

d) Profiles of pipelines.

e) Drainage features.

5) Roads, Walks, Open Storage, Parking Areas and Similar Construction. Preliminary designs shall be drawings showing the layouts and preliminary design of all facilities and appurtenances and the location of all facilities served. General layouts for this type of construction shall be shown on site plans described in subparagraph 2) above. Detailed preliminary designs shall be prepared, as separate drawings if necessary, showing the following:

a) All required controlling dimensions, clearly indicated.

b) Transverse cross section of all roads, walks, and open-storage areas, depicting the depth and type sub-base, bases, and pavement courses.

c) Layout and profile of each individual road and street, including drainage systems and structures, together with location and results of all soil investigations. Buildings and other features, controlling grades and dimension of roads shall be shown on these plans.

d) Layout, existing and finished contours of all parking areas and open storage areas, together with adjacent and contiguous buildings and other structures, including drainage system and structures, and location and results of all soil investigations.

e) Layout of all typical street intersections, culverts, and major drainage structures.

f) Necessary plans, elevations and sections of special features.

6) Airfield and Heliport Paving and Drainage. Preliminary designs for this type of construction shall be prepared in accordance with the requirements set forth above for site plans and utilities subject to the following data being shown on the drawings:

a) Existing pavement and location of proposed work;

b) Grading and drainage;

c) Results of foundation investigation, including soil profiles;

d) Details of drainage structures;

e) Profile indicating furnished grades of facilities;

f) Clear and approach zones;

g) Lateral clearances from all paved areas to fixed and moveable objects;

h) Jointing-plan juncture details and types of joints;

i) Details of thickness and types of pavements to be constructed;

j) Layout of tie-down anchors and details; and

k) Marking indicating traffic and non-traffic areas of airfield pavements.

7) Coordination with outline specifications. Preliminary drawing shall be coordinated with the outline specifications to clearly indicate type and sizes of materials, utilities, etc., and specifically to list separately all Contractor-furnished equipment and all Government-furnished equipment to be installed by the Contractor.

8) Basis-of-Design

a) General. Prepare and submit, for original designs to be accomplished by the A-E, a basis-of-design showing typical analyses for basic parts of the project, including structural, mechanical and electrical features and each utility, and stating all loadings, hydraulic computations including computations for deluge sprinkler systems, criteria, factors, assumptions and codes on which the design is to be based. Where applicable, the basis-of-design shall include the planned use, relocation or removal of existing facilities. Basis-of-design shall include specific features set forth in this paragraph.

b) Airfield and Heliport Pavement and Drainage. The basis-of-design shall include all applicable items indicated in the latest applicable technical guidance.

c) Submission. Copies of each basis-of-design shall be submitted as required in the task.

9) Outline Specifications

a) Prepare outline specifications covering all contemplated construction materials and equipment to be incorporated in the project as the result of original designs by the A-E. The type of building requirements used, permanent or semi-permanent shall be as noted in the task orders or as directed by the Government Project Manager.

b) Outline specifications shall be coordinated with the requirements for Preliminary Design.

c) Outline specifications shall present the following:

- Description of each of the facilities involved.

- Approximate capacities of the major mechanical items, with a brief description of their function and operation of the system.

- All data required for preliminary engineering and architectural analysis of the project that is not shown on the respective design stage drawings or included in the basis-of-design.

- List of any contractor's options to be incorporated in the project design.

d) Copies of the outline specifications shall be submitted as required by task order statements of work.

10) Preliminary Cost Estimate

a) Preliminary cost estimates shall be based upon contract drawings completed to the percentage established in the task order and other designated data. The estimates shall be accurate and realistic, reflecting current prices for work and materials, and taking into account probable labor shortages that may occur because of other known proposed projects in the area. The estimates shall be broken down into major items of construction, as approved by the Government Project Manager. Each major item shall be further broken down into component units of labor and materials with the quantity and cost of each unit shown. Lump sum amounts for major items that cannot be readily analyzed will not be accepted. Preliminary cost estimates shall present separate costs for each line item, broken down into costs for individual buildings, facilities and components thereof, as directed by the Government Project Manager. Copies of preliminary cost estimates shall be submitted as required by the task order SOW.

