About this file
This document contains the Instructions to Offerors and evaluation criteria for a veterinary services solicitation.
Offerors must submit a technical capability statement describing their intended approach to contract completion, including timeframe, personnel, and deliverables, along with documentation of experience in small ruminant and large animal veterinary care and relevant past performance information. The Government will evaluate past performance based on relevance to the procurement scope, considering the length, scope, number, complexity, and diversity of previously completed contracts. Government evaluators may access federal, state, and local performance databases and may conduct independent research on offeror performance beyond submitted information.
The evaluation process occurs in two steps: Step 1 applies a Pass/Fail assessment of technical capability with a requirement that all quotes be signed; quotes failing to meet requirements are marked unresponsive, while acceptable quotes proceed to Step 2. Step 2 awards the contract to the offeror submitting the lowest price among acceptable quotes. The evaluation factors are Technical, Past Performance, Price, and Proximity to facility. If options are included, the Government will evaluate total pricing for the basic requirement plus all options combined and may reject offers with significantly unbalanced option pricing. Award is finalized when written notice of award is furnished to the successful offeror within the specified acceptance timeframe, creating a binding contract without further action required.

INSTRUCTIONS TO OFFERORS:
52.212-1 Instructions to Offerors -
Contractor must send a technical capability statement briefly explaining: How they intend to complete this contract as far as time frame, personnel, and deliverables as well as explaining experience in small ruminant and large animal veterinary care.
Include relevant past performance information.
The Government will consider the relevance of past performance information obtained in relation to the scope of this procurement with respect to both similar efforts, and the length, scope, number, complexity, and diversity of contracts completed by the firm. Past performance, either positive or negative, which is considered by the Government to be more closely related to the scope of this effort will be given additional weight in the evaluation process. Government evaluators may avail themselves of various federal, state, and local past performance databases. The Government may research offeror performance on any federal, state, local, and commercial contract performance of the offeror that is known to the Government, but not included on the submitted performance information. Additionally, the personal experience and evaluator knowledge of offeror performance may be utilized.
Quotes will be evaluated in two steps:
• Step 1: Quotes will be reviewed initially under a Pass/Fail evaluation to determine if the Technical Capability meets requirements. Quotes must be signed. Those that do not meet the requirements will be marked unresponsive. Acceptable quotes will then be evaluated under Step 2.
• Step 2: Lowest Price with an acceptable quote will receive the award.
FAR 52.212-2 Evaluation – Veterinary Services
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers.
1. Technical
2. Past Performance
3. Price
4. Proximity to facility
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
