1.0 GENERAL

1.1 Background

The HC-27J is a medium size military transport aircraft developed and manufactured by Leonardo SpA (Leonardo), formerly Leonardo-Finmeccanica, and Alenia Aermacchi.

Leonardo is the HC-27J aircraft Original Equipment Manufacturer (OEM). The United States Coast Guard (USCG) has fourteen (14) HC-27Js in its inventory. The USCG requires HC-27J aircraft OEM technical support for USCG aircraft operations.

The USCG Medium Range Surveillance (MRS) Product Line (PL) has a requirement for a Field Service Representative (FSR) to be based at the USCG Aviation Logistic Center (ALC), Elizabeth City, North Carolina. The USCG also requires additional technical support and documentation to resolve more in-depth technical questions and problems associated with the operation, maintenance, repair and logistic support of the HC-27J aircraft operations. The expected USCG HC-27J fleet size and operational schedule included under this procurement effort is ten (10) operational aircraft assigned to two (2) operational units and two (2) aircraft assigned to the ALC aircraft periodic depot maintenance (PDM). The expected operational flight hours are 10,000 each year for all USCG HC-27J aircraft.

1.2 Scope

The USCG requires one (1) Leonardo HC-27J FSR responsible for researching and providing aircraft OEM specific technical information and documentation. The FSR will support the USCG by resolving technical questions and problems associated with the operation, maintenance, repair, and logistics support of the HC-27J aircraft.

The USCG requires remote technical support from Leonardo for the HC-27J airframe structure, systems, and components for more complex engineering data requests that exceed the FSR’s ability to resolve locally.

The USCG requires HC-27J aircraft OEM program management logistics support capable of fully supporting USCG requirements.

1.3 Required Services

1.3.1 Field Service Representative (FSR)

1.3.1.1 The FSR shall provide the USCG with a direct line of communication with HC-27J aircraft OEM engineers and logistics staff.

1.3.1.2 The FSR shall provide the current HC-27J aircraft OEM maintenance and operational procedures, repair limits, and tooling information available.

1.3.1.3 The FSR shall interpret HC-27J aircraft OEM drawings and maintenance manuals as required for the USCG and approved associate Contractors.

1.3.1.4 The FSR shall have access to historical and current HC-27J service bulletins, maintenance advisories, safety bulletins, and service letters. The FSR shall provide an electronic copy of all the above data to the USCG.

1.3.1.5 The FSR shall attend a bi-monthly teleconference with HC-27J aircraft OEM engineering and/or logistics experts. The Contractor shall arrange which subject matter experts are needed for each teleconference based upon the current aircraft status and specific requests by the Contracting Officer’s Representative (COR). The purpose of the teleconference is for the Contractor to provide updated information on program status.

1.3.1.6 The FSR shall be able to travel via USCG aircraft or commercial carriers as dictated by the COR in support of USCG maintenance endeavors.

1.3.1.7 The FSR shall be proficient with Mobile Interactive Maintenance System

Contractor Employee Safety Considerations for FSR working at ALC

Requirements The Contractor is solely responsible for compliance with all federal, state and local laws, including but not limited to the OSHA (Public Law 91-596) and the resulting standards, OSHA Standard 29 CFR 1910 and any ALC Instructions as applicable, and the protection of their employees. Note: ALC Instructions are annotated because many of the USCG/ALC standards exceed the OSHA standard criteria. If a conflict is noted, the most stringent requirement takes precedence. The Government shall assume no liability or responsibility for the Contractor's compliance or non-compliance with such requirements. In addition, the Contractor is required to flow down the safety requirements/specifications to all subcontracts/subcontractors. Safety requirements listed herein that do not concern Contractor’s operations or services shall be considered self-deleting as mutually agreed by the Contracting Officer and the Contractor.

The Contractor shall be subject to periodic safety spot inspections of its work sites by the Government. The Contractor shall be liable for, and shall indemnify and hold harmless the USCG against, all actions or claims pertaining to the “personal” safety requirements of employees.
