1.0 Contract Title. Catholic Religious Education Coordinator

2.0 Scope of Responsibilities. The Catholic Religious Education (RE) Coordinator shall develop, execute and manage the F. E. Warren Catholic RE program under the guidance of the Catholic Priest. The RE Coordinator shall coordinate and ensure catechists are trained for Archdiocese of the Military Services (AMS) certification and to prepare and coordinate the entire youth and adult catechetical programs including sacramental preparation. The RE Coordinator is the Catholic RE Volunteer Supervisor and works with the Chaplain Corps Volunteer Program Manager to execute the Catholic RE Volunteer Program.

3.0 Education and Experience Requirement. The Contractor and all individuals assigned to specified position(s) must:

3.1 Be at least 18 years of age and hold a high school diploma.

3.2 Have at least 2 years of experience and familiarity with responsibilities outlined in their respective positions.

3.3 Be able to effectively communicate verbally and in written English.

3.4 Be able to work cooperatively in an interfaith setting with chaplains, staff and parishioners of varied and diverse religious backgrounds.

3.5 Have at least 2 years of experience and familiarity with Catholic programs.

3.6 Possess relevant training and education (ministry-related field), have experience working within a volunteer-based Catholic RE program.

3.7 Have the ability to communicate effectively, efficiently organize, and manage diverse program elements.

3.8 Be proficient with Microsoft Office and Adobe software programs.

3.9 Furnish resume including academic and work-related references (i.e., Catholic churches, schools, etc.).

3.10 Obtain a favorable criminal history background check in accordance with DoDI

1402.05, Background Checks on Individuals in Department of Defense Child Development and Youth Programs. This includes but is not limited to the following:

Personal/Security Questionnaire, National Security Agency Check Questionnaire, Installation Records Check, and fingerprinting.

4.0 General Responsibilities. The service shall be performed in accordance with standard religious education practices and this PWS. The Catholic RE Coordinator shall:

4.1 Have current AMS basic minimum certification for RE Coordinator or fulfill the AMS basic minimum certification requirements and obtain the certification within 6 months of the assignment of the position.

4.2 Be familiar with and provide services in accordance with AMS, DoD, Air Force, Air Force Chaplain Corps, and F. E. Warren policy, guidance, and instruction governing provision of services. All documents will be provided at the time of award, and when any changes are made.

4.3 Act as the point of contact for all Catholic religious education requirements and maintain all files with all pertinent information for all religious education activities.

4.4 Schedule, plan and conduct special religious education programs. Special programs include but are not limited to a RE volunteer appreciation event, RE end of year activity, or RE holiday event.

4.5 Work with the Wing Chaplain, Deputy Wing Chaplain and the Catholic Priest in implementing the Catholic RE program.

4.6 Maintain office hours (in addition to weekend/evening RE activities) in the provided office space at least 3 days per week during Monday through Friday, between the hours of 0730-1630, totaling 10 hours per week.

5.0 Specific Responsibilities. The Catholic RE Coordinator shall:

5.1 Maintain religious education enrollment and weekly attendance reports. Consolidate weekly attendance reports using local or Air Force form for Individual Religious Education Enrollment and Registration Record. Contact the parents/guardians of the student(s) absent for three or more consecutive classes.

5.2 Serve as the Catholic RE Volunteer Supervisor. Develop a clear description of the duties and scope of responsibility for each volunteer position. Receives guidance and direction, in this regard, from the Chaplain Corps Volunteer Program Manager.

5.2.1 Utilize DD Form 2793, Volunteer Agreement for Appropriated Fund Activities & Non Appropriated Fund Instrumentalities to note a brief description of duties.

Alternatively, may include the description of duties as an Attachment to DD Form 2793.

5.2.2 Complete Part 1 of DD Form 2793.

5.2.3 Present the volunteer with a copy of their completed DD Form 2793 with Part IV, and provide the finalized document to the Volunteer Program Manager.

5.2.4 Provide initial and annual orientation and training for RE program volunteers.

Initial orientation and training must include, at a minimum:

5.2.6 Scope of Responsibilities.

5.2.7 Written information regarding their immediate supervisor, means of contacting their supervisor, conflict resolution procedures, and assistance procedures.

5.2.8 Procedures to document the number of hours of voluntary service.

5.2.9 Types of services provided.

5.2.10 Policies and procedures for obtaining reimbursement for incidental expenses.

5.2.11 Opportunities for recognition.

5.2.12 Child Care Criminal History Background Check requirements.

5.2.13 Line-of-Site Supervision requirements.

5.2.14 Self-reporting requirements.

5.2.15 Privileged Communication Non-Disclosure Agreement.

5.2.16 Safety Requirements.

5.2.17 Vehicle Training for Volunteers. The coordinator tracks/schedules vehicle training for volunteers. If volunteer duties include driving a vehicle, the volunteer must possess a valid driver’s license. Volunteers are subject to screening through the National Driver Registry and must comply with applicable training requirements.

If the volunteer is driving a Government Owned Vehicle (GOV) the volunteer must possess a valid GOV license.

5.2.18 Recurring Training. All volunteers will receive recurring, annual training concerning the volunteer requirements listed in AFI 52-105, Chaplain Corps Resourcing. Volunteer supervisor will note the training on a sign-in sheet.

Supervisors will provide a copy of the sign-in sheet to the Volunteer Program Manager for storage in the volunteer’s record.

5.2.19 Provide annual feedback to volunteers on performance.

5.2.20 Report each volunteer’s service hours to the Volunteer Program Manager at least once per month.

5.2.21 Ensure that all volunteers in the religious education program have undergone mandatory background records checks as directed by DoDI 1402.05, Background Checks on Individuals in Department of Defense Child Development and Youth Programs.

