STATEMENT OF OBJECTIVES (SOO)
Velo3D Sapphire System
1.0 Background
The National Aeronautics and Space Administration (NASA), Marshall Space Flight Center (MSFC) has a requirement for a Velo3D Sapphire Additive Manufacturing System. NASA MSFC’s Advanced Manufacturing Branch (EM-42) is responsible for the qualification of the methods used to manufacture 3D printed components, and therefore must have hands-on experience with the machine to determine whether components manufactured will meet “for flight” end use requirements and to evaluate the quality and performance of the parts being produced.
This SOO details the vendor tasks and responsibilities necessary for successful performance during the lease contract period.
2.0 Characteristics, Scope, and Specifications
NASA MSFC is the lead center for high technology readiness level additive manufacturing for the agency. In this role, MSFC must be prepared to establish certification guidance for all partners and programs. To explore system capabilities and certification of the HLS and SLS hardware, the MSFC Additive Manufacturing laboratory requires access to innovative technologies such as the Velo3D Sapphire system. Market research and industry knowledge indicates that this system offers the most advanced capabilities available in the 3D metal printing arena.
While various competitors exist in the 3D printing commercial marketplace, this system employs a proprietary printing method which removes various limitations to metal additive manufacturing. The Velo3D Sapphire system distinguishes itself from other 3D powder bed machines by allowing for the manufacture of 3D printed materials without an additional requirement for support and a 0-degree overhang.
2.1 Specifications
The following Velo3D Metal Additive Manufacturing System Configuration is required:
• One (1) Sapphire Metal Printer Configured for Inconel 718
• One (1) External Water-to-Air Chiller
• Five (5) 25mm Build Plates
• Five (5) 50mm Build Plates
• Facility Start-Up Kit
Velo3D Software:
• Two (2) Annual Licenses for the Flow Print Preparation Software
• Assure Quality Control Software
3.0 Tasks
The vendor shall perform duties as detailed below:
Requirement Expected Completion Pre-Installation site visit to verify site preparation and instruction to USG personnel
Within 14 days after contract award
Installation of Velo3D Sapphire System 7 business days after initial site visit Train USG personnel (2) on proper operation of system
Within 7 days of successful installation
4.0 Support and Maintenance
The following support and maintenance is required for the duration of the lease period:
• Field Service Engineering Support- typically 2-day on-site response time
• Standard 8x5 phone and email support
• 1-hour first response time
• 8-hour resolution time
• Preventative maintenance: quarterly on-site inspections/tests of all major subsystems.
• Portal for submitting service requests and tracking work orders
• Off-site Applications Engineering consulting support
• Consumables supplied by Velo3D as listed in the Sapphire
Consumables & Spares Catalog-1.81-L76 under consumable items.
5.0 Place of Performance/Delivery
NASA MSFC EM-42 Building 4707 Apollo Road, Huntsville, AL, 35808.
The point of contact for installation and training is Parker D. Shake, Parker.D.Shake@nasa.gov, cell 317-696-0185.
Alternate point of contact is Brian West, Brian.M.West@nasa.gov, cell 256-954-294.
The point of contact should be notified of any on-site work at least one week in advance.
6.0 Period of Performance
This lease agreement is expected to include a 12-month Base period of performance, one
(1) 12-month option year, and option to purchase.
The Base period of performance of this lease agreement shall begin on the first full day after the machine is successfully operational.
The Government will evaluate an additional 12-month lease option year at the time of award.
An option to purchase this system is included. The Vendor shall complete solicitation Attachment 2 - Purchase Conversion Worksheet and submit as an attachment to its quote response.
