About this file
These specifications detail a federal contract for removing and constructing fence in Sublette County, Wyoming. The project involves removing approximately 17,403 feet of existing barbed wire fence and constructing a new 4-wire fence with three barbed wires and one barbless bottom wire, along with approximately 60 feet of 4-wood rail fence. The contract requires the contractor to furnish all labor, equipment, and materials, with specific requirements for wood posts (5-6 inches in diameter), wire types (galvanized, zinc-coated), and installation techniques. Key specifications include using wood posts from Ponderosa pine, Lodgepole pine, fir, or tamarack, installing grouse markers, and following strict guidelines for post placement, wire stretching, and fence construction. The project also mandates careful environmental considerations, such as no blading and minimal surface disturbance.

3.2 INSTALLATION
A. General:
1. Steel posts shall not be used for end-panel, corner-panel, gate-panel, or stress-panel posts. Steel posts will not be used in this fence except for minor drainage crossings.
2. When treated posts must be bored or cut during construction, thoroughly swab untreated surfaces with copper naphthenate.
B. Driving Posts:
1. Wood Posts: Driving wood posts shall be allowed for Stress Panels, Three Post Corners, and End Panels. Driving wood posts will be allowed if they drive without damaging the post and drive plumb and are sufficiently tight.
C. Setting Posts:
Dig holes for setting wood posts to the depth as shown on the Work Data Sheet for Corners, End and Stress Panels. Set posts plumb and to the spacing and grades as shown on the drawings, unless staked otherwise.
Space posts within six (6) inches of the dimension shown on the drawings or specified on the Work Data Sheet. Holes shall provide adequate open space around the post so backfill can be tamped the full depth around the post. Backfill with soil gradually and uniformly around each post. Holes shall be backfilled firmly, from the bottom of the hole to the top of ground surface.
D. Corner Post, Gate Post, Corner Panel, Brace, End Panel, and Stress Panel, X-Gate Wildlife Gate Assemblies:
Construct as shown on the drawings or as staked in the field. Construct stress panels on crests of hills, and a maximum of 1,320-feet center-to-
02824 - 3 center for barbed wire sections. In addition, stress panels are required at points between which wire is to be stretched. Construct end panels at the end of fence runs unless shown otherwise on the drawings.
E. Wire:
Stretch tightly and staple to wood posts or securely attach to steel posts with standard wire clips. Wire is properly stretched when it is springy to the touch. Drive staples crosswise with the grain of the wood. The wire shall be free to move through the staples as it expands and contracts.
Terminate wire at each end post, gate post, corner post, or stress panel.
Wrap wire around the post two (2) times and tie off by wrapping around the incoming wire a minimum of four (4) times. Install 2.94” black and white grouse markers along the fence. One white and one black marker evenly spaced between posts on the top wire, one white marker centered between posts on the 2nd wire from top.
F. Brace Wire:
Twist tight with a lever. Leave one end of the lever long enough to fasten behind the horizontal brace to prevent wire from unwinding.
1. The lever shall be a straight ridged rod, consisting of dimension wood ripped and cut to length, or, at minimum, #4 rebar cut to length.
G. Spiking:
For spikes predrilled lead holes shall be used. The hole diameter shall be 3/4 the diameter of the spike and drilled to a depth no greater than 1/2 the length of the spike.
H. Minor Drainage Crossings:
Steel posts shall be set at the top and bottom of breaks or the centerline of the drainage depending on the size and shape of the drainages.
02824 - 4
Additional wire shall start and end from the main fence. Shall be in locations staked in the field or as directed by the Contracting Officer.
I. Wire Gates:
Construct wire gates with two (2) wooden fence stays spaced evenly across opening. Each gate will have a fence closer. Gate closures will not be measured separately, but costs for gate closers should be considered as part as the Wire Gate bid item cost on the bid schedule.
J. Wood Rail Fence: Post spacing on the wood rail fence shall be 14.5ft.
center to center. The four rails shall be spaced with equal spacing between each rail. The rails shall be attached to the posts using ½” diameter bolts locknuts and washers.
4.1 METHOD OF MEASUREMENT
A. Units: The work described in this section will be measured and paid for by linear foot of 4-wire fence and each section type (e.g., stress panel, 3-post corner) of fence constructed.
B. No direct payment will be made for drainage crossings, deadmen, figure fours, or rock jacks. The Contractor shall include consideration for these items in the bid price for other items of the contract.
