Licensed Water System Operator Services for El Yunque National Forest

STATEMENT OF WORK

GENERAL REQUIREMENTS

1.1 Scope of Contract. Provide Licensed Water Operator for Potable Water System operation services at El Yunque National Forest (EYNF). Provide consultation to the EYNF in the operation and compliance of the water systems. The work must be performed by a water operator licensed in Puerto Rico, license level II.

1.2 Work Location. This contract includes all the water systems within El Yunque National Forest, Puerto Rico. This contract services three potable water systems:

El Portal Water System, PW661056, consists of a slow-sand filtration plant with a surface water source. It supplies the El Yunque Headquarters office building and the El Portal Visitor Center building. The filtration system operates by gravity. The plant is located at the intersection of road PR191 with PR988. The water intake is located inside of the Forest and is accessed from road PR191, Km 5.0 (approx.) by a service trail. New water wells are planned to be constructed to supply the water plant. The operation of the projected new water wells is included in the scope of this contract.

El Yunque Recreation Areas system, PW661066, operates on two deep wells and pump stations. This system supplies recreation areas at El Yunque NF, road PR191. The system is located along road PR191, starting from Yokahu Tower (Km. 8.9 approx.) and ending approximately at Km 12.7. The system has two water reserve tanks and distribution lines that run through the Forest.

The Fish and Wildlife Service’s Parrot Aviary deep water pump and storage, located on road PR9966, 18°19'56.0"N 65°46'28.8"W approximately.

1.3 Government Furnished Property. The Government will provide keys of the Water System facilities. All keys shall be returned to the Government at the end of the contract.

1.4 Contractor Responsibility.

a) The Contractor is responsible for transportation to the worksite each day and for the prompt reporting to work and attendance.

b) The Contractor shall access the work areas in a contractor’s owned vehicle labeled with the company’s name. The Contractor must ensure that the vehicle used can reach all the work areas within the scope of this contract. The Government will not provide a government’s vehicle nor transportation to the Contractor.

c) The Contractor is responsible for all Federal and State tax liabilities. The Government will not withhold any money from Contractor's worker pay and will not provide any benefits.

d) The Contractor is responsible for obtaining all necessary licenses and permits, and for complying with any applicable Federal, State, and municipal laws, codes, and regulations in connection with the execution of the work.

e) The Contractor is responsible for adhering to all safety requirements of the Forest Service. The Contractor shall take proper safety and health precautions to protect the workers, the public, and property. The Contractor may be held financially responsible for any damage to persons or property that occur as result of the contractor’s fault or negligence.

f) The Contractor is responsible for recording all time worked and the submission of completed time reports and Invoices for Payment.

g) The Water Operator must fully understand all the requirements of this contract.

1.5 Supervision. The Contractor shall perform all tasks independently. The Government will not provide supervision to the Contractor. The Contractor must follow special instructions when issued by the COR. The Contracting Officer and the COR are the only Government officials authorized to issue instructions to the Contractor. The COR will inspect the work of the Contractor while in progress and after the completion of tasks.

1.6 Rejection of Contractor or Contractor's Employees. The Government reserves the right to reject, at any time and without previous notice, any Contractor’s employee who, in the opinion of the Contracting Officer, does not meet the Skill and Knowledge or Contractor Responsibility requirements described herein.

1.7 Safety Plan: Submit to the COR for approval a written Safety Plan for the Water Operator’s duties.

TECHNICAL REQUIREMENTS

2.1 Occupational Description.

· Provide a Licensed Water Operator 8 hours per day, 7 days a week, every day of the year (this includes all weekend days and all Federal and State Holidays). The Water Operator must understand all the terms of his contract.

· The Water Operator must clearly understand the operation of the El Yunque NF’s water systems and must be familiar with all related operation manuals and instructions.

· The Contractor must submit the Water Operator’s work schedule to the COR for approval.

· The Licensed Water Operator shall be present within the work location (within El Yunque NF’s water system and supplied facilities) at all times during the scheduled work hours. The Water Operator must be available to the COR and El Yunque NF’s Operations personnel to attend to unexpected problems in the water system.

· Conduct daily (7 days a week) sampling and testing (turbidity, chlorine, ph, etc.) and maintain daily records of test results and water meter readings, as required by Federal and State laws and regulations, and the Puerto Rico Department of Health (Departamento de Salud).

· Manage and resolve any unexpected problems in the water system that might arise during the day. Ensure uninterrupted potable water is supplied to the facilities.

· Prepare and submit certified records and reports to the PR Department of Health, following State and Federal laws and regulations, and as required by that agency.

· Consult directly with the PR Department of Health on behalf of the Forest Service on technical and compliance issues and requirements of the water systems.

