This is an individual justification to solicit for a Brand Name for the acquisition of Vindicator Access Control Hardware to supplement failing components beyond life cycle maintenance on behalf of AFGSC/A2Y Located in Bldg. 5546 at Barksdale Air Force Base, Louisiana.

The following items have been identified for the use of a Single Source Justification:

1. AE V3 (ACS) Access Control System (P/N: 548-54300-01)

2. AE Security Archive Workstation: (P/N: 548-51500-11)

The above items will be solicited through SAM.gov. The resulting contract will be a firm-fixed price contract.

Vindicator Electronic Security Systems play a crucial role in supporting secured facilities at Barksdale Air Force Base (BAFB). As a key component of the base's security infrastructure, Vindicator hardware provides the protection of military assets e.g., military personnel, civilians, facilities, equipment, and operations from threats and hazards. This comprehensive protection provided ensures operational effectiveness and readiness.

Furthermore, the existing system is compatible exclusively with Vindicator deployed products and assets, allowing for the replacement of individual parts that may fail due to age, malfunction, or wear and tear, thus ensuring the longevity and reliability of security systems.

The access control system provided by Honeywell Vindicator is a replacement to one that already exists at Barksdale AFB. The system is integral to the security measure capabilities deployed at the installation. Specifically, the system is what is used to provide access control measures, matches existing deployed access control system and is used by AFGSC personnel for the management and and security of environments. The failure to procure the system will result in degraded security capabilities across Barksdale AFB and will result in a security deficiency.

In accordance with (IAW) FAR Part Part 8.003 it was determined this requirement could not be fulfilled using mandatory sources. In accordance with (IAW) FAR Part 8.004(b) commercial sources will be considered at the government point of entry (GPE) SAM.gov.

Market research was conducted in accordance with (IAW) FAR Part 10.002.

Section F: Contracting Officer's Determination

In accordance with (IAW) FAR 10.002(b)(2), a combination of the following techniques will be utilized to preclude future single source or brand name awards.

1. Contact knowledgeable individuals in Government and industry regarding market capabilities to meet requirements.

2. Review the results of recent market research undertaken to meet similar or identical requirements.

3. Publishing formal requests for information in appropriate technical or scientific journals or business publications.

4. Querying the Governmentwide database of contracts and other procurement instruments intended for use by multiple agencies available at https://www.contractdirectory.gov/contractdirectory/ and other Government and commercial databases that provide information relevant to agency acquisitions.

5. Participating in interactive, on-line communication among industry, acquisition personnel, and customers.

6. Obtaining source lists of similar items from other contracting activities or agencies, trade associations or other sources.

7. Reviewing catalogs and other generally available product literature published by manufacturers, distributors, and dealers or available on-line.

8. Conducting interchange meetings or holding presolicitation conferences to involve potential offerors early in the acquisition process.

9. Reviewing systems such as the System for Award Management, the Federal Procurement Data System, and the Small Business Administration's Dynamic Small Business Search.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