5.3 Review professional religious education curricula and disseminate relevant materials to the teaching staff.

5.4 Attend the F. E. Warren AFB Chapel weekly staff meeting and report on the status of Catholic RE.

5.5 Attend the F. E. Warren AFB Chapel scheduled Catholic Community Advisory Council meetings.

5.6 Evaluate, select and procure Vacation Bible School (VBS) curriculum, recruit and train the VBS teachers and other support staff, publicize the event, coordinate supply needs, plan and accomplish VBS in cooperation with the local diocese and chapel staff.

5.7 Prepare publicity concerning the Catholic RE program for the F. E. Warren Chapel in base publications and off-base newspapers, etc. Proposed publicity must be coordinated in turn through the Deputy Wing Chaplain and the Wing Chaplain prior to submission to the Public Affairs office and then to the appropriate agency.

5.8 Prepare and submit a Catholic RE Chapel Tithes and Offerings Fund (CTOF) and Appropriated Fund (APF) annual budget to the Catholic chaplain or Wing Chaplain (or his/her designee) not later than 1 May for the upcoming fiscal year.

5.9 Coordinate logistical needs for Catholic RE. Be familiar with CTOF AFI 52-105, Chaplain Corps Resourcing. Submit requests through the CTOF Account Manager using AF Form 4356, CTOF Purchase Request, and/or through the APF Approving Official using the 90 MW Form 43, Government Purchase Card Request.

5.10 Select and submit any/all RE curriculum orders with approval from the Wing Chaplain, Deputy Wing and the Catholic chaplain. Ensure Wing Chaplain (or Deputy Wing Chaplain in his/her absence) verifies approval by signing the appropriate purchase request form(s) prior to submitting the form for purchase.

5.11 Reserve chapel facilities or specified rooms for all activities within the facilities. Ensure that all facilities used are properly maintained, cleaned and secured upon departure.

5.12 Ensure the RE facility is opened at least one-half hour before RE classes begin and maintain a presence until classes are over and all children have departed the building with their guardian(s).

5.13 Develop a working knowledge of sacramental policies required by the AMS to ensure proper Catholic RE protocols are maintained. In the absence of the Catholic Priest will ensure the required submissions with AMS are completed as necessary.

5.14 In the absence of the Catholic Priest, provide RE statistical data to the Wing Chaplain or Deputy Wing Chaplain by the 3rd of the month.

6.0 Absences. With the exception of emergencies or sudden illnesses, the Contractor shall provide a qualified individual to perform services when an individual assigned to a specified religious position is absent or otherwise unable to perform for the scheduled service and shall notify the Contracting Officer one week in advance of the contact information of the fill-in individual as well as dates he/she will perform. Substitute work should not exceed 30 days within a year, during the period of the contract. Long term situations should be discussed and determined with 90 CONS, 90 MW/HC and the contractor prior or as close to the absence as possible. The Contractor shall be absent for no more than two weeks during the academic year, with the exception of emergencies.

7.0 Government Provided Equipment. The Wing Chaplain will provide all facilities and equipment required for the performance of each individual serving in their religious position.

The Wing Chaplain will provide each position with office space to include a desk, chair, computer with access to a printer, filing cabinets, bookcases, phone, expendable office supplies and other items deemed necessary to perform services described in this PWS.

Provided equipment are to be used only in the facilities in which the individual will perform services.

8.0 Period of Performance. The contract will be in effect for 12 months with four (12-month) option periods.

9.0 Payment. The Contractor will submit monthly invoices to the Wide Area Work Flow (WAWF) IAW FAR Clause 252.232-7006 WAWF Payment Instructions. One (1) unit is equivalent to one (1) week of no more than 25 hours per week. There are 52 units allotted during the 12-month period of the contract.

10.0 Quality Assurance. The Government will evaluate the contractor’s performance by appointing a representative(s) to monitor performance to ensure services are received. The

Government representative will evaluate the contractor’s performance through on-site inspections and receipt of customer complaints. The Government will inspect each task as completed. The Government will investigate complaints received from customers. The Government representative shall make final determination of the validity of customer complaint(s) in cases of disagreement with customer(s). Remedies for non-conforming services will be resolved IAW the applicable Inspection/Acceptance clause attached within the contract.

10.1 Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the Contracting Officer.

10.2 The services to be performed by the contractor during the period of this contract shall (at all times and places) be subject to review by the Contracting Officer or authorized representative(s).

11.0 Recognized Holidays. The following is a list of standard federal holidays. Those listed with an asterisk (*) may have a corresponding AFGSC family day: *New Year’s Day, Martin Luther King Day, Presidents Day, *Memorial Day, *Independence Day, *Labor Day, Columbus Day, Veterans Days, *Thanksgiving Day and *Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.

12.0 Base Shutdown/Inclement Weather. The Contractor will follow guidance of the installation containing their place of performance to determine reporting schedules whether due to a base closure or inclement weather. If the base remains open and the contracted employee cannot attend due to inclement weather that would endanger the driver, this would be communicated with the chapel as soon as possible and may not be invoiced against. This would not impact the contractor performance unless it is occurring on a regular basis, and therefore would be discussed with 90 CONS, 90 MW/HC and the contractor when the issue occurs.

13.0 Services Summary. The services summary captures the measurable service requirements in the contract that are important to the overall operational requirements. The services summary includes performance objectives that describe the desired end result or outcome the Contractor shall achieve. The performance thresholds state the Government’s minimum acceptable level of the performance in terms of quality, timeliness, and quantity in realistic and achievable standards. These thresholds are critical to mission success. The PWS paragraphs reference the details of the performance objective in the PWS. The performance objective is merely a reference point for Government personnel and does not relieve the Contractor of any contractual requirements.
