PERFORMANCE WORK STATEMENT (PWS)
FOR
C-32B (757-200) EMERGENCY EVACUATION (EV01) TRAINING
1.0 General: This is a non-personal service contract for academic and simulator training supporting New Jersey Air National Guard (NJANG) C-32B (757-200) crewmembers the 108th Wing of the New Jersey Air National Guard. The Government shall not exercise any supervision or control over the contractor performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform academic and simulator training for the C-32B (757-
200) aircraft, as defined in this Performance Work Statement (PWS).
1.2 Background: The Emergency Egress Course is required of 150th Career Enlisted Aviators every 17 months to be considered current by squadron training standards.
1.3 Period of Performance (PoP): The Period of Performance shall be one Base Year of 12 months and four 12-month option years.
1.4 General Information:
1.4.1 Place and Performance of Services: The contractor shall provide services between the hours of 8:00 A.M. though 7:00 P.M. local time Monday through Friday, except on recognized US holidays. This will include time for periodic breaks and lunch periods. The maximum length of a training period is 9 hours. The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential.
1.4.1.1 Training Duration: In accordance with the Headquarters Air Force Special Operations Command (HQ AFSOC) approved C-32B Emergency Egress Course (EV01) Training Syllabus, the course duration will be 3 academic days.
1.4.1.2 Crew Rest: A period of time between training periods must be set aside for the student so that he/she is adequately rested to begin the next training session. This time shall not be broken up into segments and shall be given as a solid block of time. The minimum length for crew rest time between training periods will be 12 hours.
1.4.1.3 Class Scheduling: Classes shall be scheduled by direct contact between the NJANG representative and the contractor or their authorized representatives.
Scheduling shall be accomplished after issuance of a task order by the Contracting Officer in accordance with the Ordering clause.
The NJANG will provide a list of attendees prior to the start of the scheduled class date.
In the event an agreement cannot be reached on scheduling of a class or classes, the matter shall be referred to the Contracting Officer for resolution. The NJANG reserves the right to substitute crewmembers at its discretion.
1.4.1.4 Cancellation Notice: The NJANG shall notify the contractor in writing of any class cancellation in accordance with the contractor’s cancellation policy, or 15 calendar days prior to the class start date, whichever is closest to the scheduled start date. In the case of an emergency (i.e. death, injury, illness, mission essential task, or an emergency which requires the scheduled training to be cancelled in the best interest of the NJANG), the NJANG will not be liable for payment.
1.4.1.5 Student Qualification: There are no qualification requirements for attendance of this course.
1.4.1.6 Student Administration: Upon the first day of class, the contractor shall take a roll call of attendees based on the list of crewmembers provided by a representative of the NJANG. At the end of the course, an Air Force (AF) Initial Military Training (IMT) 1522, ARMS ADDITIONAL TRAINING ACCOMPLISHMENT REPORT, will be completed by the attendees and signed by the FAA approved instructor. The NJANG will be responsible for bringing the signed AF IMT 1522 back to the NJANG.
1.4.1.7 Course Critique: Upon completion of training, the contractor shall provide each student with a copy of Air Mobility Command (AMC) Form 246, Student Course Critique.

1.4.3 Site Visit: The 150th Special Operations Squadron (SOS) may request to visit the vendor’s facility and evaluate the services to be provided. The visit will be coordinated with the 150th SOS and will be at the government’s expense.
1.4.4 Communications Security/Information Technology (COMSEC/IT) Security. All communications with DoD organizations are subject to COMSEC review. All telephone communications networks are continually subject to intercept by unfriendly intelligence organizations. DoD has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from, or terminating at, DoD organizations. Therefore, the contractor is advised that any time contractor personnel place or receive a call they are subject to COMSEC procedures. The contractor shall ensure wide and frequent dissemination of the above information to all employees dealing with DoD information. The contractor shall abide by all Government regulations concerning the authorized use of the Government's computer network, including the restriction against using the network to recruit Government personnel or advertise job openings.
1.4.5 Protection of Personally Identifiable Information (PII). The contractor shall protect all PII encountered in the performance of services in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 224.103 Personally Identifiable Information and Department of Defense Directive (DoDD) 5400.11, Department of Defense Privacy Program, and DoD 5400.11-R. If a PII breach results from the contractor’s violation of the aforementioned policies, the contractor shall bear all notification costs, call-center support costs, and credit monitoring service costs for all individuals whose PII has been compromised.
