About this file

This is a Statement of Work (SOW) for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to procure Pacific Biosciences (PacBio) equipment, reagents, and services for the U.S. Department of Agriculture (USDA). The contract, initiated by the Agricultural Research Service (ARS), is established on a sole-source basis under a Justification for Other than Full and Open Competition (JOFOC) to support Category Management principles and provide administrative efficiencies across all USDA agencies. The current IDIQ contract is scheduled to expire in June 2026 (Req: 12405B21D0002).

The scope encompasses PacBio Revio and Vega DNA sequencing product family equipment, supplies, and instrument support plans, with pricing detailed in an attached product price schedule to be incorporated into the IDIQ contract. The contract includes provisions for quarterly updates to reflect retired or updated products and services. Service-specific statements of work will be provided by the ordering activity at the time of order placement. Delivery requirements, including place of delivery, freight and shipping costs, and delivery timeframes, will be determined and negotiated directly with the ordering activity at the time of task or delivery order placement. The contractor is required to maintain order history for all purchasers and provide quarterly reports to the IDIQ Contracting Officer Representative (COR) detailing purchaser name, USDA agency, order number, placement date, item descriptions, individual costs, total costs, and destination.

STATEMENT OF WORK

BACKGROUND

As part of a previous strategic sourcing (now Category Management) initiative, it was discovered that USDA purchases significant quantities of scientific equipment, reagents and services from Pacific Biosciences of California, Inc. (PacBio). As a result, the Agricultural Research Service (ARS) initiated an Indefinite Delivery Indefinite Quantity (IDIQ) contract to be utilized by any USDA agency. The IDIQ is scheduled to expire in June of 2026 (Req: 12405B21D0002). This action provides for an Indefinite Delivery Indefinite Quantity (IDIQ) contract, as stipulated in the Justification for Other than Full and Open Competition (JOFOC), to procure products and services on a sole-source basis in order to provide administrative efficiencies in accordance with Category Management principles.

SCOPE

The USDA has a requirement for PacBio equipment, reagents and services to facilitate ongoing research projects utilizing Revio and Vega DNA sequencing product family equipment, supplies and instrument support plans. A current product price schedule is attached to this Statement of Work (SOW) and is to be incorporated into the resultant IDIQ Contract.

Retired/Updated Equipment In the event that products listed on the attachment are retired or updated, the IDIQ shall be modified to incorporate these changes. The IDIQ shall be updated Quarterly to incorporate the updated removals and additions of products and services to the price list.

Service agreements If required, a SOW for services will be provided by the ordering activity at time of IDIQ order placement.

Quarterly Report The contractor shall retain the order history of all purchasers and purchases and provide a quarterly report to the IDIQ COR. The report shall include the following information:

• Name of Purchaser

• Name of USDA Agency

• Task/Delivery Order Number (e.g. 1 2XXXXXXXXXXX)

• Date of Order Placement

• Brief description of items purchased

• Individual item cost
