About this file

This document is a Justification and Approval (J&A) for a sole source award for the procurement of Enhanced Digital Electronic Control Units (EDECUs) under Solicitation Number 70Z03824QJ0000353. The requirement was previously awarded on a firm-fixed price purchase order to the Original Equipment Manufacturer (OEM), Triumph Engine Control Systems LLC. This J&A cites the statutory authority under 41 U.S.C. 1901 and FAR 13.501(a) for a sole source award, as Triumph is the only source that owns the technical data and drawings to manufacture these items, and the U.S. Army will not be able to provide certified commercial sources. The anticipated contract will be an Indefinite Delivery Requirements Type Contract with a one-year base period and four one-year option periods. The contract is expected to be awarded to Triumph Engine Control Systems LLC on a sole source basis. The items are required for the Medium Range Recovery (MRR) Product Line at the Aviation Logistics Center to support T700 engines used on MH-60T aircraft.

(h) Background infonnation about the requirement:

This requirement was awarded on FFP Purchase Order, 70Z03824PR0000331, with the Medium Range Recovery (MRR) Product Line at ALC to the OEM, Triumph Engine Control Systems LLC (Triumph, Cage Code 11599). 3. Description of Supplies/Services.

The EDECU is a built-in test and fault recording algorithms to aid engine health and performance assessments. It is located below the compressor casing and fine tunes the Hydromechanical Unit (HMU) to maintain rotor speed, engine load sharing and limit turbine inlet temperature. The EDECU constantly monitors engine parameters and is an integral part of the engine fault detection system. When properly outfitted, there is one (I) EDECU per T700 Engine, and there are two (2) engines per MH-60T aircraft.

General Electric Company (GE CAGE Code 99207) is the OEM of the T700 Engine in which the EDECU is installed. GE's Reference Number, 4155Tl2P09, is referenced to indicate the Engine the EDECU is associated with.

4. Identification of Statutory Authority Permitting Other Than Full and Open Competition.

The statutory authority permitting other than full and open competition is 41 U.S.C. 1901 as implemented by FAR 13.501(a) entitled "Sole Source Acquisition."

5. Identification of Exception to the Buy American Act.

This requirement does not take exception to the Buy American Statute listed under FAR 25.103(b)(2) or FAR 25.202(a)(2). Therefore, the Buy American statute will be included in the tenns and conditions of this contract.

6. Demonstration that the Proposed Contractor's Unique Qualifications or the Nature of the Acquisition Require Use of the Authority Cited.

(a) Rationale for using the authority cited in section 4 of the J&A:

The United States (U.S.) Anny Aviation and Missiles Command (DODAAC W58HOI) is the Primary Inventory Control Agency and has sole authority and responsibility to certify commercial sources for this component. However, the U.S. Army will not be able to provide certified commercial sources in support of this contract. Therefore, the EDECUs must be purchased from the (OEM). Triumph is the OEM and owns the rights to the technical data, specifications, and drawings required to manufacture this item. Triumph has not identified any other authorized sources of supply for distribution to the U.S. Government (see attachment 1 & 2). Alternate part numbers will not be considered.