b) Classification. The requirements set forth herein for classification of cost estimates shall apply to preliminary cost estimates.

c) Submission. Copies of the preliminary designs shall be submitted as required by the task order SOW or as herein before indicated.

c. Final Design

1) Accomplish the final detail design of the project complete with all component parts and appurtenances. The final designs shall be based upon the project criteria and where furnished or required, upon the approved Intermediate design. The final design shall be within the target construction cost and completed within the approved intermediate cost estimate, as applicable within the approved funding for the project involved.

2) For structures involving site adaptation of plans, the final design shall be for all modifications, additions and appurtenances required to adapt the design of structures as shown on the plans to local site conditions.

3) Design Analyses. Prepare and submit design analyses for all original designs prepared by the A-E, comprising statements of all criteria, loads, factors, assumptions and codes used in the final design, diagrams and charges developed in connection with designs and the computations made thereon. Design analyses for airfield pavements shall be prepared strictly in accordance with the format furnished by the Government Project Manager. Design analyses shall be submitted as required by the task order SOW.

4) Drawings. Prepare complete detailed drawings for use in the contract construction of the project. Final drawings shall be based on approved designs and layouts and shall be developed on sheets sized as required in the task order SOW. The scales shall be as approved by the Government Project Manager. The coordinates or ties to base lines of at least two adjacent corners of each building and structure and of principal points on utility lines, roads, railroads, pavements and similar construction features shall be shown on the drawings. The contract drawings shall be prepared for the entire project designed under the contract, and shall provide for the solicitation of bids and award of construction contracts in accordance with the provisions of the contract specifications. All drawings shall be prepared utilizing a CADD format that is 100 percent compatible with Europe District standards or as approved by the Government Project Manager. Check prints will be required during the prosecution of the work; the number of such prints shall be as required by the task order. All reproduction of completed drawings for bidding and construction purposes will be by the Government.

5) Technical Provisions

a) Prepare complete specifications for the contract construction of the entire project using word processing software that is 100 percent compatible with the Europe District standard or as approved by the Government Project Manager. The contract specifications shall be prepared in a single volume covering all items of work. The volume shall include the complete Statement of Work, Special Conditions and Technical Provisions and a list of bid Items and Quantities for the project involved. The intent is to prepare complete specifications in such a manner that the project construction included in a specification volume may be readily advertised for bids and contracted for as a whole or in parts. The Government Project Manager shall be consulted in developing the bid items. Bid items shall be developed so that total construction costs of line items may be determined.

b) The Government Project Manager will furnish the basic standard necessary for use in preparation of the Special Conditions.

c) The Technical Provisions shall comprise a master technical specification covering all items of work common to all line items included under the task order, and shall be prepared with separate sections covering the various trades and work classification.

d) Final specifications, including complete technical provisions, shall be submitted in a format as required by the task order SOW or as acceptable to the Government Project Manager.

6) Contractor's Approval and Test Schedule. A schedule of Construction Contractor's Approvals and Tests shall be prepared listing all shop drawings, samples, materials, fixtures, equipment, plant materials and color schedules to be submitted and all tests to be performed by the construction contractor in accordance with the contract specifications. Each item listed shall be referenced to the paragraph in the contract specifications that requires the contractor's action thereon. The schedule shall be submitted along with the final contract specifications.

7) Quantity Survey. Quantity surveys shall present separate quantities for each line item broken down into individual buildings, facilities and components thereof, as directed by the Project Manager. The quantity surveys shall be broken down into component units of work, materials and equipment, together with the amounts of the same, in accordance with a breakdown approved by the Government Project Manager. Quantity surveys shall be in sufficient detail to permit proper Government review and shall not include lump sum items that cannot be readily analyzed. The quantity survey for each building shall also contain a list of the square foot areas by floors and volumes for the buildings computed in accordance with Government procedure.

