About this file

Attachment 3 is an Instructions to Offerors document for a Request for Quote (RFQ) for Certified Flight Instructor - Instrument (CFI-I) Training and Endorsement. The Federal Bureau of Investigation (FBI) is seeking a five-year, firm-fixed-price Blanket Purchase Agreement (BPA) for flight training services, with this being a small business set-aside under NAICS code 611512 and a $34M size standard.

The solicitation requires offerors to submit two volumes: a 20-page Technical Approach volume demonstrating instructor qualifications, training capabilities, and understanding of required courses, and a Pricing volume with no page limit. The government will evaluate quotes using a Lowest Price Technically Acceptable (LPTA) method, with technical approach rated as either acceptable or unacceptable. Quotes must be submitted electronically in Microsoft Office 2007 format, with specific formatting requirements including 11-point Times New Roman font and 8.5x11 inch page settings. The contract will be awarded to the lowest-priced, technically acceptable offeror meeting the FBI's training standards.