1.4.6 Physical Security. The contractor shall safeguard all Government property provided for contractor use. At the close of each work period, Government facilities, equipment and materials shall be secured.
1.4.7 Post Award Conference/Periodic Progress Meetings: The contractor agrees to attend any post award conference convened by the KO in accordance with FAR 42.5.
The KO and other Government personnel, as appropriate, may meet periodically with the contractor to review the contactor’s performance. At these meetings, the KO will apprise the contractor of how the Government views the contractor’s performance and the contractor shall apprise the Government of problems, if any, being experienced. The contractor shall resolve outstanding issues raised by the Government. Contractor attendance at these meetings shall be at no additional cost to the Government.
1.4.8. Combating Trafficking in Persons: The United States Government has adopted a zero tolerance policy regarding trafficking in persons. Contractors and contractor employees shall not engage in severe forms of trafficking in persons during the period of performance of the contract; procure commercial sex acts during the period of performance of the contract; or use forced labor in the performance of the contract. The Contractor shall notify its employees of the United States Government’s zero tolerance policy, the actions that will be taken against employees for violations of this policy. The contractor shall take appropriate action, up to and including termination, against employees or subcontractors that violate the US Government policy as described at
FAR 22.17.
1.4.9 Contractor Travel: No contractor travel required in support of this contract.
1.4.10 Organizational Conflicts of Interest (OCI): The contractor and subcontractor personnel performing services under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent OCIs, as defined in FAR Subpart 9.5. The contractor shall notify the KO immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the KO to avoid or mitigate any such OCI. The contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the KO. In the event the KO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the KO may impose other remedies as he or she deems necessary, including prohibiting the contractor from participation in subsequent contracted requirements which may be affected by the OCI.
2.0 Definitions and Acronyms:
2.1 Definitions:
2.1.1 Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.
2.1.2 Defective Service: A service output that does not meet the standard of performance associated with the PWS.
2.1.3 Deliverable: Anything that can be physically delivered and includes non-manufactured things such as meeting minutes or reports.
2.1.4 Key Personnel: Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.5 Physical Security: Actions that prevent the loss or damage of Government property.
2.1.6 Quality Assurance: The Government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.7 Quality Control: All necessary measures taken by the Contractor to ensure that the quality of an end product or service shall meet contract requirements.
2.1.8 Subcontractor: One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

3.0 Government Furnished Property, Material, Equipment and Services (GFP/M/E/S):
The Government will provide the property, material, equipment, and/or services listed below solely for the purpose of performance under this contract:
3.1 Property: See Technical Exhibit 3.
3.2 Materials: See Technical Exhibit 3.
3.3 Equipment: The Government will not provide any equipment in performance of tasks outlined in this PWS.
3.4 Services: The Government will not provide any equipment in performance of tasks outlined in this PWS.
3.5 Utilities: The Government will not provide any equipment in performance of tasks outlined in this PWS.
4.0 Contractor Furnished Property, Materials, and Equipment (CFP/M/E):
4.1 General: Except for those items specifically stated to be Government-Furnished in Paragraph 3.0, the contractor shall furnish everything required to perform these services as indicated in Paragraph 1.1.
5.0 Requirements: The contractor shall:
5.1 Provide academic and simulator training supporting New Jersey Air National Guard (NJANG) C-32B (757-200) crewmembers. The training shall be conducted at the contractor’s facility. The training shall be conducted in a Federal Aviation Administration (FAA) approved training center by FAA approved instructors. To be considered qualified, each contractor must possess an applicable training program approved under FAA Regulation (FAA) Part 121, or FAA Part 135, or a training course approved under FAA Part 142.
5.1.1 C-32B (757-200) Emergency Evacuation (EV01) Training: The contractor shall conduct C-32B (757-200) Emergency Evacuation training. The training class will normally consist of 5 to -12 crewmembers per class, with an estimated 3 classes required each year. The NJANG will provide a HQ AFSOC approved syllabus to outline the training requirements needed to complete EV01. The contractor will develop courseware to facilitate accomplishment of the EV01 syllabus. The contractor shall provide a syllabus in contractor format to each student at the beginning of each class identifying the curriculum and the plan that will be used to enable the crewmembers to complete the required training items. The contractor shall also provide other handouts as deemed appropriate by the contractor for training purposes.