8) Final Cost Estimate

a) General. Final cost estimates shall be based upon the completed contract drawings and specifications. This estimate comprises a revision of the intermediate cost estimate.

b) Construction Costs. The estimates shall be accurate and realistic, reflecting prices for work and materials escalated to the midpoint of construction, and take into account probable labor shortages that may occur because of other known proposed projects in the area. The estimates shall be broken down into major items of construction, as approved by the Government Project Manager. Each major item shall be further broken down into component units of labor and materials with the quantity and cost of each unit shown. Pricing of quantity surveys shall include the pricing of square foot areas and cubages. Lump sum amounts for major items that cannot be readily analyzed will not be accepted. Cost estimates shall present separate costs for each line item, broken down into costs for individual buildings, facilities and components thereof, as directed by the Government Project Manager. The total amounts for each line item or other directed project components and for the project as a whole shall be computed.

c) Submission. Cost estimates shall be submitted concurrently with the associated contract drawings and specifications. Copies of each estimate shall be submitted as required by the task order SOW.

d) Classification. The estimates of cost will be utilized in preparing Government estimates for evaluating bids and as such will become confidential material for official use only. Such material cannot be divulged to other than accredited Government personnel. In the event that the A-E intends to employ parties other than his own staff in preparing cost estimates, written approval of such parties by the Contracting Officer will be required. The Government will not grant approval of construction contractors or subcontractors, or any employee of the same, unless assurances are submitted that the Contracting firm will keep the cost estimates confidential and will not later submit a bid or sub-bid on the construction contract. Quantity surveys and cost estimates shall remain the sole property of the Government, and shall not be made available to others for any purpose. The sale of take-offs of quantities and costs to prospective bidders by estimators is prohibited. (These conditions shall also apply to all other types of cost estimates prepared under this contract.)

d. Engineering Advice during Construction Period. Furnish, during the project construction period, such engineering advice in connection with the design as may be requested by the Government Project Manager.

e. Record Drawings.

1) When required by a task order, review Government furnished documents and drawings that indicate changes in the construction and determine from said documents and drawings all departures in the project construction from that delineated on the original contract drawings.

2) When required by a task order, prepare a set of record drawings indicating the as-built construction of the project by correcting and revising Government-furnished contract drawings to show all changes in construction. The preparation of the record drawings shall include the clarification of any lines or lettering necessary to permit the making of satisfactory prints thereof.

7. GENERAL TECHNICAL DEFINITIONS AND INSTRUCTIONS. The following technical definitions and instructions are applicable to individual task orders involving delineated work unless otherwise provided in specific work orders.

a. Utilities.

1) Definition. The term "utilities" shall be construed to mean all interior and exterior utilities, such as water, gas, sewer, drainage, steam, high-temperature hot water, electricity, telephone and other similar systems.

2) Work under this Contract. Under each task order, work shall include the design (preliminary and/or final as required) of all interior and exterior utilities required to support the project, the design (preliminary and/or final) of any required protection of any existing utilities that will be affected by construction of other work designed under this contract and of any required relocation or modification of any federally owned existing utilities that will be affected.

3) Limitations.

a) Pipelines. Design of utility pipelines shall include all portions within structures and between structures and the principal mains, including any necessary extensions of the principal mains to the vicinity of the structure served, except that for central heat distribution systems, the design shall include the interior heating system of the structure to be heated and such connection to the heat distribution system as described in the specific work order involved.

b) Electrical Systems. Design of electrical systems shall include all portions within structures, including service entrance and weather head, or the source of power for each structure involved, as provided in specific project criteria.

c) Equipment and Appurtenances. Design of all utility systems shall include all equipment, accessories and appurtenances required for the proper functioning of the system involved.

d) Connections to Existing Utility Systems. The Government Project Manager will designate the points at which connections are to be made to any existing utility system. Where alternate sources are designated for any single utility, the A-E shall make an engineering determination of the most feasible and economical source to be utilized and design the connection thereto.

4) Field Reconnaissance. The Government Project Manager will furnish all available data pertaining to all utility lines known to exist at and in the immediate vicinity of the project site. The A-E shall verify by field reconnaissance the current location of all such utility lines and of any additional utility lines.
