1 SCOPE OF WORK AND INSPECTION PROCEDURE
In October 2020, CONSOR Engineers, LLC performed inspections of 16 Forest Service dock facilities in
Southeast Alaska. These inspections were performed with the assistance of Mott MacDonald and R&M
Engineering for SCJ Alliance, under contract to the United States Department of Agriculture (USDA).
The purpose of these inspections was to document and assess the dock facility's existing condition, develop rehabilitation/repair recommendations, and provide the documented field information for the future rehabilitation/repair engineering design and contractor bidding phases. The services performed included a Repair Design Inspection of the accessible underwater and above water structural elements composing the facilities and preparation of inspection reports summarizing the findings and repair recommendations. All inspections were performed in accordance with ASCE MOP 130: Waterfront
Facilities Inspection and Assessment.
The dock facilities were inspected by a crew of five inspectors, led by a Professional Engineer familiar with inspection of waterfront facilities. The docks were accessed by boat, and the above water inspection was performed using various hand tools, measuring devices, and cameras. The underwater inspection was performed using tethered SCUBA with hardwire communications equipment, using various hand tools, an ultrasonic thickness measuring gauge, bathycorrometer, and cameras.
2 DEFINITIONS, RATING CRITERIA, AND TERMINOLOGY
The conditions of the dock facility and structural systems are rated in accordance with MOP 130 according to the Condition Assessment Rating below. Additionally, the inspected structural elements are assigned damage ratings from Minor to Severe, shown in Appendix A.
CONDITION ASSESSMENT RATINGS
6 – Good No visible damage or only minor damage noted. Structural elements may show very minor deterioration, but no overstressing observed. No repairs are required.
5 – Satisfactory Limited minor to moderate defects or deterioration observed but no overstressing observed. No repairs are required.
4 – Fair All primary structural elements are sound but minor to moderate defects or deterioration observed. Localized areas of moderate to advanced deterioration may be present but do not significantly reduce the load-bearing capacity of the structure.
Repairs are recommended, but the priority of the recommended repairs is low.
3 – Poor Advanced deterioration or overstressing observed on widespread portions of the structure but does not significantly reduce the load-bearing capacity of the structure.
Repairs may need to be carried out with moderate urgency.
2 – Serious Advanced deterioration, overstressing, or breakage may have significantly affected the load-bearing capacity of primary structural components. Local failures are possible and loading restrictions may be necessary. Repairs may need to be carried out on a high-priority basis with urgency.
1 – Critical Very advanced deterioration, overstressing, or breakage has resulted in localized failure(s) of primary structural components. More widespread failures are possible or likely to occur, and load restrictions should be implemented as necessary. Repairs may need to be carried out on a very high-priority basis with strong urgency.
3 FACILITY DESCRIPTION
The facility at Margaret Bay includes a steel pipe pile-supported access trestle, gangway, floating main dock, and floating finger dock.
The floating main dock is a timber frame with plastic coated foam floatation secured by four steel pipe guide piles, rigidly connected at the top with steel pipes of the same dimension. The perimeter of the dock has a timber curb on timber chocks, with various mooring hardware mounted to the curb. The fender system consists of rubber tires attached on all faces of the dock.
The floating finger dock is a timber frame with timber log floatation secured by two steel pipe guide piles. There is no curb present on the dock and the mooring hardware is connected directly to the deck.
The fender system consists of rubber tires attached on the inshore, offshore, and left faces of the dock.
The general layout of the facility is shown below.
Figure 1: General Layout
Access to the dock is provided by a steel gangway connected to the access trestle.
The access trestle is 62 ft long x 6 ft wide with a 42 in. high handrail. The access trestle is supported by four bents, each consisting of two steel pipe piles with a W8x31 steel pile cap. The bents support timber stringers with a timber deck and timber handrail.
The steel gangway is 65 ft long x 63 in. wide with a 42 in. high handrail and top and bottom transition plates. The gangway surface is constructed of metal grating with 30 in. long x 3/4 in. square stock treads on the left half. The gangway is connected to the access trestle by pin and hanger assemblies and supported by the dock with a skid-style landing consisting of steel channels without UHMW (ultra-high molecular weight) material.
The water depths at the site vary from 14.3 ft to 29.5 ft relative to Mean Lower Low Water and are referenced to Tide Station 9450460 Ketchikan, AK.
This facility is typically used by recreational boaters for pedestrian access to the shore. There were six vessels present at the time of inspection, varying from 10 ft to 50 ft in overall length. There were no Forest
Service barges present at the time of inspection.
Drawings and photos are presented in Appendix B: Facility Sketches and Appendix C: Photos, respectively.
4 INSPECTION FINDINGS

4.7 PILE GUIDES
The pile guides are in fair condition. Three of the pile guides on the main dock have missing or detached
UHMW material. The pile guides on the finger dock are too large and have no UHMW material, resulting in the dock rubbing on the pile causing abrasion of the timber.
4.8 DOCKS
The docks are in fair condition, primarily due to damage to the floating finger dock wale and insufficient floatation of both the main and finger dock. All underwater portions of the docks exhibited heavy marine growth.
The transition plate between the main dock and finger dock consists of a steel plate connected to the finger dock with two hinges. One of the hinge connections has failed and the other connection is loose.
4.8.1 Main Dock
FLOATS
The float material is plastic encased foam and is located uniformly throughout the footprint of the float.
The freeboard of the float varies from 9.5 in. to 14 in. resulting in a non-level deck surface that is typically lower at the gangway landing.
FRAMING
No deficiencies were observed at the time of inspection. The configuration of the framing system is shown in the drawings in Appendix B.
DECKING
The decking consists of 11.5 in. x 3 in. timber planks. There are three burn holes in the deck up to 7 in. x 7
in. x 3 in. deep. The deck has vegetation and algae growth concentrated around the pile guides, corners, and edges of the float. There is a T-shaped strip of composite walking surface leading from the gangway landing to the offshore face.
CURB
The curb consists of 6 in. x 6 in. timbers supported on chocks of the same dimensions spaced at varying intervals. The curbs have minor deterioration and one 4 ft long broken section.
MOORING HARDWARE
The mooring hardware consists of various sized cleats connected to the curb. There are nine loose cleats and three missing or broken cleats.
FENDER SYSTEM
There are intermittently placed tires around the perimeter of the dock with an 8 ft section of missing tires.
4.8.2 Finger Dock
FLOATS
The float material is 12 in. diameter logs. The freeboard of the float varies from 5 in. to 15 in resulting in a non-level deck surface and is typically lower at the left end.
FRAMING
The timber framing system exhibits heavy marine growth and the inshore wale is cut in two locations to fit the pile guides. The configuration of the framing system is shown in the drawings in Appendix B.
DECKING
The decking consists of 11.5 in. x 1.5 in. timber planks with minor deterioration due to vegetation and algae throughout. There are two deck planks that are unsupported by the frame in one location. The pile guides are too large for the piles and the deck and framing has been cut to fit the guides. Due to the overly large guides, the left guide pile rubs on the dock and has abraded some of the decking and loosened a cleat. The offshore left corner of the finger dock has asphalt roofing shingles overlaying the deck planks.
CURB
No curb is present on the finger dock.
MOORING HARDWARE
The mooring hardware consists of 8 in. cleats connected to the timber deck planks. There are eight loose cleats and three missing or broken cleats.
FENDER SYSTEM
There are intermittently placed tires on the left, offshore, and half the inshore face of the dock.
4.9 SAFETY LADDER
There is no safety ladder present at the site presenting a hazard in the event of a fall.