· Provide technical advice to the EYNF on the operation, maintenance, repairs, compliance and possible improvements for the potable water systems.

· Maintain and operate a slow-sand filter treatment plan following the Operation and Maintenance manual.

· Maintain and operate the well-pump systems to ensure uninterrupted water service to EYNF’s recreation areas.

· Ensure adequate chlorination levels in drinking water. Add chlorine tablets or other chlorination products as necessary.

· Perform routine Operation’s work on distribution system consisting, but not limited to:

· surveying and inspecting pipe lines and water distribution facilities to identify potential problems or issues that need repair work,

· regular exercising of main distribution valves,

· flushing of distribution pipes, sedimentation tanks, storage tanks, etc.,

· cleaning strainers,

· inspecting fixtures, pumps, motors, chlorination systems, water meters, etc.,

· correcting or reporting to the COR issues that may compromise the safety of the Water Operator during the performance of the duties.

· The Water Operator must immediately inform the COR in writing of any problem identified in the water distribution system.

· Perform scheduled inspection and maintenance on the surface water intake of the El Portal water plant. Perform inspection and maintenance of the water intake after every major rain or storm event.

· Perform water line flushing on raw water and potable water lines in the El Portal and the El Yunque water systems. Flush the raw water line at least once a week and after every mayor rain event.

· Inspect bathrooms at recreation areas to ensure proper operation of faucets and toilets. Inspect water faucets and small pipes distribution to identify water leaks.

· Operate electrical generators provided by the Government to supply power to the well pumps in case of electrical power outages.

· In cases where the water system requires mayor repairs or maintenance work, coordinate with the COR to implement alternate ways to ensure uninterrupted water supply to the facilities. Coordinate with the COR and with repairs/maintenance Contractors to provide water operator assistance during repairs/maintenance work.

· Perform inspections of the water system (intake line, water plant, water wells, distribution lines, reserve tanks, etc.) after natural events to assess the condition of the water system. Report findings to the COR.

· Coordinate with the COR for any additional sampling and testing required to meet PR Health Department requirements.

· Conduct daily testing for turbidity/chlorination at the Fish and Wildlife Service’s (FWS) Parrot Aviary deep water pump and storage system. Maintain daily records of water use. This is a non-public system that provides potable water for FWS’s personnel at the site. Inform designated FWS personnel of any water quality problems found.

· The Water Operator must assist on water system operations related to any facilities construction or repair work in the El Yunque NF. This includes an ongoing project for the reconstruction of the El Yunque NF Recreation Areas main water distribution system at Road PR191. This project will install approximately three miles of HDPE waterline and will build a new 10,000-gallon concrete water storage tank.

· The Water Operator must support the El Yunque NF’s personnel during emergency situations or events as related to the El Yunque NF’s water systems.

· The Water Operator will exercise all the main distribution water valves and hydrants at least once every three months. The Water Operator must provide a schedule of all the main water valves and hydrants, which includes the scheduled dates for exercising them.

2.2 Additional requirements.

A. The Contractor will provide the service in this contract seven days a week, including all Federal and Local Holidays. The COR may ask the Contractor to temporarily suspend the work in cases of extreme weather conditions or any other unforeseen situation. The COR will also contact the Contractor to inform when to resume the work.

B. The sampling, testing, certifications, and submittal of reports to the Puerto Rico Health Department shall be done by a water systems operator licensed in Puerto Rico.

C. The Contractor must provide all the equipment, tools, materials, and personal protective equipment required to perform the work in this contract. The Contractor must provide all the calibrated water testing equipment. The Government will not provide measuring equipment, nor any tool or equipment needed to perform the work required by this contract.

D. The Contractor must provide chlorine tablets, Free Chlorine Reagent, and any other products needed for the disinfection, treatment, testing and operation of the EYNF’s potable water systems. The cost of these products will be reimbursed by the Government. Reimbursement is limited to direct cost only, verifiable by supplier invoice. No additional add-on charges (overhead, profit, G&A, overhead, or material handling are authorized Before ordering or purchasing new chlorine tablets, reagent, etc., the contractor must get the approval of the COR. The Contractor must submit vendor invoices for these products to receive reimbursement from the Government. The COR will verify that the invoiced products were received to approve the reimbursement.

E. Phase In/Phase Out Period: The current Contractor shall have personnel on board day 1 and cooperate with the outgoing contractor for the first 7 days of the contract to ensure a smooth transition. During the final month of performance under this contract the contractor will be required to cooperate with the incoming contractor to ensure a smooth transition.

F. The Contractor is responsible for the safety of his personnel. The Contractor must comply with Federal and State safety regulations. The COR will stop work immediately when personnel’s safety is compromised.

G. Contractor is responsible for all bonds, liability insurance and worker’s compensation related to this contract.
