Project SUPPORTT Bidding Assumptions

For the purposes of submitting a proposal, Offerors may use the following assumptions:

Services Components 1 and 2, all Optional Services Components, and Tasks:

• Offerors shall assume one biweekly project call to discuss all active Services Components with the COR, as opposed to separate biweekly project calls for each active Services Components.

• Unless otherwise stated, Offerors shall assume that deliverables to be kept internal (i.e., shared only among Contractor staff, COR, and other ACF audiences as directed the COR) will require at least two (2) rounds of review and revision by the Contractor, and all public-facing deliverables will require at least four (4) rounds of review and revision by the Contractor.

• Offerors shall assume that all public-facing deliverables must be 508 compliant.

• Offerors shall assume in its timeline a minimum of two (2) weeks for Government review and two (2) weeks for Contractor revisions unless otherwise stated.

• Offerors shall assume that all revisions to deliverables will be submitted in two (2) Word documents or other file formats subject to COR approval: (1) the earlier version with edits in tracked changes and the Contractor’s responses to comments in comment threads, and (2) a clean version that has tracked changes accepted and comments removed.

Service Component 1:

• Task 1 – Offerors shall assume quarterly calls with any other parties supporting the states participating in the FRA TANF pilot program.

• Task 2 – Offerors shall assume the Active Engagement Plan will be for internal use, approximately ten (10) to fifteen (15) pages in length, and include three (3) rounds of ACF review. Offerors shall assume five (5) active engagement activities and $500 in honoraria per person per engagement for twenty (20) individuals across all five (5) engagements (not including federal employees).

• Task 3 – Offerors shall assume five (5) site visits (one (1) to each pilot state) that are each two (2) days in duration with two (2) contractor staff in attendance.

• Task 5 – Offerors shall assume the Peer Learning Plan will be for internal use, approximately five

(5) to ten (10) pages in length, and include three (3) rounds of ACF review. Offerors shall assume one (1) virtual peer learning convening of the pilot states in the first year.

• Task 6 – Offerors shall assume that the Project Description is a public-facing deliverable that will be published on the OPRE website.

• Task 7 – Offerors shall assume that special topics activities will include one (1) medium-length report (approximately twenty (20) pages in length) or two (2) shorter briefs (approximately ten

(10) pages in length each) and that these will be public-facing deliverables published on the OPRE website. Offerors shall also assume that two (2) key staff will participate in one (1) pilot states annual meeting per year in Washington, DC. The Offeror shall not assume that it needs to provide logistics support for this meeting.

• Task 8 – Offerors shall assume that an Authority to Operate (ATO), if needed, will be supported under Service Component 2.

Service Component 2:

• Task 2 – Offerors shall assume that the Implementation Study Design Memo will be an internal document approximately five (5) to ten (10) pages in length. Offerors shall assume that the

Implementation Study Design Options Brief will be a 508-compliant, public-facing deliverable approximately fifteen (15) pages in length that will be published on the OPRE website.

• Task 3 – Offerors shall assume that the Outcomes Study Design Memo will be an internal document approximately five (5) to ten (10) pages in length. Offerors shall assume that the Outcomes Study Design Options Brief will be a 508-compliant, public-facing deliverable approximately fifteen (15) pages in length that will be published on the OPRE website.

• Task 4 – Offerors shall assume that, in compliance with the Paperwork Reduction Act (PRA), preparation of a full clearance package will be developed for submission to the Office of Management and Budget (OMB).

• Task 8 – Offerors shall assume that obtaining an ATO (including a system security plan and Privacy Impact Assessment) will be required.

Optional Services Component 3:

• Task 2 – Offerors shall assume quarterly calls with any other relevant technical assistance providers supporting the pilot states or the broader TANF community.

• Task 3 – Offerors shall assume two (2) virtual peer learning communities shall meet quarterly for the duration of each Optional Services Component.

• Task 4 – Offerors shall assume two (2) resources developed per Optional Services Component.

• Task 5 – Offerors shall assume production of one (1) public-facing dissemination product.

Optional Services Component 4:

• Task 2 – Offerors shall assume provision of technical assistance to up to five (5) sites per Optional Services Component. For each Optional Services Component, Offerors shall also assume one (1) site visit per site and that site visits are each two (2) days in duration with two (2) contractor staff in attendance. Offerors shall also assume that it may be necessary to engage external expert consultants to provide highly-specialized technical assistance.

• Task 3 – Offerors shall assume preparation of a generic OMB clearance package.

• Task 4 – Offerors shall assume three (3) active engagement activities and $500 in honoraria per person per engagement for ten (10) individuals across all three (3) engagements (not including federal employees).

• Task 5 – Offerors shall assume the Summary Memo is an internal deliverable.

• Task 6 – Offerors shall assume producing two (2) public-facing briefs approximately fifteen (15) pages in length each.
