About this file

This document is a Statement of Objectives (SOO) for a 5-year repair and calibration contract for four Rohde & Schwarz FSWT-26 receivers needed to support testing and training for the 346th Test Squadron.

The SOO provides background on the 346 TS's mission to conduct various types of operational testing and assessments, including Defense Cyberspace Operations, Offensive Cyberspace Operations, TEMPEST, and Unified Capabilities Assessments, among others. The FSWT-26 receivers are critical equipment used in this testing and must be properly calibrated. The performance objectives for the contract include providing RMA and prepaid shipping labels for calibration and repair, performing 5 scheduled manufacturer calibrations, providing calibration reports, completing necessary repairs, and returning repaired units. The contract will be awarded by the Department of the Air Force Space Command.

STATEMENT OF OBJECTIVES (SOO)

I. Purpose: The 346 Test Squadron has a requirement to purchase a 5 year repair and calibration contract for t four each Rohde & Schwarz FSWT-26 receivers within the workcenter.

II. Scope or Mission: The 346 TS purchases and extends service contracts to maintain equipment needed to support operational testing, assessments, training and exercises. Testing falls into these categories: Defense Cyberspace Operations (DCO) testing, Offensive Cyberspace Operations (OCO) testing, Special Assessments (Cyber Security/Resiliency testing), TEMPEST testing, Unified Capabilities Assessment Program (UCAP), Evaluated Levels of Assurance (ELA) assessments, Cooperative Vulnerability and Penetration Assessments (CVPA) and Telecommunications. Laws, policies and other guidance documents rigorously governing our test conduct, design and test configurations. These include:

- Operational Testing (DCO, OCO) Title 10 U.S.C 2399, DODI 5000.02, AFI 99-103, AFSPCI 99-103, 318 IOG SOP 99-1

- TEMPEST - AFSSI 7700, Emission Security, AFSSI 7702, Emission Security Countermeasures Review,AFSPCI 99-103

- ELA - DODI O-3600.03 (Link: http://www.esd.whs.mil/Directives/issuances/dodi/)

Operational testing conducted for the DoD and AF must be accomplished with rigor and with speed. The RF signals present today that did not exist five years ago are numerous. These signals are prevalent throughout the DoD. To name a few, high speed WiFi, bluetooth, 4G and 5G, and their digital modulation schemes must be reproduced and tested. The extension of this service contract will ensure our FSWT26s continue to provide the most precise signal analysis to meet mission requirements.

TEMPEST testers will have the hardware for their training and testing and we must provide these capabilities to our mission partners. To meet the requirements of the specific test and/or training event specific equipment must be properly calibrated or else the results of testing may not be 100% accurate.

III. Period and Place of Performance; 5 years

IV. Background: 609 ACOMS utilizes ADSI systems to support our Air operations Center missions by providing tactical air traffic imagery of the CENTCOM AOR. One of our ADSI servers was inoperable, and upon troubleshooting we discovered fault lights on the CPU card, the CPU card would not come out of its seating like it is supposed to, the power supply unit (PSU) is not providing enough power, and the CD Drive used to load software updates won’t read discs.

V. Performance Objectives:

1. Provide 346 TS with a valid return material authorization (RMA) along with a prepaid shipping label for shipping out to Rohde & Schwarz when a calibration is due and when a repair request is required.

http://www.esd.whs.mil/Directives/issuances/dodi/

2. Perform five scheduled Rohde & Schwarz manufacture calibrations according to the 12 month recommended calibration interval.

3. Provide a soft copy (via email) calibration report after routine calibration.

4. Complete all repairs as necessary.

5. Provide soft copy (via email) service report if any repairs were accomplished.

6. Return repaired unit to 346 TS/TEMPEST, JBSA-Lackland TX

VI. Operating Constraints:

Item will be shipped to location for repair under a prepaid shipping label provided by Rohde & Schwarz.

Yearly calibration will be performed by vendor according to their procedures and practice’s. If trouble is discovered during calibration then repair action will be completed to bring the asset back to performance standards. Upon completion of calibration or repair the unit will be returned to the 346 TS/TEMPEST work center under a Rohde & Schwarz shipping label.

Note:

1. A SOO is a short (2 or 3 page) statement of the Contracting Officers objectives, instead of specific task and is included in an RFP instead of a PWS.

2. The RFP instructs each offeror to write a PWS as a part of its proposal.

3. Offerors propose tasks and standards to achieve Contracting Officers objectives.

4. The successful offeror s PWS becomes a part of the contract. The SOO is discarded.greatly increases the work of source selection. Each proposed PWS must be carefully considered and its shortcomings and pitfalls identified and evaluated in terms of the buyers objectives.
