The response should be segregated by principle performance areas:

1. Performance of ground Test and Evaluation of sensors and systems at the component level up through completely installed systems associated with:

a. Electro-optical / Infrared

b. Communications, Navigation, and Identification

c. TEMPEST

d. Threat Detection Sensing

e. Electronic Warfare

f. Other (please explain if the experience does not fit into one of the categories above)

2. Development of Stimulation and/or Simulation hardware and software for the purpose of test and evaluation of sensors and systems at the component level up through completely installed systems associated with:

a. Electro-optical / Infrared

b. Communications, Navigation, and Identification

c. TEMPEST

d. Threat Detection Sensing

e. Electronic Warfare

f. Other (please explain if the experience does not fit into one of the categories above)

TOPIC 1 Company Response:

TOPIC 2: Describe your current and prior experience performing the above tasking at the SECRET, TOP SECRET, and TS//SCI levels (including multi-caveat, if applicable).

TOPIC 2 Company Response:

TOPIC 3: Describe the Company’s experience operating in a military airfield and hangar environment on military or commercial aircraft and experience with developing and maintaining Ground Operating Procedures in accordance with NAVAIR 3710.1G – Contractor’s Flight and Ground Operations or other DoD Agency or Federal Aviation Administration equivalent. This also includes operation of aircraft ground support equipment and coordination of aircraft maintenance activities to prepare or support test activities.

TOPIC 3 Company Response:

TOPIC 4: Describe the Company’s ability to begin performance upon the anticipated contract start date of 1 December 2025.

TOPIC 4 Company Response:

The following section is OPTIONAL and will not be included in the capability determination. These responses are requested to help the Government understand the position of industry related to each topic and craft the best possible solicitation. The Government does not intend to provide a direct response to the inputs provided. Please limit the response to no more than 8 pages.

TOPIC A:

The Government is considering the structure of this requirement to be a Single Award Indefinite Delivery Indefinite Quantity type contract over the issuance of a C-type or F-type (Task Order(s) issued under a Multiple Award Contract) contract with the utilization of Technical Direction Letters to maintain appropriate management of individual projects, customers, funding, etc. The Government would appreciate feedback on the proposed contract type and any examples of where these contract types did or did not work well for historically similar requirements.

TOPIC A Company Response:

TOPIC B:

The Government is currently planning to include the ability to issue both CPFF Non-Performance Based Level of Effort (LoE) task orders for traditional CSS augmentation and CPFF Performance Completion Based Delivery Orders for development and delivery of stimulation and simulation systems and software utilized under the Level of Effort tasking. It is the desire of the Government to achieve maximum flexibility in the determination of the approach to each order. The Government is considering the following CLIN Structure at the basic level:

CLIN 0001: Level of Effort Labor (CPFF) (Non-performance based) CLIN 0002: Material in Support of Level of Effort Labor CLIN 0001 (COST) CLIN 0003: Completion inclusive of Labor and Material bounded by a total Cost/Price (CPFF) CLIN 0004: Travel COST

CLIN 0005: DATA (NSP)

The Government is considering the definition of the Completion based CLIN 0003 ceiling based on a percentage of the total combined value of CLIN 0001 Level of Effort Labor and CLIN 0002 Material CLINS. (ie. CLIN 0003 = X% multiplied by total cost/price of CLIN 0001 and CLIN 0002)

The Government would like Industry’s feedback on this approach and recommendations on alternative CLIN structures or approaches and the basic contract cost proposal and ceiling CPFF establishment approach.

TOPIC B Company Response:

TOPIC C:

The Government is considering the inclusion of a security safeguarding clearance level (ie. Work performed at the Contractor site) of SECRET principally in support of completion based efforts for the development of deliverable simulation and stimulation systems and software. The Government requests your current ability to perform safeguarding of hardware and data at the SECRET level at the Contractor site or your ability to provide this capability by 1 Dec 2025.

TOPIC C Company Response:

TOPIC D:

The Government requests feedback on the proposed labor categories and qualifications in Attachment 1. This includes the inclusion of additional, combining, or derivative labor categories that industry believes will be advantageous to industry and the Government in the ability to recruit and retain the required technical expertise to execute the requirement.

TOPIC D Company Response:

TOPIC E:

The Government requests feedback on the proposed Test Systems Technician labor categories and qualifications in Attachment 1. Specifically, the Government is requesting industry feedback in regards to the positions being classified as SCA positions and if recommending these positions not be considered SCA the recommended levels, years of experience, and education levels or certifications for each level.

TOPIC E Company Response:

TOPIC F:

The Government is open to considering the utilization of existing Government Wide Acquisition Contracts (GWAC) and other agency strategic sourcing vehicles. Industry is encouraged to identify potential alternative acquisition approaches taking into account the following: the requirement for delegated ordering authority to NAWCAD, Security clearance requirements, size of expected Material/Other Direct Cost lines due to the volume/value of cloud consumption services, and the potential for orders that exceed five years. If you are currently an awardee on an existing GWAC / strategic sourcing vehicles, please identify the contract vehicle, the NAICS code of that vehicle, and your size standard under that vehicle.

TOPIC F Company Response:

TOPIC G:

The Government is currently considering the inclusion of language for a set-aside goal to include the use of Ability One vendors in any teaming approach. The Government requests feedback on a set aside approach of percentage of labor Cost Value Based, number of positions, or specific performance work areas and if so, what values or specific work areas.

TOPIC F Company Response:

TOPIC H:

The Government wants to understand if there are any barriers prohibiting competition within Industry with respect to this procurement.
