A copy of these orders will be provided to the contractor by MARCORSYSCOM’s Government Contracting Activity (GCA) under separate cover. Only the SCGs listed will be provided.

(d) Contractors will conduct a security review and comply with MARCORSYSCOMO 5720.2A, “PUBLIC RELEASE REVIEW
PROCESS” prior to entering government information on a home page (contractor or government web page site). A copy of this order will be provided to the contractor by MARCORSYSCOM’s GCA under separate cover.
(e) IAW Defense Security Service Industrial Security Letter (ISL) 2006-01, the Joint Personnel Adjudication System (JPAS) is the “CSA-designated database” referenced in the NISPOM (para 2-200b.) All contractor personnel performing on this contract will be correctly listed in JPAS, and JPAS will be utilized for classified visit certifications and shall not exceed a 12 month period.
(f) All MARCORSYSCOM Badges and Common Access Cards (CACs) issued under this contract must be returned immediately to the MARCORSYSCOM AC/S G-2 (Personnel Security, Room 145) upon termination of contract, or individual terminations. When an individual contractor is terminated, for any reason, it is the responsibility of the Facility Security Officer (FSO) to immediately notify the AC/S G-2.
(g) All SIPRNET Tokens issued under this contract must be returned immediately to AC/S G-6 (Bldg 2201A) upon termination of contract, or individual terminations. The FSO shall immediately notify (within 24 hours) the AC/S G-2 when a SIPRNET Token employee is no longer on the contract.
(h) If retention of classified information/material received or generated during the course of the classified contract is required after the contract has been completed, the contractor must submit a formal request with justification, and receive retention authority from the GCA. If the GCA denies the request, the contractor shall destroy the classified material or return the material per the GCA’s discretion. The NISPOM, 5-701, authorizes an automatic two year retention period beyond the end of the contract. If approved, a Final DD-254 will be issued by selecting YES in section 5 on the DD-254, and providing the appropriate dates.
(i) All work performed in support of this contract will follow SECNAVINST 5510.30C, SECNAVINST 5510.36B, and the DoDO 5205.13 (DIB Cyber Security). Additional, work performed within MARCORSYSCOM sites/spaces will follow the COMMAND ORDER 5530.2A (Access Control Order) and MARCORSYSCOMO P5510.2B Security Manual for all security guidance and instructions. A copy of these orders will be provided to the contractor by MARCORSYSCOM’s GCA under separate cover.
(j) In addition to this DD-254, the contractor shall comply with the Federal Acquisition Regulation (FAR) clauses 52.204- 2, “Security Requirements” and 52.204-21, “Basic Safeguarding of Covered Contractor Information Systems.”
(k) Certain contractors may be issued Courier Cards/Letters by MARCORSYSCOM CMCC Custodian if the classified material is transferred between two points on MCQB. All Courier Advisory forms must be read, signed, and witnessed by the CMCC Custodian. It is the responsibility of the employee’s parent company for any courier actions where the contractor begins or ends their courier duties off base.

10e (2). Contractor requires access to the SIPRNet (at government activity). Although Intelligence information is available on SIPRNet, and could be inadvertently accessed, there is no valid requirement for Intelligence information at this time, therefore prior approval by the Government Contracting Activity (GCA) for subcontracting is not required. The contractor shall not intentionally access/download Intelligence information from the SIPRNet. In the event, Intelligence information is required, MARCORSYSCOM’s GCA and the Industrial Security Office will modify this contract/DD-254. In addition, there is no valid requirement for NATO access, however inadvertent access may occur because NATO information is available on the SIPRNet. NATO Awareness Briefs will be reviewed, acknowledged, signed, and retained on file by the MARCORSYSCOM Security Office. Access to NATO information requires a final U.S. Government clearance and special briefings at the appropriate level.
10j. The contractor shall comply with the requirements of the SECNAVINST 5510.36B and DoDM 5200.01, Vol 4, for guidance when access to CUI is required in performance of this contract.
10k. Secret Internet Protocol Router Network (SIPRNet) access is required. While accessing the SIPRNet, the contractor is limited to information for which there is a need-to-know, and shall not access, download or, further disseminate any special access data (e.g. Intelligence, NATO, COMSEC, etc.) outside the execution of the defined contract requirements and, or without the guidance and written permission of MARCORSYSCOM’s Government Contracting Activity (GCA) and the Industrial Security Office. In the event that any special access is required, the GCA and Industrial Security Office will modify the contract requirements for a revised DD-254. A final U.S. Secret clearance and Secret access is the minimum level required prior to submitting a SIPRNet package. NATO Awareness Briefings are required when NATO access is not recorded in JPAS. The SIPRNet package may include, but is not limited to, the NATO Awareness brief, SIPRNet Training and Awareness brief, Derivative Classification Training certificate, annual security training certificates, DD-254 (subcontractor DD-254, if applicable), COMSEC briefs (if applicable), and a SAAR form. Facility Security Officers (FSOs) are responsible for submitting and renewing visit requests via JPAS for each SIPRNet account holder/request.

11a. Have access to classified information only at another contractor’s facility or at a government activity. The contractor requires access to classified source data up to and including the classification levels identified in item 1.a. of this DD-254 in support of this work effort. Applicable if there is no classified access, safeguarding (storage), receiving, generating, or fabricating of classified information required at the contractor’s facility. If the contractor will be co-located in MARCORSYSCOM spaces during anytime within the full performance of this contract, they will comply with and be held accountable for the requirements of SECNAVINST 5510.30C, SECNAVINST 5510.36B and any additional security requirements provided by the MARCORSYSCOM’s Government Contracting Activity (GCA), the Industrial Security Office, and the CMCC Custodian. The contractor shall comply with the requirements of the Information Systems Security Programs as described in OPNAVINST 5239.2 and local command information systems security instructions. All classified systems, regardless of the level of data processed, will be accredited in accordance with the above instructions. The contractor will ensure all articles (including graphics) intended for public release or posting on Internet/World Wide Web sites will be processed through the Public Affairs Office as listed in Item 12.

11l. Receive, Store, or Generate Controlled Unclassified Information (CUI).
