About this file
This document is an Attachment 3, Qualitative Evaluation Review Worksheet, to a federal contract opportunity solicitation. The worksheet is designed to collect technical information about the aircraft and instructors proposed for the contract to support the government's evaluation of the contractor's technical capability. It includes sections for describing the aircraft, instructor resumes, aircraft limits and restrictions, recommended maneuvers, and unique aircraft considerations.
The related federal contract opportunity is for a 5-year firm fixed price contract to provide a single-engine warbird aircraft (P/TF-51), qualified flight instructors, and associated sortie hours, ferry flights, and fuel for the US Air Force Test Pilot School's Qualitative Evaluation, Flying Qualities, and Test Management Projects curriculum. This is a 100% small business set-aside with a NAICS code of 611512 and a $34M size standard. Quotes are due by September 12, 2024 and the contract period of performance is October 1, 2024 to September 30, 2029.

Qualitative Evaluation Review Worksheet
Purpose: The data collected in this worksheet will be used as follows:
1. Support determination of technical adequacy of contract proposal submissions.
2. Familiarize TPS GFR and QE staff with aircraft operating characteristics and limitations.
3. Prepare for development of full scale QRB for TPS/CC approval and student guidance.
Instructions: Contractor will fill in requested data, modifying and repeating sections as needed, and submit this sheet along with proposal submission. Attach continuation sheets as required to include any additional technical data deemed pertinent. The content of this example form does not list the minimum requirements for each contract solicitation; it is merely an example of the data to be collected. Minimum technical requirements for each solicitation are stipulated in the PWS and this worksheet should be modified accordingly to ensure all required information is submitted. Format is not critical; the worksheet may be electronically edited, handwritten, or prepared from a clean sheet, as long as all required information is included. Following contract award, the TPS GFR will work in consultation with Contractor POC to prepare the full scale QRB for TPS/CC approval.
