About this file
This document is a Quotation Evaluation and Award Criteria for RFQ W50S6S26QA008. The Government intends to award one to two firm fixed-price purchase orders to the responsible offeror(s) providing the best value based on price and non-price factors combined. All responses undergo initial screening for completeness and conformance with RFQ instructions, with incomplete or non-conforming responses eliminated from consideration. Award may be limited to a portion of the work based on the offeror's source approval memo.
Evaluation is based on two factors: Factor 1 (Price) and Factor 2 (Technical Capability), which when combined are approximately equal in weight to price. Pricing must be all-inclusive with detailed breakdowns covering material costs, FOB destination shipping, labor, equipment, transportation with fuel, incidentals, and subcontracting if applicable, and must include applicable taxes. Pricing is evaluated for completeness and reasonableness, with significantly unbalanced offers deemed unacceptable. For Factor 2, offerors must provide a technical narrative for each Contract Line Item (CLIN) describing how they will accomplish all tasks in Attachment 2 (Statement of Work), along with an inventory of vehicles, equipment, and tools to be utilized. Offerors must quote the requirement in its entirety; partial offers are unacceptable. Technical capability receives either an "Acceptable" or "Unacceptable" adjectival rating, with "Unacceptable" eliminating the vendor from further consideration. The Government intends to award without discussions, requiring offerors to submit their best technical and price terms initially, though the Contracting Officer reserves the right to conduct discussions if necessary. Award is formalized through written notice of award mailed to the successful offeror within the specified time for acceptance.

Quotation Evaluation and Award Criteria: W50S6S26QA008
(a) The Government intends to award one to two firm fixed priced purchase orders to the responsible offeror(s) whose quote conforming to the RFQ requirements represents the best value, price and non-price factors considered. Note: The Government reserves the right to award only a portion of the work based on offeror’s source approval memo (refer to factor 2 below).
All responses will be subjected to an initial screening for completeness and conformance with RFQ instructions before being evaluated. A response that is incomplete or non-conforming will not be considered for award. The following factors shall be used to evaluate offers (Factors other than price when combined are approximately equal when compared to price):
FACTOR 1 - Price
Submitted pricing must be all inclusive; a breakdown is required to include, but not limited to: Material costs, FOB destination shipping, labor, equipment costs, transportation with fuel, incidentals and subcontracting if applicable.
Proposed prices shall be evaluated for completeness, and reasonableness for the scope of work to be accomplished. The Government may determine that an offer is unacceptable if the prices are significantly unbalanced.
Quote must include applicable taxes.
FACTOR 2 - Technical Capability -
For each Contract line-item (CLIN) vendor shall provide a technical narrative or description of how the offeror will accomplish all tasks identified in Attachment 2- Statement of Work.
Offeror shall include inventory of vehicles, equipment and tools that will be utilized to complete the requirement.
Offerors must attempt to quote the requirement in its entirety, offers for partial portions of the requirement will be considered unacceptable.
Based upon the Government’s evaluation of offeror provided information, one of the following adjectival ratings will be assigned.
Adjectival Rating Description Acceptable Offeror clearly meets the requirements of the RFQ Unacceptable Offeror does not clearly meet the requirements of the RFQ.
*Note: A technical capability rating of Unacceptable will eliminate vendor from further consideration for this RFQ.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
The Government intends to award without discussions. Offerors shall ensure their initial proposal contains its best terms from a technical and price standpoint. However, the Contracting Officer reserves the right to hold discussions if necessary.
