Offeror shall fill out the Pricing List (attachment to this solicitation) with the information required by that document and include it with its proposal. Offeror’s CAGE code shall be provided with the proposal. Offorer shall describe its capabilities, experience and methodologies relating to the below Technical Subfacotrs in a clear manner that excludes inconsistencies. The proposal shall not simply restate or rephrase the Government’s requirement, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. An Offeror shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in its proposal. The following factors shall be evaluated in accordance with 52.212-2 and 52.212-2 Addendum of the solicitation.

FACTOR ONE – PRICE

Offeror shall fill in the attached Pricing List with its proposed pricing per batch for Cadmium Plating, Hydrogen Embrittlement Bake or Heat Treatment, and Return Shipping for Years 1 through 5 of the BPA period of performance. Offeror shall also list the dimensions of their basket used for cadmium plating and the maximum number of parts that can be cadmium plated per batch based on the maximum size/dimensions of the parts outlined in section 2.0 of the Statement of Work (SOW).

FACTOR TWO - TECHNICAL

Subfactor One – Experience and Ovens: Proposal shall demonstrate offeror’s minimum experience of five years, within the last five years, applying cadmium plating to parts per AMS-QQ-P-416 Type II Class 2 and include ovens used that comply with AMS 2750 (SOW sections 2.0, 2.1.2 and 2.1.2.1). Proposal shall provide point of contact (POC), phone numbers, and contract numbers if referencing Government contracts, identifying their experience.

Subfactor Two – Turnaround Time: Proposal shall describe offeror’s approach to complete the cadmium plating service within 24 hours of receipt of parts at offeror’s facility (SOW section 2.1.3).

Subfactor Three – Qualifications and Equipment: Proposal shall describe contractor qualifications as follows:

a. Certifications: Proposal shall provide copy of ISO 9001 and AS9110 facility certifications (SOW

5.1).

b. Qualification of Personnel: Proposal shall provide the number of employees that will work on this effort should the offeror be awarded a BPA, and Contractor provided training documentation and certification(s) that identify their employee’s abilities to perform cadmium plating IAW AMS QQ-P-416 and perform hydrogen embrittlement baking IAW AMS 2750, ISO 9001 and ASI 9110

(SOW 5.2).

c. Contractor Site and Equipment: Proposal shall provide a complete equipment listing of all equipment used to plate IAW AMS-QQ-P-416 Type II Class 2 and AMS 2750 (SOW 5.3.1)

d. Record Retention: Proposal shall describe offeror’s approach to records management retention and internal record keeping per their quality plan (SOW 5.4, and 5.5).

52.212-2 Addendum Evaluation Factors for Award

EVALUATION CRITERIA

Proposals shall be evaluated based on Lowest Price Technically Acceptable criteria. All offerors will be evaluated on the pricing proposed as outlined below. The technical factors/subfactors will be evaluated and found either technically acceptable or technically unacceptable. If any subfactor is found to be technically unacceptable the entire proposal will be considered technically unacceptable. Only the two lowest priced proposals will be evaluated for technical acceptability. The next lowest priced offeror will only be evaluated if either of the aforementioned offers are found technically unacceptable (and so on).

FACTOR ONE – PRICE

All offers will be evaluated on the information and proposed pricing submitted on the Pricing List. The offeror’s total evaluated price (TEP) will be calculated as follows:

Taking the Government estimated number of orders needed for the first year period of performance and notional number of parts for each order

Determining how many batches will be required for each order based on the maximum number of parts the offeror can plate per batch

Multiplying the number of batches required for each order by the proposed price of Cadmium Plating & Hydrogen Embrittlement Baking, and Return Shipping

Calculate the total price of each order by adding together the product of Cadmium Plating, Hydrogen Embrittlement Baking, and Return Shipping for each order

Add together the price for each order for a year one total price Use year one estimates to complete the same calculations for years 2 through 5 Add together the price of years one through five for a TEP

FACTOR TWO - TECHNICAL

Subfactor One – Experience and Ovens: This subfactor will be found acceptable when the offereor’s proposal sufficiently demonstrates offeror has a minimum of five years of experience, within the last five years, of applying cadmium plating to parts per AMS-QQ-P-416 Type II Class 2 and demonstrates offeror has and uses ovens that comply with AMS 2750 (SOW paragraph 2.0, 2.1.2 and 2.1.2.1). Offeror shall include the POC, phone numbers, and contract numbers if referencing Government contracts, identifying their experience.

Subfactor Two – Turnaround Time: This subfactor will be found acceptable when the offereor’s proposal provides a methodology that clearly demonstrates how the offeror will complete the cadmium plating service within 24 hours of receiving the parts at it’s facility (SOW paragraph 2.1.3). Prior to an award of a BPA the Contractor’s site will be surveyed by the Government to validate the offeror’s processes and methodology represented in its proposal.

Subfactor Three – Qualifications and Equipment: This subfactor will be found acceptable when the offeror’s proposal provides copies of the following:

a. Certifications: Copies of certification numbers and expiration date that allow the Government to validate the offeror’s facility is ISO 9001 and AS9110 certified (SOW 5.1)

b. Qualification of Personnel: The experience, training and certifications of offeror’s employees that clearly demonstrates how compliance with AMS AA-P-416 industry standards will be achieved. List of hydro-embrittlement ovens offeror uses that demonstrates how conformance to AMS 2750, ISO 9001 and ASI 9110 will be acheived (SOW 5.2).

c. Contractor Site and Equipment: List of equipment offeror uses which clearly demonstrates how the offeror will provide cadmium plating services that conform to AMS-QQ-P-416 Type II Class 2 and AMS 2750. Offeror at a minimum shall have: Grit Blasting Booths, Alkaline cleaning tanks, Cadmium Plating and Cold Water rinse tanks, and Hydrogen Embrittlement Bake ovens (SOW

5.3.1). Prior to an award of a BPA the Contractor’s site will be surveyed by the Government to validate the offeror has the equipment represented in its proposal.

d. Record Retention: Methodology that clearly demonstrates how the offeror will create, maintain and dispose of Certificate of Conformances (COC), Quality Audit Site Visit Report (QASVR), ISO 9001 certification, SAE ASI 9110 certification, record of parts plated and Quality Control Plan (SOW 5.4, and 5.5).