5.1.2 Additional training courses as required by the NJANG. Additional C-32B (757-
200) Emergency Evacuation training courses may be added to this contract on a NJANG required basis. Additional training may consist of pre-existing courses that the NJANG elects to attend. Additionally, the NJANG may request the contractor develop a new course(s) to meet evolving training requirements. Specific course content, duration, media, and cost will be negotiated and added to this contract via a contract modification. The number of new course requirements, if any, cannot be estimated.
5.2 Contractor Course Materials: Within the first two weeks of a new contract year, the contractor will forward to 150 SOS a current copy of the contractor’s syllabus and courseware for each class under contract. The contractor syllabus will be built around the following core curriculum principles:
5.2.1 Emergency Procedures.
5.2.2 757 Planned Emergency Procedures.
5.2.3 757 Ditching Procedures.
5.2.4 Operation of Exits.
5.2.5 Planned Emergency Exercise.
5.2.6 Slide/Raft Review.
5.2.7 Post Ditching Procedures
5.2.8 Cardiopulmonary resuscitation (CPR)/ Automated External Defibrillator (AED)
5.3 Contractor Furnished Items and Services
5.3.1 The contractor shall furnish a Federal Aviation Administration (FAA) certified Simulation(s) along with Cabin Safety and Emergency Training classrooms to accommodate up to (but not limited to) 12 students. The contractor shall provide a fully qualified FAA certified instructor.
5.3.2 The contractor will provide a motion based simulator with the ability to train in a reduced visibility environment. The simulator will include simulated emergency situations with interior and exterior simulated visual cues.
5.3.3 The contractor will provide an aircraft door trainer (main cabin doors and secondary exits).
5.3.4 The contractor will provide an aircraft fuselage for fire combating training environment. Each crewmember will combat an actual fire and utilize the appropriate firefighting equipment as found on the C-32B (757-200).
5.3.5 The contractor will provide access to an inflated slide/raft, and provide the opportunity to simulate egress using a single or dual channel slide.
5.3.6 The contractor shall furnish all training materials, and any other equipment required to perform this contract except for the materials and equipment that are identified to be NJANG furnished.
5.3.7 The contractor will provide an on-site water survival facility. This facility must be able to replicate environmental factors, have a semi-submersible aircraft fuselage and a helicopter rescue hoist simulator.
5.3.8 Syllabus: The contractor shall build a course syllabus using the C-32B Emergency Egress Course (EV01) Training Syllabus. The contractor’s syllabus shall be submitted to:

5.4 Crew Resource Management: Crew Resource Management (CRM) skills will be integrated into classroom academic training, simulator briefings/debriefings, training syllabi and will be evaluated during initial qualification and recurring evaluations. CRM Core Curriculum will focus on:
5.4.1 Situational Awareness. Includes knowledge and skill objectives for preventing the loss of situational awareness, skills for recognizing the loss of situational awareness, and techniques for recovering from the loss of situational awareness.
5.4.2 Crew Coordination/Flight Integrity. Knowledge and skill objectives covering the impact on aircrew performance of command authority, leadership, responsibility, assertiveness, conflict resolution, hazardous attitudes, behavioral styles, legitimate avenues of dissent, and team-building
5.4.3 Communication. Includes knowledge of common errors, cultural influences, and barriers (rank, age, experience and position). Skills will encompass listening, feedback, precision and efficiency of communication with all members and agencies (i.e., Crewmembers, Weather, Air Traffic Control, Dispatch etc.).
5.4.4 Risk Management/Decision Making. Includes risk assessment, the risk management process, tools, breakdowns in judgment and flight discipline, problem-solving, evaluation of hazards, and control measures.
5.4.5 Task Management. Includes establishing priorities, overload, underload, complacency, management of automation, available resources, checklist discipline, and standard operating procedures.
5.5 Emergency and Minor Medical Services. The contractor shall provide to all students receiving training at the contractor’s facility; emergency minor medical services as normally provided its own employees. If immediate hospitalization is required, the contractor will arrange for the student to be admitted to the nearest available hospital.
The student should be admitted to a military hospital if possible. The contractor is not responsible for student hospitalization costs. The contractor shall notify the students unit of assignment within 24 hours after admitting any student to a hospital.
5.6 Performance of services during crisis declared by the President or Secretary of Defense up to and including war. None of the services in this PWS are determined to be essential for performance during a crisis.
