5 MXG Resiliency Event

Family Weekend

Performance Work Statement Dated: 30 April 2021

1. Description of Services. The Contractor shall provide facilities/lodging, media, and specified meals, to conduct a Family Retreat as further identified in the Performance Work Statement.

This event shall be facilitated by a Chaplain of the Minot AFB True North program. The Chaplain Corps is a religiously distinct component of the military, and provides for the free exercise of religion in a pluralistic environment. Therefore, the contractor shall work in an ecumenical environment sensitive to all participating in the events and abide by all Department of Defense and Federal laws, rules, and guidelines, including those laws and guidelines pertaining to marriage.

Department of Defense policy states that all legally married military couples shall be treated equally and as such, events are open to all legally married military couples; and the contractor shall be willing to facilitate weekend events for all eligible military personnel and their dependents. The contractor shall ensure that no coercion to conform a participant to a particular religious denomination or faith group shall be manifested directly or indirectly. Proper respect for all religious faith groups shall be maintained.

1.1 Family Weekend Retreat. This event shall include sleeping room accommodations, conference space, food, beverages, and hotel services to take place at Great Wolf Lodge-Minnesota, 1700 East American Blvd, Bloomington, MN 55425 from 08 July 2021 to 11 July 2021.

1.1.1. Description of Lodging. Contractor shall provide 16 sleeping rooms per night and two (2) meeting space for up to 60 participants – 50 attendees and 10 staff. The number of participants will be confirmed no later than seven (7) days out. The hotel shall provide all requirements in order to accommodate an estimated 60 attendees with the needs specified below. Guest check-in shall be available to event participants by 4:00 p.m. on the first day of the event. Guest checkout will be no later than 12:00 p.m. on the last day.

1.1.1.1 Guest Rooms. Each room must be able to accommodate a family unit of at least five (5), or if possible, six (6) people. Each room must have at a minimum two (2) full-sized beds or one (1) full sized bed with bunk beds. The facility shall be able to accommodate a larger family unit through a pullout sofa bed option or other optional sleeping accommodations within the same room, an individual bathroom, and may include the following in-room amenities: a television, refrigerator, microwave, and internet access. A rooming list may be provided and/or confirmed no later than seven (7) days out from check-in, unless another mutually agreed upon reservation cut-off date has been established.

1.1.1.2. Meeting Space/General Session Room. The lodging facilities shall include two (2) meeting spaces. One session room to accommodate up to 26 participates, instructors, and facilitators for both instruction and activities, for people set in rounds of 4-8 people per table. The second shall be capable of supporting up to 26 kids and 4 childcare workers. Meeting space shall include onsite audio/visual support, a projector with computer connection capabilities, projection screens; extension cords flip charts with easels, writing instruments, and pads of paper. The general session room, with audiovisual equipment, shall be available 09 Jul 2021 at 8:30 a.m. to 11:30 a.m., 10 Jul 2021 at 8:30 a.m. to 11:30 a.m. The general session room for childcare shall be available

09 Jul 2021 at 8:30 a.m. to11:30 a.m., 10 Jul 2021 at 8:30 a.m. to 11:30 a.m. Coffee and water shall be provided during sessions.

1.1.1.3. Lodging Amenities. The contractor shall provide on-site recreational activities that include access to the following: on site fitness center and indoor water park. Additionally, free parking shall be included for all participants. Total numbers will be confirmed no later than seven (7) days out.

1.1.1.4. Activities. The contractor shall provide Great Wolf Lodge Adventure Passes that cover up to 60 participants, for the duration of the stay

1.1.1.5. Meals/Beverages. The contractor shall provide breakfast vouchers to the Great Wolf Lodge Campfire Kitchen, for each participant, for each day, from 09 Jul 2021 to 11 Jul 2021. They shall also provide coffee and water during meeting sessions, in accordance with paragraph 1.1.1.2.

1.1.2 Transportation. The contractor shall provide a Chartered Bus Service to provide a shuttle service for up to 60 passengers, in accordance with the schedule below (all times are local Central Standard Time):

08 Jul at 7:30 AM - from Minot AFB to the Great Wolf Lodge-Minnesota, 1700 East American Blvd, Bloomington, MN 55425

09 Jul - Charter Bus Service, two times, round trip, to and from the Great Wolf Lodge to the Mall of America (MOA). Times will be provided no later than 04 Jul 2021.

10 Jul - Charter Bus Service, two times round trip, to and from the Great Wolf Lodge to the Mall of America (MOA). Times will be provided no later than 04 Jul 2021

11 Jul –Charter boas available to load at 9:30 AM and depart at 10:00 AM - from Great Wolf Lodge- Minnesota to Minot AFB.

1.2. Alternate Dates. The Government may have to reschedule events due to unforeseen circumstances.

The Government reserves the right to reschedule an event at no additional cost, if at least a five (5) day notice is provided to the contractor in writing. The contractor shall propose dates for the rescheduled event(s).

1.3. Cancellation. In the event of total cancellation, the government will provide fair and reasonable consideration to the contractor as deemed appropriate by the specific circumstance. In the event of postponement, the contractor shall work with the Government in good faith to reschedule the event.

1.4. Contractor Personnel. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate or alternates, who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer prior to the contract start date. The contract manager or alternate(s) shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager and alternate(s) must be able to read, write, speak, and understand the English language.
