Statement of Work

COMMANDER NAVAL BEACH GROUP TWO (CNBG2)

1.0 BACKGROUND

Commander, Naval Beach Group TWO (CNBG-2) is an Echelon IV Command, subordinate to Commander, Expeditionary Strike Group TWO, located on Joint Expeditionary Base, Little Creek-Fort Story, Virginia Beach, Virginia. CNBG-2 is also the immediate superior in command (ISIC) for all subordinate commands. The subordinate commands of CNBG-2 operate displacement craft (LCUs), non-displacement craft (LCAC), and conduct beach operations and surf salvage operations supporting the landing zones for both displacement and non-displacement craft. CNBG-2 supports Maritime Prepositioning Force (MPF) ship-to-shore movement operations with conventional watercraft as well as limited expeditionary construction operations.

2.0 PURPOSE

The purpose of this contract is for CNBG2 to obtain (7) days of range and equipment use for 24 personnel, including

6 Support personnel to be conducted three times on 10-16 June, 15-21 July, and 12-18 August 2024 to support

NAVSEA CRANE Division, Weapons System Training Branch, Naval Surface Warfare Center’s Defensive Combat

Operations (DCO) Tactical Foundations Course.

3.0 SCOPE

The Contractor shall provide classrooms, training materials, training equipment, equipment, training ranges, and non-instructional range safety officers as required for Category 2 weapons qualification course in accordance with

(IAW) OPNAVINST 3591.1G for three scheduled training evolutions.

5.0 REQUIREMENTS SUMMARY

5.1 FIRST TRAINING EVOLUTION

6.0 RANGE REQUIREMENTS

6.1 GENERAL RANGE REQUIREMENTS

6.1.1 Steel Reactive Targets (SRT) for all FLAT RANGE evolutions.

6.1.2 SRT shall meet certified Brinnel hardness rating of 400 to 550.

6.1.3 Provide paint and brush for student SRT maintenance.

6.1.4 Movable barricades for all FLAT RANGE evolutions.

6.1.5 Brass pick-up and disposal on range at conclusion of course.

6.1.6 Provide ammunition/explosive storage area.

6.1.7 Provide 10’ x 30’ covered area with tables for personnel to load ammunition magazines and perform weapons maintenance.

6.1.8 Co-located ranges capable of sustaining live fire training of all weapon systems: M9, M4, M240, and M203

6.2 SPECIFIC RANGE REQUIREMENTS

6.2.1 PISTOL/RIFLE FLAT RANGE:

1. Shall be a minimum of 100 yards.

2. Shall possess 24 firing positions/lanes.

3. Shall possess 24 Turners/ Target Stands, and 48 Plates.

4. Shall provide (24) shooting pads, (24) sandbags, and (12) movable barricades.

5. Shall possess 12 movable steel plates.

6. Shall be certified for M9 9mm and M4 5.56 ammunition IAW OPNAVINST 3591.G.

6.2.2 CREW SERVE WEAPON (CSW) RANGE:

1. Shall be a minimum of 500 yards.

2. Shall possess 8 Turners/ Target Stands

3. Shall be certified for M240 7.62mm and M203 40 mm TP (Training/Practice) ammunition IAW OPNAVINST 3591.G.

6.2.3 FTX TRAINING AREA:

1. Shall be within 50 feet to a body of water such as an ocean, sea, lake, or pond to simulate

CNBG2 beach landing.

2. Shall facilitate pyrotechnic (explosive) battlefield simulation.

7.0 ADDITIONAL FACILITY REQUIREMENTS

7.1 Provide storage facilities for all equipment, including the provision of an ammunition/explosive storage area on the Thursday before the first day of training for advanced delivery of ammunition until completion of course. All ammunition and equipment will be removed at this time.

7.2 Provide cleaning station with dip tank.

8.0 GENERAL INFORMATION

8.1 AGENCY TO PROVIDE TRAINING SUPPORT

The Contractor shall coordinate all COI scheduling, communications, and reports with the authorized

CNBG2 TECHNICAL POINT OF CONTACT identified. Any and all communications regarding this contract shall be between the Contractor’s authorized personnel and authorized Government personnel

(CNBG2 TECHNICAL POINT OF CONTACT and the Contracting Officer). No communications related to any issues, or clarifications, surrounding this contract shall be with personnel other than those identified in this paragraph.

8.2 EMERGENCY ACTION PLAN

The Contractor shall comply with the Navy’s Emergency Action Plan. This PWS requires that all personnel to be qualified to implement any emergency action plan for the safe conduct of training and classroom evacuation. Onsite medical support shall be in compliance with OPNAVINST 3591.1E.

8.3 MISHAP

If a mishap involving services under this contract results in an injury to any on-site personnel, the

Contractor shall promptly report the incident to the CNBG2 TECHNICAL POC, within twenty-four (24) hours via phone call and email follow-up. In both methods, the Contractor shall identify when the incident occurred, who it involved, what occurred, the impact of the situation and how the Contractor will avoid a similar incident from occurring. If the Navy conducts an investigation of the accident, the Contractor shall cooperate and assist Government personnel until the investigation is complete. Contractors shall include required subcontractor personnel, if any, to provide cooperation and assistance in accident investigations.

Contractors shall allow authorized Government representatives access to the Contractor’s facilities, personnel, and safety program documentation.

8.4 CONTRACTOR RESPONSIBILITY FOR SAFETY

Nothing in the PWS, nor any Government action or failure to act in surveillance of this contract, shall relieve the Contractor of its responsibility for the safety of the Contractor’s personnel and property, or the

Government’s personnel and property, and the general public. Furthermore, nothing in this PWS shall relieve the Contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.

8.5 RANGES

Prior to training evolution, if the contractor needs to close, remove, replace or perform maintenance on a training range for previously scheduled training, contractor must provide a suitable substitute training range that meets the requirements of this PWS.

8.6 PERIOD OF PERFORMANCE

The period of performance is 10-16 June, 15-21 July, and 12-18 August 2024.

8.7 SECURITY

No security classification required for this task.

8.7 PLACE OF PERFORMANCE

The place of performance shall be at the Contractor provided facility/range. The training conducted on these ranges is High-Risk Training (HRT) per OPNAVINST 1500.75D. Contracted facility must also meet and provide the following to comply with the command deliberate risk assessment (DRA), emergency action plan (EAP), and operational risk management (ORM) brief per instruction.

8.7.1 Provide availability of lodging and messing facilities within 2 miles of training ranges to ensure adequate rest and maintain operational timeline per paragraph 5.1.1.7.

8.7.2 Provide transportation to lodging and messing facility if not within walking distance

(400m or ¼ mile). CNBG2 AO has not authorized transport beyond the use of government vehicle directly to and from the place of performance and CNBG2, at the start and conclusion of the course, in accordance with JTR, paragraph 020601, section

B.1.

8.7.3 Meet a geographical proximity within 50 miles from NBG2 located at 1430 Helicopter

Rd, Virginia Beach, VA 23455 to accommodate necessary land transit logistics to and from training site.
