About this file

This document is a Quality Assurance Surveillance Plan (QASP) for the Little Rockies Recreation Maintenance Contract for 2025, detailing three distinct maintenance service requirements. The plan covers three primary service areas: (1) cleaning restrooms, garbage cans, and drinking fountains three times per week, (2) cleaning camping/picnic areas, road areas, and kiosk/fee collection areas once per week, and (3) mowing various campground and recreation areas five times during the seven-month work period from May through November 2024.

The QASP establishes detailed quality standards, inspection methodologies, and performance metrics for each service area. It specifies a maximum allowable defect rate of 5% for each maintenance requirement, with random inspections conducted monthly. The surveillance plan includes 100% inspection of work units, using both normal and minimum surveillance levels depending on the contractor's performance consistency. Evaluation will be conducted using standardized work sheets, with the government maintaining the right to adjust surveillance levels based on observed defect rates and contractor performance.

b. Maintain Garbage Quality Standards Cans (25 each) Section 19.A.2.a.

c. Maintain Drinking Quality Standards Fountains (4 each) Section 19.A.3.a.

Garbage Cans - 16 units/month allowed to be less than Quality Standards.

Drinking Fountains - 2 unit/month allowed to be less than Quality Standards.

4. Quantity of Work. The actual quantity of work per month will not vary.

There are 5 Restrooms, 25 Garbage Cans and 4 Drinking Fountains which require services 3 times per week each. (Mon., Wed., & Fri.) for 7 months (May, 2024 through Nov. 2024). Each month has 13 work days.

Restrooms - 5 each x 13 work days = 65 units requiring service/month. Garbage Cans – 25 each x 13 work days = 325 units requiring service/month. Drinking Fountains - 4 each x 13 work days = 52 units requiring service/month.

5. Level of Surveillance. The normal level of surveillance will be used at the start of the contract. The minimum level may be used if the observed defect rates (ODRs) for all three work requirements are less than their MADRs for two consecutive months, and if approved by the Contracting Officer. If at the minimum level the ODR exceeds the MADR for any work requirement for any given month, consider returning to the normal level. Normal Level = 2 inspections per month. Minimum Level = 1 inspection per month.

6. Sample Size. 100 % of all work requirement units will be inspected.

Restrooms - 5 each x 2 inspections = 10 each/month.

Garbage Cans - 25 each x 2 inspections = 50 each/month.

Drinking Fountains - 4 each x 2 inspections = 8 each/month.

7. Sampling Procedures. Visual inspection, to ensure compliance with the quality standards, for 100 % of all work requirement units, will be performed on every inspection visit. (minimum of 1 inspection/month.)

8. Evaluation Procedures. A visit will be made to the appropriate locations as soon after the work has been performed as possible in order to insure the evaluation isn't biased by changed conditions. A pre-printed EVALUATION WORK SHEET (example attached) will be completed at the time of the evaluation of the service.
